"Esteemed sir, please step this way. We need to search your luggage."

Akibura hesitated. How would they target an old man like him? He nervously handed over his suitcase, and thought of an explanation.

"Security, erm, those suitcases contain the remains of my mother. If it was permissable, I'd like you to keep your hands of it."

The security guard noticed him sweating heavily.
"Esteemed sir, are you feeling right? You seem to be sweating heavily."
"Yes...it was just the erm...flight."
"I am sorry, but airport regulations state that all suitcases must be searched."

The guard opened the suitcase, and a geiger counter nearby screamed. A sharp object pierced his aorta, and the last thing he saw was the man being subdued by another dozen guards...

Xiannese Occupational Duty troops recieved the news imediatly and humvees drove north to the Airport where Xiannese Special Operative Forces begin to storm in. This time, Japannese swat teams accompanied the soldiers into the perimeter. The order was to take him and have him await for the Asian Alliance to sentence him.

The news have reached the Capital and shockwaves was sent through the country as a sense of fear, and relief as Akibura was alive and will pay for what he did.

Armored IFVs belonging to the Baykal Raiders rushed for the airport, part of an NBC reaction team.

Although the news had reached the Sinoese occupation in Tokyo some minutes after, they have never the less been as eagered if not, more devoted than the East Islandians.

Sinoese Type 98 MBTs and SP artilleries (Type 89 122mm) provide potential firing support for the East Islandians involved. This is likely to get ugly. Three armoured infantry companies had been deployed to surround the airport.

Z-9 support helicopters circled overhead. Soon, paratroops descended by rope.


"Open the damn gate!" A Sinoese tankman shouted behind his .50 MG at the gaurd shack. The Jap there was clearly frightened.

"Hey, Wong! You speak Jap?" The machinegunner shouted at the driver.

"Screw that! We're goin' in." The driver revved up the engine, pushed the gear up and effortlessly, barrier arm was crushed and the column proceeded through.

"Dammit, Wong." The machinegunner complained. "The EIs bet us to it."

The Spyran ambassador was conferring with the civilian reconstruction engineers and military officers in charge of Spyran forces in Tokyo when word came in of military activity converging on the airport.

The ambassador's face took on a look of concern... with Japann having accomplished an election and returned to a somewhat normalized state, Spyran troops had transferred their security roles to local police forces, and only an infantry regiment remained in Tokyo proper.

"Have the troops move into the streets to supplement local police patrols and keep an eye out for anything abnormal. And, send a message to our allies, requesting clarification of the situation..."

"I wonder what will happen now," Capt. Yelena Ivanova, the ranking officer on scene, wondered.

"Dont know," her deputy replied. "But can someone speak Chinese? I only know Islandian and Russian."

"Try 2nd Lieutenant Nagrovsky," Yelena replied. "She'll probably know; she knows half the languages in Asia."

"We need to diversify," her deputy grumbled.

Sinoese amoured infantry move out from their IFV. Many of them had only worn their NBC protection suits once or twice in their careers, yet this is clearly not a training drill.

"Alright troops, this is no drill! Ya hear me?! I got word for the C.O. that the sonuvabitch AKibura's in the main terminal." Warrant Officer Liu (squad leader) was e to his troops.

"That nasty S.O.B's got a suitcase of radioactive material in there." He continues to speak, noticing that a private is looking in another direction.

"Chen! Did you savvy what the hell just came outta my mouth?!" He yells at the distracted soldier.

"Anyway, continuing on... we want him alive. So no unnecessary use of firearms is permitted. Yes, I know these lead suits are heavy, so let's apprehend that S.O.B and get outta here ASAP." He continues to speak, pointing to a flight control tower.

"Now word is, more force will be deployed and our new, or outer perimeter is to include the nearby streets. Why? Because this could be a one of those Japannese tricks where they traps as many of in here and kill as many of us as they fight 'til last man standing." He watched as the other squads are moving out.

"We have every reason to believe that this is a deliberate trap, with Akibura as live bait. So put them rods away and get out the rifles 'cause the hunt is on!!!" He finishes the briefing, expecting no questions to be asked.

"Hail China!!!" His troops all raise their ARs and SMGs in the air.

With the General's unusual eating habits and huge appetite, a large portion of bangers (sausages) and mash at 1156 hours is norm. The servant left the office, leaving the plates on the desk.

A fork pierced a section of the sausage, he was about to cut it when the phone on the desk gave a rang. Who could this be? The General's may be working at home on a Sunday but surely, few of his colleagues work as hard as hard as he does.

"Liu here. What's the matter." He replied, as if uninterrupted from his meal.

"Sir, we have Akibura cornered in Tokyo International, but truth is, our boys could be compromized, he's got a decent radiological device of some sort. Sources have yet to confirm other hostiles in the buildings so we don't know what we're up against." The secretary reported.

"Good lord. We'll have to deploy up to 80% of our infantry in Tokyo if we have to."

"Sir, a whole infantry regiment is heading there. In the mean time."

"Seal off the damn streets nearby. No civvies in and out. And have them J-10s circle the area. No flights are to take off or land; we don't want another 9/11 but with our troops as targets. Now if you excuse me, remember to remind them that he's to be caught alive."

"What's the situation on Akibura's condition?" The driver of a Type 92 (WZ-551) asked the commander.

"I heard on radio that he's got some sharp object but at least a gun. Gotta watch out for others in that building. There is heavy expectation that he might be trapping us in to kill us off."

"That scumbag sure knows how to make a last stand."

"He sure does. Word is, we'll get him alive if possible."

Colonel He, a 55-year-old decides decides to overlook the situation. Being the most senior man of the Sinoese Tokyo Garrison. He decides to step out off his vehicle. He was ordered to stay in, under the cover of NBC protection, but he decides to step out as he already has cancer and he's recently been made a widower. Rarely in a situation like this does a man dress in full ceremonial service uniform, and armed with only a 9mm.

He proceeds to find his Xianese and Islandian counterparts that are equal in position.

(A few minutes ago)

Akibura is tackled to the ground by the five guards, who are wearing protective gloves against the radioactive material. The guard that was stabbed gurgles inconherently and is taken to the nearby medical bay.

"Your're under arrest." one of the guards yelled at Akibura. "You-".

The guard coughed. Something irritated his chest. He looked down at the ground and froze with shock. During the wrangling, a fan had been knocked over into the black powder, blowing it everywhere. He hoped it was just a harmless powder with a low degree of radioactivity, but outside, thousands of people transeversed every minute, and it was better to report it.

"Tokyo Control, we...have an...NBC situation."

Many of the civilians refuse to co-operate with the Sinoese, yelling anti-Sino slogans and spitting at the troops. Some have even thrown bottles and other bits of junk at them.

The guard who had inhaled the most powder lay dead on the floor, as the other three guards struggled to stay conscious. It seemed strange to them that Akibura was more resistant than them to the effects of the unidentified powder.

The team were pleased when the East Islandian team turned up. They call for help weakly.

Three Z8 heavy lift helicopters landed in the airport, with a heavily suited NBC response group aboard. Decontamination stations were set up, medics and doctors called in, and civilians given radiation medicine and all purpose vaccines.

A battalion of troops were also brought in, with orders to shoot anyone who tried to leave. All exits were sealed off, and the airport was immediately locked down. Support services arrived, and the sight of so many people wearing green, NBC protection suits seemed to unnerve the Japanese civilians.

Col. He was only minding his own business when a bottle flew over his head, taking down his peaked cap. He immediately unholstered his 9mm sidearm and ran a few shots above the heads of those who he suspects had shown him such disrespect. He reached for the radio and immediately called for an order that will work.

Just after his order was issued, the IFV and APC soon opened fired bursts of ammo, not at the protestors but just above them to have them dispersed.

"Alpha to all, those of you without the NBC suits get inside the vehicles and close all hatches. The NBC protection there should be sufficient. All units prepare to move in once the human obstacles are cleared. Over." He left no room for error over his radio.

"Roger that, Alpha. What about you sir? You're gonna get hurt even by the radiation. Over." A lower ranking officer expressed his concerns.

"Listen to me, you..." He did not bother witht he callsign. "I'm suffering from liver cancer and my wife is now dead, therefore I have a right not have the NBC protection! You got that?"

He moved back to pick up his fallen cap before continuing with his task.

Xiannese troops having recieved the news quickly retreated outside to get examined and treated. More troops were called in with full safety equiptment. Direct order from President and highest commander in chief, Wu Tse Min directs the forces to examine and investigate the hazardous material.

In Tokyo's Hibiya and Akasaka districts, where Spyran forces are concentrated, tales of Akibura's appearance and possible NBC weapons contamination have made the soldiers nervous. Accompanied by the Tokyo Metropolitan Police, Spyran infantry secure key sites such as the Diet and Tokyo Tower, as well as supplementing the Imperial Palace guard. On the streets, Spyrans and police officers talk to pedestrians, advising them to return home or stay indoors until the situation can be clarified. The Spyran Embassy places an order with local printers to produce pamphlets on dealing with NBC threats, for distribution to citizens should the need arise.

A Spyran jeep pulls up outside the airport, and an officer and military press crew, in hazmat gear, attempt to locate allied officers, to coordinate activities.

The NBC specialists began to quickly decontaminate everyone. Soon, more Z8s airlifted several temporary living quarters and brought in some supplies.

All civilians were to be quarantined, and AKibura was to be interrogated.

Jyougi no Saibansho building, outskirts of Tokyo

The Jyougi no saibansho (court of justice and humanity) was a large, imposing structure of grey stone and concrete. It had been built by the PRS during reconstruction, when the possibility of warcrimes trials for Bonstockian and Red Tide officers had seemed imminent. With negotiations having slowed without producing the criminals for trial, the building's extensive prison facilities had remained rather empty, housing only those few Red Tide troops captured by the Allies, and a negligible number of Japannese Imperialist Army officers captured in post-occupation searches. The capture of Akibura would be an opportunity to commence trials, and achieve resolution for Japann, and all of Asia.

Communique to allied powers in Tokyo

The Court of Justice and Humanity stands ready for the holding and trial of Akibura, once interrogation has been completed. We suggest that this interrogation be concluded quickly while he is under military custody, as we must serve him papers quickly in order to keep his trial as a legitimate process, and once served he will have the right to have a lawyer present during interrogation.

The PRS also requests nations to consider their roles in the trials. Spyr has a long history of seeking truth regardless of interests, and thus we nominate ourselves to form part of the judgement panel. We do not, however, have experience with trial law and thus suggest that other, more suited nations take up the prosecution. We must also answer the question of exacty what sort of defence war criminals shall be allowed, and how much content of the judicial panel should be Japannese (we reccomend that Japann be given at least 50% of judging panel seats, and refrain from active prosecution).

[OOC: Theres also the matter of the Bonstockians... he offered three officers in command of the MRLS which decimated sections of Taipei, and I doubt we'll ever get his leader for trial. We could accept the criminals he offers, and then try the remaining criminals (including his leader) in absentia, to be punished if he ever falls into allied hands].

OOC: I havn't seen Bonstock for ages.

A day after the Tokyo incident, the police force finally confirms the circulating rumours - Akibura has been captured. The first shots of him show him wearing a clean suit, handcuffed, and escorted by six policemen. He looks much older than the Akibura who declared war on China just over a year ago. The burn marks from handling the 'classified substance' can be seen clearly on his hands.

Outside the police station, a crowd of Japannese ultranationalists rally, carrying megaphones and demanding his release and the end of 'western humiliation'. They number in the tens.

With the Hudecian military command still in shock over the recent revolt in East Hudecia, the remaining military forces in Tokyo and surrounding area were slow to respond to the information of Akibura's arrival.

"It seems that our allies have the condition mostly under control... thankfully." Colonel Aiuchi reported back to high command.

Xiaguo's Parliament issues its own terms to be considered by the Asian Alliance members.

These are proposed fractions given by President Wu tse Min and Secretary Yeh having also been revised by the Parliament. Where the areas here are not exact, it only states primary points in which the Government of Xiaguo is focusing on. A proposed court system is similiar to the Xiannese court systems. Endorsements are from the allies who have best on bestowed upon the war and decisions.

War crimes against him.
Genocide, mass killing of Japannese.
Use of internationally illegal weapons.
Un-humane acts toward Japannese soldiers and enemy soldiers alike including basics of the Geneva Accords.
Oppresing the People.

Highest Punishment can be Death.(Pending on the Court hearings)

The court should have 1 Chief Justice and additional Judges, 1per occcupying nation.

There will be 200 Japannese citizens serving as jury within the court eacho hearing.

A representative from each Asian Alliance nation will attend the hearings.

A 5member team will serve as questioners in addition to the Judges.

So, it would leave me in a disadvantaged position if I represented the prosecution or defence.

The PRS iterates its support for Xiaguo's proposal for the Akibura trial, though perhaps a model should be used that is closer to current Japannese courts and international tribunals. We also request that another war crime be added to his indictment:

Attempt to coerce the Japannese people into waging an agressive war.

The PRS would also request that member nations assemble and transfer to the court prisons all Japannese military officers, Red Tide officers, and Bonstockian officers in custody who are to be accused of war crimes, as well as details on what those crimes are. The PRS has currently only one Red Tide officer in custody, recovering from battle wounds, who we believe should be accused of Assistance in coercing the people of Red Tide to wage an agressive war.

We also request that the Allies establish a final policy on Bonstockian war criminals who are currently outside our jurisdiction... do we accept the individuals offered up by Bonstock? Do we try key figures in absentia? Will some covert or overt attempt be made to seize criminals for trial?

Helicopters bustle in and out, flying in more NBC specialists and quarantine equipment. By now, huge domes have been set up on the airport with quik-inflatable fabric structures originally designed as temporary hangars, and the perimeter forces remain at their positions, refusing to let anyone out without permission from the decon team and a full decontamination.

They will wait until Akibura is...interrogated as to waht substance he carried.

OOC: A bit off topic, but what is the current status of Japann's military? Spyr would have handed over most of the captured Bonstockian and Red Tide equipment, and trained Japannese volunteers to assist in booby-trap removal (If I recall correctly, Bonstock did put traps in most of the equipment he abandoned in the evacuation). Given the threat from imperialists in the vicinity, Spyr would encourage a Japannese military to be reformed in order to defend Japannese territory, and would provide assistance and training if such a military was authorized by the other occupying powers & the Japannese government.
