Just five million short of the top bracket, according to the national profile. However, I don't RP with that, and claim a population of around fifty million.
There's a lot of us who have more than 2.5 billion. Your poll needs a few more options.

I just broke 500 M, but I'm thinking I'm going to RP with a cutoff of 700 M. Over a billion citizens seems a little...intense...
