He could take me out if he tried and I'm over 2.3 billion. Once you get to 900 million, size means zilch to a nation larger or equal to you in population. You can port a defensive military in the 110,000 total range. You can have at most 50,000 of that able to fight if needed, the rest armed suppliers and support mechanics and such.

He may not go on a worldwide rampage, but anyone 500 million or there abouts is easy pickings. Anything less than 300 is a turkey shoot.

Let me tell you what it basically means. You could call it someone who's a troll, but one who doesn't even know that he's one.
