New Eugenics Law on the books
As of today by decree of the Emperor of Belem under advisement of the Inquisition and the Imperial Council a new Eugenics law has been put on the books.
"Any and all persons who get commited or admitted an an insane asylum are subject to this law. It is the right of the staff at the said facility to sterilze any patient upon their release if there is a resonable chance approx. 10% that the genetic defect can be past on to a child. This decision is left open to the adminstrator of the facility."

By an 800-13 vote, the Syskeyian Parliament has voted to declare the "Holy" Imperial Empire of Belem a civitas barbaria, given its savage euqgenics policy which flies in the face of the Catholic faith:
2372 The state has a responsibility for its citizens' well-being. In this capacity it is legitimate for it to intervene to orient the demography of the population. This can be done by means of objective and respectful information, but certainly not by authoritarian, coercive measures. the state may not legitimately usurp the initiative of spouses, who have the primary responsibility for the procreation and education of their children.161 It is not authorized to intervene in this area with means contrary to the moral law.
2399 The regulation of births represents one of the aspects of responsible fatherhood and motherhood. Legitimate intentions on the part of the spouses do not justify recourse to morally unacceptable means (for example, direct sterilization or contraception).
