The Declaration of the Systems of the Federated Communities of Cavani
Article I: Rights of Citizens
1. All sapient beings have several rights. These all fall into the categories of liberty, property, equality, security, resistance to oppression, personal, and legal.
2. The Liberty rights are:
Freedom of Speech
Freedom of Opinion
Freedom of the Press
Freedom to Vote
Freedom to Debate any point
Freedom to ask any elected official any question
Freedom to travel as one wishes
Freedom to ask any elected official any question
Freedom to practice religion as one chooses
Freedom from state religion and freedom to absolute seperation of church and state
Freedom from having any liberty rights being denied
3. The property rights are:
Freedom to own property
Freedom to vote on the running of the business co-operative they are part of
Freedom to petition for the issuing of a charter of a new business co-operative
4. The equality rights are:
Freedom from discrimination on any basis
Freedom to equal treatment under the law
Freedom to start out life with exactly the same financial and eduational opportunities as every citizen
5. The security rights are:
Freedom from government surveillence without approval of the city's judicial council
Freedom to a Citizen's Guard, forces recruited from each city to serve as police in peace and as guards in war
Freedom from a belligerant government
The above means that the government may, under no circumstances, start a war. The nation must only use force in self-defense.
6. The Personal rights are:
Freedom to choose one's friends, romantic partners, and relatives
Freedom to reject such a choice that someone makes onto you
Freedom from harm to one's self, as feasibly as possible
7. The legal rights are:
Freedom to the presumption of innocence
Freedom to the representation by a barrister
Freedom to trial by one's fellow citizens from one's community or other venue of one's choice
Freedom to have trials overseen by Judicial Committee
Article I: Legislation
1.Laws will be passed by direct vote of the people. The will of the people cannot be denied.
2.Laws for Communities will be passed in a manner determined by that community.
3. It takes 5% of the population's names on a petition to propose a law.
Article II: Judgement
1. When charged with a crime, an impartial jury of twenty-one will be convened. They must be from the community of the defendant's choosing. The Prosecution and the Defendant must both agree on the members.
2. Each Community shall elect a Judicial Committee of three to serve as judges. Two out of three judges must agree to make major changes, but only one is needed to sustain an objection.
3.Appeal may be made to the National Court. Trial will be conducted in the same manner.
Article III: Execution
1.The Executive Officer shall hold the title of Civil Director. He shall be elected by popular vote.
2. His duties are to execute the laws, represent the nation in foreign affairs, command the Militia, and to pardon criminals he believes deserves it.
3. He may be recalled by a 10% of the population's names on a petition.
Article IV: Amending this document
1. This document may be amended with a 2/3 vote of the populace.[/b]
