How old does a nation have to be before it can use nukes?
It would depend on several things. If your economy is great, then it is quite likely that you could just buy nukes. Or, if you are a very militaristic nation, you could achieve nuclear capability earlier than thought. Industrialization also plays a part in it. It kinda depends on the tenor you set for your country. Bare minimum might be 200-250 million, but that's assuming that you have at least a very strong economy and have been dedicating a nice fraction of your budget to nuclear research. And that's just my guesstimate.
