"While everyone else in this forsaken city is making their fortune, we're sitting here twidling our thumbs." Andrew Kelly adressed the Jack leaders in his office. "Now is the time to do something big, like the old days." Kelly nodded to a young underling standing in the back, who promptly gave the high-ranking mobsters sitting around the room folders. "Gentlemen, I have an idea I think you would all like-we hit The First Morgan Bank." The mobsters opened the folders, which contained detailed blueprints of the bank and other information."This would greatly expand our coffers, and put The Jack back on the map. We already have several moles within the bank. All we need is your approval, and we can start drawing up plans." The gangsters all agreed to the idea.

"A private room, please. I would like to keep my two personal guards, though they will have their weapons away."

Claw responded: "That's do-able. Feel free to bring as many guards up as you like, as long as you don't order them to make my brain lead." Mal showed the men to one of the more recently prepared rooms. After all of the negotiators were inside, Mal closed the door, made a locking noise, quickly opened the door a crack, and said quietly, "Just kidding." He held the light in the palm of his hand, but before the Gonzos were behind closed doors he visibly dropped his weapon on the other side of the hall, building trust and all that. If he was to aid his pal quickly, he would have to rely on smoke, mirrors, and kung-fu. It likely wouldn't come to that, however, as the Gonzos didn't seem to be the kind that just called a negotiation to blow your head off. He'd have to see.

On the other side of room 03, Claw was quite nervous, but not afraid. "So, what would you gentlemen like to discuss?"

Rever sat there for a while, as he knew the discussion was going on. He tapped his chair for God knows how long, until he finally stood up. "Ah, what the hell..." he mummbled to himself.
He kicked the back door open, and yelled "Psycho, come on in. I don't give a damn anymore!"
"Right... Xeno, Flick, start haulin' it in!" Psycho ordered, grabbing some of the sheet metal under one arm. "Switch, head on in. Nice work," The Dreadnaughts started hauling in the metal plates piece by piece, assembling them near the entrance to the sewers from the R&R. "Right, I want twentey men working on these doors right now. Start to assemble them. We'll mess with the keycard stuff later," Rever said, delegating his men to seperate doors. He sighed, and sat on an old wooden chair. He had sent some letters back to Obscure Nation to a large number of individuals who would almost certainly accept the offer to join his group.
They first installed the door at the R&R Inn, which would undoubtedly be the thickest. The Dreadnaught Hydra installed some hydraulic rams that raised and lowered an I-beam into slots, like a giant lock bar. Switch did the only thing he could: screw chains into the ceiling that would impede the path of bullets... and make a cool effect. All they needed to do was hook up the keycard to the controls once they were finished. Elsewhere, work began on other doors with similar locking mechanisms. Rever hoped to have them all finished in a week. And what Rever set his mind to, he accomplished.

"Okay, update."

Vlad was talking to one of his lieutenants, who he had assigned to watch for news on the street.

"Sir, there have been rumors of a gang taking the sewers. If it is true, they could be directly below us. This is a threat."

"I don't want rumors. I want facts. Get some."

The lieutenant saluted with a "Sir!" and left.

Vlad looked out the window. This city was a warzone. Everyone was fighting. Innocents were dying.

"F*ck 'em." He laughed a bit, and turned around.

"We understand that you are using the sewers, from our reliable intelligence networks. We would like to share them with you, as there are key power switches, lines, and bugs that can be used from them. In exchange for that, you can call upon us for your needs. We have readily 750 grunts. We also will help you with that technical mumbo-jumbo, one of our specialties."

"I was sent here to talk to a Mr. Fitzleone, could you point him out to me?"

After the bartender indicated which man was Fitzleone, Zak slowly walke dup to him. "Mr. Fitzleone, the Don sent me here to speak with you."

Claw restrained himself from blurting an obscenity when he heard the number. "I know Rever," he said, not caring to explain who Rever was, "and he'd know this is a good deal. Let me add this though. The major walkways under the city that lead to everywhere will be open. But sewer pipes that lead to gang HQs or occupied buildings will be off limits to the other gang. Say that there's a sewer pipe that leads to the R&R Inn, then we'll put a special door on it so that only RRz can get in. Not that we don't trust you, just for security purposes. And of course, you guys can do the same thing." He paused, to make sure he didn't go all hyperactive. "And if this works out, you can call on us too, if you have a problem that needs either teenagers or a bunch of guys dressed in all black." Claw leaned back in the chair. He waited for the representatives response, about to explode from containing his eagerness.

Out side the room, Mal was almost as anxious as Claw. One of the Gonzo grunts asked him what the lightbulb in his hand was, and without thinking, he blurted, "It helps me concentrate."

After the successful drop, the next day in the afternoon. Jessie was so happy about how it went down that he closed the shop early and called the employees together.

"I'm proud of you guys, and because how you've been working the last few days, I've closed the store early. So go home, get cleaned up and then come over around 6:30 to my place for a celebration BBQ. I'll call the Ruph Rydaz, see if they want to get in on this. Alrighty, see you around 6:30 and bring your own alcohol." Jessie was smiling while he instructed his workers.

The employees all knew Jessie was a nice guy, but even this was something he rarely did. They finished cleaning up the store and went home. While most were leaving, Jessie went behind the counter and called up the RR's to see anyone was available for this last minute BBQ.

And say cutting power for any operations we do. I know for a fact that they aren't in the smaller pipes. As for the security door, I will have to turn that down, I fear it could be used against us."

SERLIN CITY, RUSKKIA
A few years ago.......

Rain pour endlessly down from the cloudy twilight sky over the industrial city as flashes off light lit up the horizon over the dark rooftops. A few lone gaslamps were the only source of light on the rain washed street expect for the odd one or two lit windows in the crumbling aprtment buildings.

The shadow of a derlict wharehouse, under the shattered remains of an iron framed awning Charles Vermillion cursed. Midnight was late for this little late night 'meeting', which Vermillion arranged after his father was put in jail all thanks to his so-called best friend Midnight.

The headlights of a car made him looked up as the door opened and an old man stepped out. "Well.....lets get this over with then."

"Yes you coward!"

"Dammit Charles, I had no choice!"

"He tursted you, you bastard!"

"Then he was a fool....just like his son." Midnight smiled as armed men of his gang stepped out of the shadows.

Charles smiled and said. "No, you're the fool. Kill them!"

Gun fire rain down from the smashed windows of the whatehouse upon the man of Midnight's gang, Charles personnelly put a bullet through Midnight's heart. A boy of no more then twelve leaped out of the car as his father fell and cried out. "Father!"

"Hes dead kid, just like you'll unless you run." Charles said as he fired a bullet which missed the boy by inches, the boy got the message and fled.

Lighting lit up the sky and thunder rolled.......

"I think we can do that." Claw pulled out a network map, and some colored markers. "Say Gonzo is Blue and RR is yellow, the middle ground is green. This is the area where the cables are exposed and operated. We don't have a problem with you using this whole area, as long as you don't use the cables to black us out. Then this pipe that lands under our hotel will be restricted, and you can do whatever you want with these branches that are way out there. With your guys down there periodically, and our guys down there pretty much 'round the clock, the sewers will probably under optimum security. Once a firm hold is created, pretty much the sewers will be ours to control for however long we're interested in controlling them."

*Far away, in the lobby of the hotel*

Xavier Bronto, codenamed Kwerty, picked up the phone. "R&R Inn, Stay here, enjoy your stay, save some cash, enjoy your stay even more and the rest of whatever our slogan is, hello." He heard about the Barbecue. "Heh, are you kidding me? Don't worry, it'll be a party. Claw's in a meeting right now and Mal's helping him out, I'll have them call you back but I'm sure they'll be thrilled. They'll be back in around ten minutes, so be expecting a call."

Rever paced back and forth in the basement of the R&R Inn. By now, most of the security doors had gone in and been tested. Now, if only he could get those damned keycards from Claw...
Rever turned his head sharply as Tweak nearly fell down the steps he ran so fast. "Uh, sir... there's a message for you on the, uh... private line..." he stammered out, still picking himself off the floor.
"Ah, good. Thank you, Tweak. Now stand up and get a Band-Aid..." Rever replied, hopping over him and onto the third step. He ran up the stairs and through the halls to his quarters, where the only phone connected to his line existed. He picked up the reciever, saying, "Rever,"
"So it is you, Mike! Good to hear from you again. After you killed that guy and were thrown out, we all figured you were either dead or in some foreign loony bin,"
"I'm sorry, there's no 'Mike' at this residence,"
"Wha- oh, right, sorry... Rever,"
"So, down to business then, huh Pyro? How many of those drafties can you send us?"
"At the current count, somewhere in the ballpark of 75. That's the number who wanted to come. That number won't be missed,"
"And what about the... others?"
"Mav.'s been cruising the streets, and picked up about 37 people wanting to come in,"
"Good. Are you on a payphone?"
"Yeah, why?"
"Then leave. This conversations been going on for 13 seconds too long. You don't know what our government does... I mean, if they have the camera's and the loudspeakers, do you think they aren't in the line of bugging public phones?"
"Crap. Gotta go, then, Rever. Next time, huh?"
"Yeah..." Rever sighed. "Next time, Pyro," He hung up the phone, then immediatly pulled it out of the wall and smashed it to pieces. "The only way to kill bugs is to destroy the nest," he said, crushing it with his steel-stutted boot as he walked over it and back to the basement, to again oversee the doors.

"That's negotiable. Just make sure public service doesn't maintain them. If they do, then there will be one way to cut power, and that will cut EVERYTHING in its range. We have some already. Pinches.
"But, if we can keep them from fixing the error that we know about from our mercinary techie, we'll be fine. Thank you for your time," he said, shook the man's hand, and left the room. As he left, he beckoned for his guards. He pulled a radio to contact the grunts "All men go to your vehicles. Our negotiations were successful."
And with that, he went into his car with his guards and the convoy rode to the edge of the city, to the camoflouged (SP?) bunker, and entered.

Claw sighed deeply after the Gonzo representative left the room. 'Don't let public servie maintain it,' Tch. Public service, what a joke. He stepped otu of the room, and found Mal staring intensely at the lightbulb, with a screwed up face. "Mal, are they gone?" Mal looked up slowly.
"Yes, Claw."
"AAALLLLLRRRRRIIGHT! My first gang negotiation was a huge success!"
At that point, Kwerty knew Claw was done, and came barrelling through the hallway. Why did everyone have to run?
"Claw, Jessie from the weapon shop is throwing a BBQ party and he wants some RRz to come."
"Woah, guys, one at a time. Kwert, I'm speaking to Mal about my gang negotiation. You can listen too. So, Gonzo guy says he wants to share the sewers, for the power. In exchange, we can ask them for help if we really need it," Claw said quite calmly for Claw.
"Wow. I'm in awe," Kwerty said slowly, "But, I have to tell you about the BBQ party. Go down to the lobby, and call back Jessie. I'm sure you know his number, or you can just use the call history." Mal passed out. His legs just gave out. He was using so much brainpower to watch for the nanosecond that the filament ignited that his body shut down as soon as the stress was relieved.
"Just give 'im time."
Claw called Jessie back. "So I hear you're throwing a BBQ party! totally cool."

Thunder rolled and the rain poured endlessly down over the Boil as a black car drove through the empty streets. Up ahead was a slightly run down motel and a sigh swinging which stated 'R&R Inn'.

The car driver pulled the car to a halt and turned to face the passenger in the rear seat. "You sure you wanna go through with this boss?"

"Yes I'm sure, now wait here whilst I conduct some business."

The did up his greatcoat and placed a brimed hat on his head then ran across to the motel's enterance. A grunt halted him before he could go any futher. "Where do you think you're going?"

"M'name's Midnight, I'd like to speak to the head of your gang about a little matter concerning the Vermillions."

#6 sat in his car with his guards as they rode, and he made a call to #1 "Sir, we have the deal closed. The area where the cables are maintained are open to us, and I'm heading there now. I am e-mailing you a map."
"Excellent," replied #1, "Go there now, and close off the street. I want that enterance widened and I want only us to have access to it. Cement down barriers on 4 sides of the intersection, but make a security gate on one so we may have access. I am sending the equipment there now."

---

About 30 minutes later, three trucks arrived. One had large cement barriers, which were set up at three of the enterances to the intersection. When this was done, a 6 foot high barrier was made on 3 streets, completely blocking them all off. Next, one of the other trucks had equipment to make a security gate. They set this up, along with a small guard house. The entire intersection was locked down.

Next, a large drill was brought into the middle of the intersection, and the manhole cover in there was removed. The drill was stood up, and it towered 20 feet high over the street. They would need to drill about 40 feet to get into the mainline.

The drill began to dig, and the men around had put on sound-proof ear phones. It took about 30 minutes to get down to the mainline with a wide enough tunnel. When this was finished, the drill was put back in the truck and brought back to HQ. "Sir," said #6 over his cell phone to #1, "We have finished drilling. Send the security elevator equipment over, as well as the equipment for the two security doors."

OOC: I'll finish later.

"Delis Variety, Jessie speaking."

"Hey Claw, You guys are coming?"

"Great, here's the address: 1467 Pacific Ave"
