Prime Minister Cartwright sighed. This was going to be one of his last actions as Prime Minister. And it wasn't even his. Instead, it played to some plan amongst the top military and economic officials of the Most Holy Principality.
Ever since he was a little boy, the Orcish population in Roania had been used as chattel, the very lowest ranks of beings. Even the poorest human could spit on the orcs. They were deliberately kept uneducated, forbidden to leave the cities they dwelt in, and were kept in massive cages and warrens huge distances from population centres. Now, the Princess had been got to by the Field Marshals, who saw in this a chance to turn the Roanian military into a body capable of laying siege to anything. The idea had quickly spread. The economists and chancellors had said, "if we treat those who are so... different to us well, then our trade with the orcish nations might even begin to turn a profit! We could open trade with anyone..." Of course, what everyone except the lower nobles and non-council ministers knew was that this was another portion of the massive plan of Pax Roania.
So, here he was. About to extend SCC ((second-class citizen; only humans born in Roania can claim FCC status; elves are accorded SC (special citizen) status)) status to green, stupid creatures. All for some plan that he was sure hadn't been thought out as well as the military believed.
I mean, I don't think that Melkor extends citizenship to his orcs... does he? Sighing, he turned, nodded to the cameras, and adjusted his tie.

"My fellow Roanians... for many years now we have been treating one of our minority groups worse than we treat dogs. I refer, of course, to the Orcish population. These 1 million or so people have been refused citizenship in their own homes, because their ancestors supported Rasputin Macchiavelli."
He coughed. "Thus... last night, the council voted on extending to them SCC status, and giving them citizenship numbers. They will also be allowed to live within the cities, and take any job they are capable of doing. Education will be as free to them as it is to the Muslims and our other SCCs."
He took a steely look. "The Princess has approved a motion by me and Interior Minister Merkenoff to extend full protection. Anyone caught discriminating against our new citizens will be punished harshly."
