is it godmodding to start your new nation at the tech level where your old nation was (i.e. old nation that got deleted)?

well to my limited knowledge the answer to your questions would be yes, it's godmoding, because the nation would just look like a n00b, and no-one else would know it used to be strong. unless you chose a name very similar to your old nation - i guess that's what 'NeoDesra' is, then - but even then it depends if you could justify yourself satisfactorily enough for other players.

I agree here, unless quite possibly your "new" country is a colony of your old country. I'd RP that out though, maybe do a history of it's development and such as a means to quell those that would cry "godmod" out there.

I think you can start a nation at any tech level you want, so long as it interacts with others of the same basic level.
Start any tech level you want, just keep to your own tech lvl.
