What exactly are the "rules" of war? How do you know how many troops you should have? Is it based on population?

I believe the generally accepted figure is five percent (5%) of your total population is the maximum total of all your armed forces. However, there are certain limits, even with the 5% cap, it's near impossible to bring more than ten million persons to bear at any one time, so most people don't have a larger military than that.
