Decree of Reichsburg

Penned on this day of the 28th of February
In the year of our Lord, two thousand and four
By His Royal Highness, King Viktor Leipzig the First,
Sovereign of Reichskamphen and Scotta
First Consul of Greater Prussia.

It is through the power of the Consulate that this decree is forged and enforced and through the power of the Consulate that it may be removed should it prove necessary.

In order to preserve the region of Greater Prussia. It now obliges me to remove the antiquated and temporary Consular system of Government and replace it with another, that of the Greater Prussian Empire

I shall now ennumerate the seven branches of Military Command of the Empire.

The Seven Branches of the Greater Prussian Armed Forces are as follows: Wehrmacht(Ground Forces), Kriegsmarine(Naval Forces), Luftwaffe (Airforces), SD (Intelligence), SDI (Regional Defense and Detection System), Imperial Guard. (Elite Units, Police Divisions, specops, and some elite field divisions as well) FallschirmJager (Paratroops)

The Commanders of these branches shall be as follows.

Luftwaffe- (Open)
Kriegsmarines-(Open)
SDI- (Open)
SD- Jedi Revolutionists
Imperial/Regional Guard- (Open)
Fallschirmjager- (Open)
Wehrmacht-

This Branch will be run differantly. We will break it into the Home Guard and the Expeditionary Forces. Both Branches shall have an overall commander who shall attain the rank of Marechal de l'Empire. Both Branches shall come under the overall command of the Emperor. When both Marechals have settled in and identified candidates for the Marechalate that they believe would work well under them, if they are approved of, the rank of Sou-Marechal de l'Empire shall be bestowed upon them. And they shall command differant defense zones within Greater Prussia or command differant expeditionary forces leaving the region.

Orders shall be issued from the overall commander to the subordinates and passed on as necessary just as in a real situation and in many cases, decisions will be left up to subordinates. This way everyone can take part in the military but its quality will not be lowered by allowing poor RPing nations to take too much control.

Arch Treasurer (Keeps track of Regional Corporations and their taxes due and collected as well as the funds in the coffers of the estates general and ensures that expenditures do not exceed income) - (Open position)

Minister of Expansion (Recruiting, requires you to bring other nations into the fold or at least try to...try to recruit effective tennants for the officer positions)- (Open Position)

Minister of War/Adjunctant General of Greater Prussia (keeps track of numbers and supplies and standardization and shipping and maps and details necessary to make an effective military defense and offense. Will serve as an assistant to all branches of the military)- (Open Position)

Minister of Media (Both a source of Propaganda and an oversight board for legitimate media. Would Produce the GPNN, Greater Prussian News Network and present events abroad and at home in summary form...an important position both politically and otherwise)- (Open Position)

Minister of Science and Technological Development-(Open Position)

Minister of Unity (Ensures that Greater Prussia is operating smoothly internally and all things are running well...an internal foreign minister serving as a go between or a ombudsman)- Open Position

King Viktor Leipzig the First stands up and announces. "I hereby call to order the first meeting of the Greater Prussian Estates General, established by the Decree of Reichsburg. Our first matter of business is to vote upon the matter of which governmental system we shall take, either Empire or Protectorate. Their respective benefits and detriments have been outlined in the first draft of the decree and therefore, I believe we may go to a vote. I cast my votes as Reichskamphen and Scotta for the Empire."

Argyllia votes for the empire as it will create a quick decision making system needed by a region that looks to expand. (6 votes, 300million population)

In other news we are delighted to accept the post of commander of the Imperial/Regional Guard. The first commander of the Guard will be Marechal Heinrich Jansdorff who will asseble a staff straight away.

OOC- If possible I would like to take the open position of Minister of War/Adjunctant General of Greater Prussia.

The Empire of Lavenrunz, with fifty votes, votes in favour of the Empire with this proviso: that Reichskamphen and Lavenrunz establish co-rulers.
Let us be frank: the Empire of Lavenrunz is one of the strongest powers in Greater Prussia, bringing with it connections to the World Business Organization, and ties to other regions with economic and military strength. Our vote for the empire is conditional upon this: acceptance of Empress Aurora as co-ruler of Greater Prussia.

We have tallied our votes to a total of thirty one. All thirty one votes from Diminix goes in favor of the Greater Prussian establishment. My closest advisors tell us that the Dominican military has a new partner, the Greater Prussian Lufftwaffe. We are pleased to know this but our Air Force general, Lloyd Banks, will not be able to keep it in control. Therefore I personally have appointed Sir Tony Yayo as General of the Greater Prussian Lufftwaffe.

I myself am partly of Prussian stock, a relative of the first dukes of that land after its convertion to Lutheranism. I take great pride in this heritage, and therefore have a great sympathy toward you and yours. Though I am currently engaged in APTO, and am loyal to that organization and its members, I do wish to establish diplomatic ties with your region. I invite the nations of Greater Prussia to establish a regional embassy in my capital, Nova Varsovia, so that we may begin to build the foundation for future ties between our people. It would be excellent to have an embassy in your nation. Perhaps you might be interested in visiting some of the nations of Greater Prussia, or sending a special envoy to do so? There are doubtless many opportunities to build a close relationshp with a kindred land, with commerce, diplomacy and amity.
There are many different sects in Greater Prussia, but the important thing is our shared belief in the sovereignty of Christ. Lutheran, Catholic, Orthodox, Presbyterian...these are merely the places we hang the hats of our belief.

IC: I believe it appears most of the votes are in. With the Estates General being unanimous in its action. I hereby declare that the new form of government shall be that of an Empire.

OOC: I am in talks with Lavenrunz about a possible wedding between Viktor and their Empress to create an Imperial Family.

IC: I propose that we sort out the details of the Imperial Structure and declare Empire within a week or less. Within a few months we should hold the coronation ceremony. For that it would be appreciated if all nations did something to pitch in for the setup. Like the craftsmen of a certain nation could fashion the crown jewels. Those of another nation could fashion the Imperial Eagle Standards for the armies, while another made the thrones, others could present ceremonial swords or other such gifts for the coronation event. Another nation will need to fashion the Imperial Coronation Garments. And yet another will be asked to host the Coronation and the subsequent dinners and balls. If no nation would wish to host it, then we shall host it ourselves in Scotta. If you can do anything please do, even something such as printing the Imperial Stationary.

Next to be decided is whether or not the Emperor should have a citizenship within a nation or maintain his post as leader of another nation.

It is my proposal, that to keep fairness, I abdicate my throne in Scotta and Reichskamphen when I am coronated Emperor. There should be a city, a sovereign city belonging to the entire region and administered by an Imperial Governor where the Capitol shall be and the Imperial Family should ideally reside. Here also would the Estates General convene and all Imperial Offices operate from. Preferrably it should be a new city. It can be built on the borders between a few nations so that it is not surrounded just by one and not just one nation loses territory to make it.

When I am crowned Emperor it is my intention to either invite my Arch Chancellor to take the Crown, or to ask back Sarah Thompson, Marcus Antonius the Second to once again take the crown.

How sounds this to everyone? Do we have any other ideas that could be useful for the founding of this Empire?

I want the Wehrmacht position if it is still open

The Jedi Revolutionists will willingly host the Coronation and even hold the victory military parade of Jedi Army units, Airforce Units, Kriegsmarine Units, and SS Units.

In other news, Greater Prussia has struck the first victory in its expansion. The region of the Wehrmacht is now a vassal and will be available for annexation sometime in the near future. The deal Greater prussia offers protection to the Wehrmacht while the Wehrmacht vows alligience to Greater Prussia and the Wehrmacht becomes Greater Prussian territory. We reserve the right to recruit men into Greater Prussia military ranks and we are helping rebuild the Wehrmacht. A central government will be established in the Wehrmacht from Greater Prussia. This central government will be headed by UN Delegate of the Wehrmacht Comical Birds and will be given the title of Minister of the Wehrmacht and UN Delegate of the Wehrmacht. He will report to no one but Greater Prussia.

Any nations wishing to contribute in the ways I mentioned before, or in other ways are certainly welcome to do so.

Fellow nations of the Greater Prussian region, I come before you in dire news of question and uncertainy to the Jedi Revolutionists. Throughout history man kind has seen the likes of everything imaginable; from the glory of war to the death of an empire. Death is not something new by no means to the world and certainly not the Jedi Revolutionists. The people of our Jedi nation honor war as it is a honorable and glorious concept.

The region of SR Control has long been an ally to the Jedi and my region of the Wehrmacht where the Jedi come from. It has been rough at time but the friendship has always prevailed. SR's rival region of Bristle headed by a country named Lapse has attacked SR and the fellow nations within. Lapse and SR have been rivals since the beginning when the Jedi came to their plees for help. Lapse is certainly not a new name in the Jedi vocabulary for we have once fought them before.

SR has once again made plees to the Jedi for assistance in the defense of SR . However after much debate within the Jedi government, I have decided to assist because they are our friends and we are even better friends in times of need. But not in the defense, but in the annexation of Bristle through the conquered lands. I come before you asking for the Greater Prussian states to declare war on Bristle and gain lands for the betterment of the world, for the security of Greater Prussian states, and for the expansion of Greater Prussia into a dominant power to be reckoned with.

When I say the security of Greater Prussia, I mean exactly what is says because once Lapse has defeated SR, He will come after the Greater Prussians. The time has come! The time has come for the extermination of evil in nearby regions! The time has come for a plague in which has so much held us down! A plague in which will spread like the virus of scum before your childrens eyes. Before your peoples eyes! Before your very own eyes and you will say to yourself that you could have stopped the spread of disease! But did nothing to stop it! I ask of you to support the Jedi Revolutionists in our rise against evil with the armies of your own! I ask of you to step and create an aura of yourself which no one will dare stare you in the eyes without shaking with fear! I ask every last one of the people of the Greater Prussia to step and be the people which are asked of them for if they dont......if they don't......they will cease to see life as is.
