Debate on Status of Non-Humans in Lavenrunz Commences

"Good morning, loyal fellow subjects. This is Max Fersen with the early morning news.
In national news, the Volksraad has begun a debate on the status of non-humans in the Empire. The governing party, the Christian-Nationalists led by Count Mirbach, have called for citizenship to be denied to non-humans not directly under the protection of the Imperial Family..."

"Not much of a debate." commented Hedwig von Potsdorf with a grin to Mirbach as he stood holding up a triumphant hand to the generally applauding Volksraad. It was finally dying down a bit, and he took his seat.
"No. Finally something everyone can agree on. Get rid of the damned nonhumans, make sure that the nation remains pure under God...it's what the people want. Who wants a bunch of nonhumans coming in, undercutting labour? Well, you heard the speech." he nodded gravely.
A few significant faces were doubtful. Aurora von Konigsmark, the former foreign minister, rose and said, "Madame President...if I may..."
She was acknowledged, and continued. "Madame President, I urge the members to think again about this. Under Her Majesty Empress Joanna successive governments have embraced the rest of the world, created greater prosperity by bringing in the best minds and strongest backs the world had to offer. We did not do this casually or blindly; we did this attracting those who really wanted to contribute to the nation. Count Mirbach wants to isolate Lavenrunz again."
"Madame President," said Mirbach, rising, "I am sorry for the Honorable Member who is unable to consider that our political alliance with Greater Prussia has made Lavenrunz more economically powerful than we have been in the last two years. We have formed a Mediation Council with nearly two dozen other nations, and some of those are non-human! I call for a vote on this policey, Madame President--let us decide once and for all what it is to be Lavenrunzian!"

"TWO LEGS GOOD! FOUR LEGS BAD! TWO LEGS GOOD! FOUR LEGS BAD!"
chanted the Young Nationalists as they marched down the streets of Hofburg.
In their striking grey and black uniforms, they looked sleek and proud, full of barely leashed in violence, held back only by iron discipline.
As they marched in their hundreds past the Chancery, they did an 'eyes right' and broke into cheers as they saw Count Mirbach come out onto his balcony and raise his hand in salute.
"MIRBACH! MIRBACH! MIRBACH!" they shouted.

"Now they flipped..." Mollari held the document describing the more recent events in his hands. New information came from the embassies staff, as well as from tourists and businessmen (although the latter two rarely talked to him or his staff).

In any case... this didn´t look good. He knew of Clarks intentions, that Clark strongly supported Mirbach...

But even Clark wouldn´t go that far. Especially not openly...

He`s playing a risky game...

But then, so did Mollari... He would soon have to act, anyway... Hopefully no one would interfere.

Well... first of all, something to drink. Scotch would be good...

Anyone who believes in any type of racial or species "purity" is a lunatic, a moron and a heretic.

Did not our first Pontiff, St. Peter, say "God shows no partiality, but in every nation any one who fears him and does what is right is acceptable to him" (Acts 10:33-5)? If God accepts them, why cannot you?

This is just one of the distrubing developments since Mirbach took over Lavenrunz.

Why on earth are poets and writers being durg out into the street and shot? Does Mirbach want to destroy Lavenrunz's once-proud culture? And what is it with these "Young Nationalists" goose-stepping in wretched grey and black uniforms? Does not anyone remember the diabolical Nazis and how they infected Germany from 1933 to 1945? Are World War II and the Holocaust forgotten? Not to mention the fact that the Reich and much (if not all) of Greater Prussia have adapted the Satanic tenets of the National Socialist party?

Why is Mirbach so hell-bent on sending Lavenrunz down the path of sin, evil and death?

God bless,

Does not anyone remember the diabolical Nazis and how they infected Germany from 1933 to 1945? Are World War II and the Holocaust forgotten?

It was a busy day in the Angstian embassy. Mollari was busy preparing, or rather, organising, talks with Mirbach, after Clark had quite literally kicked his ass, when he heard of the Syskeyian... statement.

Of course, he was fairly... confused, to say the least. "World War II? Holocaust? Nazis I know, but a nation called 'Germany'? Whats that?"

Neither his aides nor the history books could tell him more... Finally, he found out that the Syskeyians gain their historical knowledge from a strange, yet fairly popular nation simulation game on the net, called The Real World

Of course, for his NationStates politics, said game was utterly, completely irrelevant, but he presumed that the Syskeyians really, really liked that game...

Foreign Minister Johar stepped cautiously up to the microphone in his trademark fashion, giving the appearence of a man who isn't quite sure what he's doing, but is very good at improvisation. he always found that it gave him an edge over these... reporters. He spoke in a similar way, which gave him the appearence of not being overly involved in the political message he was delivering, despite the fact the'd written it himself.

"Ladies and gentlemen of the press, as you suspect, I'm here to respond to the statements and legislation that have come from our newest ally, Lavenrunz. It is our position to not have a position; this is clearly an internal matter, and not one paticularly worthy of our attentions. Unlike our Syskeyian counterparts, we feel that a government has the absolute right to dictate its own internal policy without outside pursuasion. What the Syskeyians don't realize is that this is simply an internal immigration matter, nothing more. Thus, we would like to express our solidarity with our friends in Lavenrunz, and encourage them to do what they think best. Other then that, we have no comment on the matter. Thank you."

IC:

At any given moment, Ravenspire was negotiating in at least a dozen places. These negotiations sometimes dealt with the business of government and sometimes with the business of business, and in fact the line between the two rather often blurred into near-meaninglessness. Currently, one of those many negotiations had been a discussion with the Lavenrunzian Imperial Space Agency. This had been going on for several days, but as of yet, the talks were barely past the introductory stage. Real business, beyond the necessary formalities, had yet to be broached.

This was not unusual for Ravenspire, a nation willing to allow peaceful negotiations with allied powers to stretch on indefinitely. It was not the Ravenspire way to press, when the matter at hand was so lacking in urgency. This did not mean they didn't negotiate. The diplomats had a way of patiently, politely rerouting the conversation, raising again the salient points and revisiting them in a slightly different manner. They rarely issued flat refusals or demanded a swift yea or nay -- that was for negotiations of a less friendly sort. But they did not rush their own decisions, either.

The LISA negotiations had been normal in this regard. But it wasn't exactly normal for a temporary halt to be called. And it was much less so for the chief of the diplomatic corps, Alaric Morgannan, to be called in. So when these things happened, the Ministries buzzed with rumor. Nobody among the junior staff was entirely certain what it meant, but many theories were put forth nonetheless. The higher officials, if they suspected or knew, kept their own counsel.

Alaric himself would have dismissed all of the rumors, but he was otherwise engaged. His plane would arrive in Lavenrunz shortly.

"They're doing what?" D'ron repeated stupidly. It was most unlike the Imperial President to repeat himself.

Cortana tried to repress a small smile at his confoundment. "They are voting on the suppression of the rights of non-human sentients."

"I can't believe it. This isn't the Dark Ages. Doesn't Aurora have an adopted foxgirl as a sister?"

"Yes, Mister President."

D'ron buried his face in his hands. "What else to we know?" Cortana proceeded to detail in visible responses to the situation, which were surprisingly few, including no response from either Menelmacar or the Triumvirate. Of course, they were busy with their own little wars right now.

Of course, so was the Federation.

"I'd better issue a statement, hadn't I?"

"Probably a good idea, Mister President."

Press Briefing Room, Imperial House, Griffin, Commonwealth of Sentient Peoples, FSP

D'ron, dressed in the black which was his usual garb, slowly entered the room and took his place behind a podium.

"Good morning, Ladies and Gentlebeings. I have a statement on the current situation in Lavenrunz, and I will be taking no questions." This was not a surprise to any of the reporters. The Imperial President never took any questions.

"As for the current situation, it appears that the Lavenrunzian Parliment intends to vote into law legislation that will remove any and all rights from their non-human residents, and possibly lead to deportation of said sentients.

As such, the Government of the Federation will be re-evaluating all existing treaties with the Empire of Lavenrunz, and all current ongoing relationships with said Empire.

They claim to want peace, but this will be seen as a provocation by many. They claim that they wish to establish a national identitiy. But many nations around the world show how well an integrated national identity is. How strong diversity makes a nation.

Also, they claim that the International Mediation Council represents the fact they are unbiased, that the presence of nations such as ours in it shows this. I cannot believe, and as such, the Government cannot believe that a nation which discriminates against sentient beings because of their outward appearance can fairly, justly, and unbiasedly run a council of mediation.

Chancellor Mirbach seems to think that his nation can, though. I do not know if he can rise above this, if his nation can, but historically, it seems unlikely. The Federation will remain watchful, and I encourage all nations in the Council to remain likewise.

I or others will give further announcements as additional information on the situation and the Government's position becomes available. Thank you."

D'ron stepped back from the podium, and exited the room. This had not been entirely unexpected, but it had been rather less diplomatic than the reporters had been expecting.

However, an unoffical inquery is made to the indended future of any present non-hunam citizens in Lavenrunz who are 'not directly under the protection of the Imperial Family'; are they to be striped of their citizenship and possibly deported, or will existing citizenship be maintained and respected? If the later, would their citizenship be extended to future children or spouces?

Princess Aliria was shocked. Lavenrunz, the land she knew in that lovely winter, the regal nobles, so well mannered, so educated...

"That man, Mirbach, the look in his eyes makes me remember of that Count Adendorff, polite yet prepared to eliminate anyyone on his path. Although I'm not sure if they're evil. Maybe they truly want the best thing for their country, at least what they believe is the best thing", she said those words to herself, yet she spoke them loud. The holoscreen in front of her was turned off now, as she rested in the beautifully crafted throne. A hand was placed over her shoulder, a gentle hand, yet covered in a mithril gauntlet.

A masculine voice, soft yet firm spoke "I told you, humans can't be trusted. Humans are fickle, and their conviction about anything is brief. We opened the country, we destroyed the invisible walls between us and the universe. But what made you think that Lavenrunz, or any other human country, would stop to think of them as the center of the universe?. I was right and you were wrong, and now, for Oromë's sake, you will marry an elven suitor, and this country will remain an elven country, even if you don't like it, Everqueen's Heir. You lost this bet, next time place your bet on a better card".

"But that's just Mirbach and a handful of nobles, jus like the Phaelos Duke over here, all the time speaking of intolerance and hatred. That Mirbach is even similar to you, ShadowPrince, enacting Decrees of hate because you think that's the best think for your people. You wanted to isolate Aelosia as much as Mirbach wants to isolate Lavenrunz. The both of you are the same man, the only difference between the both of you is that he's a human and you're an elf, Kithail, nothing more", said the Princess as she placed her own hand over the cold metal of the gauntlet, her eyes closed as his words engraved a deep pain inside her soul.

The grip of the hand over Aliria's shoulders became tighter, and the ShadowPrince spoke again. "Yet in my case, and in the case of our people it's different. You convinced us of stopping the hate circle, of opening our minds and hearts to the rest of the universe. After all, your own ideas gained the upper hand over mine, and the Decree of Human Banning was never approved. But you will see, my dear Aliria, this Mirbach guy is not only not going to be convinced by the rest of the people, but he will convince them of adopting his ideas, and soon Lavenrunz will close its doors to the non humans, including to our people. You wanted them as friends, they delighted you when you visited them, yet you still need to learn something. Humans can't be trusted, and even that little girl that now is Lavenrunz's Empress will turn against us, and will start to hate us. Humans are too flammable to the fires of hatred. You saw the nice part of them, yet think about the mobs, think about the people who suffer unemployment, misery, poverty; and could be easily convinced by anyone that the reason of their problems are the non-humans".

The response was simple, and honest "Not this time, not if I can avoid it. Even if I need to go to Lavenrunz to speak with someone. Maybe if I talk with the Empress, or the ArchDuke Carl", said the Princess shaking her head, her eyes still closed.

"You always think that you can fix everything all by yourself, my dear Aliria. You will see, they won't pay heed to your words, they're not Aelosians, and they will find natural to see a non-human defending non-humans rights. Have a good night, the Lavenrunzian won't pay heed to your words, and your cause is lost since the beginning". After those words the Prince left, leaving Aliria alone in the royal chamber, a lonely tear rolling down her cheek, for no other reason than the impotence and the certainty of failure...

Click.

The remote, again in Frank Pierce's hand, turned off the news report. The Minister of International Relations looked at his colleagues on the President's Council, and brought out a sheaf of papers from his briefcase. He handed them out to the various people in the room.

"Count Pencilpecker's at it again," General Herbert Ablegard growled. The supreme commander of the Army had assigned that nicknamed to the Chancellor of Lavenrunz right after the coup attempt that had taken President Albert, as well as many other foreign dignitaries, hostage. Albert was pretty sure that Ablegard was still irked that the President had vetoed his idea of an assassin team to get rid of Mirbach. Ablegard tended to think with his guns too much.

"His name is Mirbach, Herb," Pierce informed him. "He's an elected leader, elected by the people of Lavenrunz. He's apparantly what they want."

"Bullshit," Ablegard growled. "I've heard the vote might've been fixed."

"Be that as it may, he's still the big cheese," Pierce said.

"No, the big cheese is that teenage girl your boy's making out with," Ablegard shot back. "I know she's a kid and all, but can't she do anything about this guy?"

Pierce sighed and dug the heels of his palms into his eyes. He was not going to get dragged into a division of power argument with Ablegard. "Nevermind. The Empress can't directly oust him, and that's all there is to it."

"What's the point of having a leader who can't lead?" Ablegard muttered just loudly enough to be heard. Pierce ignored that. "So what are we doing about this anyway?" the General continued.

"Nothing," President Albert, who'd been quiet during the little debate, finally spoke.

"What?" Ablegard stared.

"We are doing nothing," Albert repeated. "That's their problem, their internal affair. Their place to resolve it."

"I assume we're going to make a statement of some kind," General Allean Hanoway, the commander of the Navy, spoke for the first time that meeting. The other three people in the room, General Florence Washington of the Air Force, Director Harold Fox of Military Intelligence, and Minister of Internal Security Paul Brooks, were staying quiet.

"No, we aren't," Albert said. "We are going to sit quietly and see how this goes. Maybe later, if this looks like it might affect us, we'll send a diplomatic mission." He looked sideways at Pierce. "Maybe even send Thomas with it. Now, what else have we got to talk about today?"

The Volksraad

Claudia der Waal sighed, she wanted an aspirin and to lie down. Mirbach was glaring at her and at Pluskat; their advisors hung back a little in the discreet Volksraad sitting room. The room was littered with glasses on tables; cigarettes crushed out in ashtrays or added to the haze.
"Look, Joachim," said Conrad von der Zelt, the Constitutionalist shadow treasurer. "Some of us may share your dislike of furries. I shudder at the memory of hearing about that hell bovine milking herself--in a place where humans eat and drink! But the fact is, we need them. If the government blows our trade arrangements with GMC and Ravenspire we are going to crucify you."
Mirbach shrugged. "WBO is not the only game in town. Hardly anyone shows up for meetings anymore, and they lost a lot of credibility for their ridiculous plotting against CACE."
His eyes narrowed. "You all just want to keep your profits coming in. You don't have the real interests of the nation at heart."
Pluskat said quietly, "I have to agree with Joachim."
Claudia felt her headache increase. "You what?"
"It's not so much the ideals as the interests of the Lavenrunzian worker. Do you realize that if we keep bringing in non-human employees on a seasonal basis that they will undercut Lavenrunzian workers so drastically that I see unemployment increasing by as much as 20% over the next five years? The Populist Party has got to take a stand."
Karl von Effner coughed lightly. "Of course, Claudia, we would feel obliged, if you helped make it a virtually unanimous vote except for the communists, to do a quid pro quo."
"What about Archduchess Raven?" demanded Claudia.
"She falls under the direct protection of the Empress." Mirbach replied.
Claudia thought quickly, and glanced at the senior Constitutionalist Party members in the room. "Agreed--" she said. "Conditionally."

"Well, this is a problem." Razak frowns, looking over the reports with his kzinti boss. "We've got what's essentially the pseudodemocratic side of a constitutional monarchy pressing for something very much in disagreement with our ideals. Said nation that in the past, if not the dearest of allies, has at least been a friendly associate."

Speaker-to-Animals nods with a grimace. "Still, they are a generally rational people. Certainly they do not want to deal with the probable backlash if this goes through."

"What backlash?" Razak points to the metrics splayed over Speaker's desk. "Being invaded by faeries? Losing trade with the FSP, which otherwise made a statement of 'we're unhappy but have taken no action yet?' I'm sure that even Count Mirbach isn't as foolish as to start herding people into concentration camps, so we don't have a 'go' for extractions under the Kommetrez Doctrine."

"If we interfere with their sovereignty in anything other than that," Speaker grumbles, "then we will alienate the NDA bloc of the Triumvirate." Folding his arms, the kzin leans back in his chair, looking none too amused. "Give them an out."

Razak smiles wryly, lips closed. "Offer to take in anyone who wants to come?"

"Of course. It is what we do, no?"

"Of course." Razak sighs. "I guess I'll make the call, as both you and Alshai are probably not homo sapiens sapiens enough for the tastes of the people we're dealing with. Too bad we're not on closer terms with Lavenrunz and could call in favors."

"Too bad that our friends that we know are on extremely close terms are missing." Speaker's face is a grim mask, barely moving.

"Kzaw-tzobu wrir' k'tqurarughtz proninj jipi," Razak offers quietly. "Shall I at least make the attempt, then?"

Speaker manages to crack at least an attempt at a smile. "Do it, ksali-tzobu. Thank you."

"Hey, it's what I'm here for."

I think it's fair to say that we're rather disappointed in this. Meta- and non-humanity have been valuable parts of Lavenrunzian society for years, successfully integrated into a productive and harmonious society. And yet this legislation is not only entered, but seems as if it would possibly pass.

If you wish to turn your backs on your own citizenry, let it be known that we will not. The borders of the Federated Segments of Scolopendra stand open to whomever wishes to come from your lands and be counted as an equal once again. We have successfully integrated nonhuman populations before, we will do so again, and we will always respect the equal right of all forms of sentience to those basic freedoms and ideals we hold dear.

We will arrange with our Merchant Marine and Mobility Command elements to coordinate your port authorities in the circumstance that our offer needs be accepted. Hopefully, some day when your nation sees the folly in these present actions, those who join us will be able to return.

Speaker, very suddenly in his office, gets an idea. Hrrrr... use the system. Even if it is supported by the majority, that does not necessarily make it right... and is it even supported?

To Empress Aurora of Lavenrunz:

It is unfortunate that it takes these circumstances to write to you, but it must be done. Being kzinti--being nonhuman--if my people were shunned when we needed help we would have died. I cannot do nothing while others may suffer the same fate, having been in their position before.

Count Mirbach's suggested legislation, the disenfranchisement of millions, will make your respected nation a pariah among its peers. As an enlightened ruler concerned for the good of your people, you cannot let this happen. Yet luck is with us. Mirbach, conforming to the political reality of your nation, has given us a loophole.

He cannot affect those under your protection.

While I admit ignorance on your system, it seems possible that you can extend the aegis of the royal family's protection. It need not be for all time, maybe only for a limited period... but long enough that your populace can see what an error it is to exclude, to learn from their mistake. If this legislation does pass, it can still be made toothless.

The decision to act is yours. I hope that it shows the depth of character I have come to expect.

In an official statement from the Thelasi Catholic Church, Cardinal Zephrin had this to say,

"We agree with the Syskeyians whole heartedly. The Lavenrunz people have always been a tolerant an kind people, to desecrate the name of the Christian Church and the Lavenrunzian people through a worthless act of ill thought policy.

I urge the government of Lavenrunz to think about their actions and to reconsider this truly awful piece of legislation."

From: Ambassador Swift, Chimaean Embassy

I have been instructed by my government to deliver its response to recent events concerning the status of non-human people within Lavenrunz.

[code:1:54b9a8118c]Dear friends,

I note with some apprehension the course which your government is taking in regards to the non-human people within your nation. Whilst I respect your soveriegn right to dictate internal policies, I feel I must note my concern that this action is starkly reminiscient of the initial policies of the Nazi Party upon gaining power; policies which, while certainly not the most respectable, were mundane enough to pave the way for the legalisation of genocide and other atrocities.

Whilst I can't imagine any of the current Lavenrunz powers stooping to that level, it certainly leaves a bleak outlook for future generations who will grow up in a culture of "2 legs best, 4 legs inferior".

I hope for their sakes, you rethink this policy and accept the differences inherit in all sentient species with a culture of tolerance.

Wamrest regards,
Lady Tanya Bryce,

I love your dear country, and it would be sad to see how it turns into a nation full of hatred and discrimination. I fought against the Aelosian racists some time ago, to demolish the barriers between humans and elves. “NO MORE FASCISTS! NO MORE FASCISTS!”
The rallying cry of the Anti-Racism League of Lavenrunz was first taken up in cosmopolitan Mirenburg, the second largest port and a major area of ‘auslander’ settlement. Pigeons scattered as ancient stone squares were inundated with protesters. Attempts by some of the local press to only focus on neo-hippies and strange radicals were foiled by alternative presses and foreign presses from Ravenspire, Houde and other more racially integrated lands.
In some neighborhoods, people scowled and wondered aloud what the country was coming to.
But in others there were angry responses, Black Boots jeering and waving flags with white eagles on them.
When it reached Hofburg, a powder keg was touched off.
Erica Koenig, the former Minister of Culture, was speaking at a rally of the Anti-Racism League, in a large public square near the Imperial Park. Thousands had gathered, holding signs and banners, the majority human but many wearing ‘furry’ items such as ears, horns or tails as a gesture of sympathy.
“We have been told that the non-humans are the enemies of the people of Lavenrunz. We’ve been told that our nation needs to get rid of them. Friends, fellow subjects: the Empress Joanna opened the doors of this land to refugees from Tsaraine, Derkesthai and and other nations many times, and each time they have brought knowledge and abilities that have only made Lavenrunz richer. The people who seek to come here and have been granted entry are people who are hardworking, dedicated, honest; they are not criminals and evildoers.
Yet Count Mirbach’s government wants us to be afraid, to be so afraid of what a minority is doing that we won’t consider what he is doing!”
As she spoke, Reichspolizei and city police conferred in areas near the entrances to the park and the square; they were under orders to prevent any violent confrontation.
Several blocks away, near the Linderhof Gardens Train Station, a number of trucks were pulling up as a train was slowing down. From the train emerged a large number of youths and former army veterans in black pseudo-military uniforms.
Another protest was going on near the Volksraad. Volksraad members exclaimed in alarm as signs were waved near their cars as they attempted to drive up.
Count Mirbach, in the Members’ lounge, heard mutterings of concern as several representatives crowded to the windows. He calmly sipped his coffee and instructed his secretary, Elsner, to prepare his notes for the upcoming Session.

Dear Princess Aliria

I cannot think of any argument which might be able to persuade the Chancellor. Frankly, his influence at the moment is greater than mine with the Empress, who has been reluctant to grant me audience of late.
The situation is very troubling, but if you have some information or idea which might be conveyed to him, please share it with me.

sincerely and affectionately
Archduke Carl von Sachshausen

Aurora herself was stunned. The letter from the Speaker-to-Animals was like a slap in the face.
To Aurora it had nothing to do with the common sense arguments from nations like Chimaea or the more idealistic ones from Scolopendra, Sentient Peoples, Syskeyia or Thelas.
It had everything to do, simply, with her oath of office. The oath mentioned nothing of race, sex or age. It meant that she was leader and protector of all the people of Lavenrunz.
She wept, realizing this.
Dear Lord, why now? Why must I be called to challenge Mirbach now, when I'm not ready, when he's the darling of the armed services and more than half the country? I'm only a child, practically...
She wasn't like her mother; her mother had been a warrior, a woman whose presence could cow generals and foreign tyrants.
Nevertheless...
She dried her tears. Her self respect wouldn't let her back down. Somehow the almost certain knowledge that the enraged Mirbach would have her 'indisposed' and locked away in some southern mountain hellhole for the rest of her life made it easier.
She picked up the phone in her room. She looked up and saw one of her favourite religious paintings...the Christ surrounded by little children. Irritated apostles and pharisees stood nearby. Taking a deep breath, she said, "Have my car brought to the front."

Message Re: The Situation in Lavenrunz

Having been watching this situation with great interest over the preceding weeks, the Dominion now feels that the view of Tsaraine must be expressed.

That view is as follows;

The Dominion of Tsaraine stands firmly behind it's ally, the Teutonic Empire of Lavenrunz, in this matter. As Dominion policy and the Charter of the Non-Democratic Alliance decree, the ability of the rightful and soverign ruler of Lavenrunz to rule her nation as she seems fit will not, and cannot, be impeded upon by the Dominion.

In the same vein, the Dominion encourages other nations - particularly those of whom who have condemned the way in which Lavenrunz is run - to allow the Teutonic Empire that same courtesy, and not to interfere in it's internal politics.

Thank you for your attention.

The following letter was mailed to every newspaper in Lavenrunz by the Roanian Ambassador, Count Ludwig Von Holdwing. A copy was mailed as well to the Imperial Household, and also to the central Cathedral.

I would like to take a minute, if I may, to extol the joys of a multi-racial society. Some would think that such an arrangement brings chaos, and disorder. However, this is a disgusting way to think, suitable only for the dogs of the Reich.

The truth is, there are many benefits to it. Let's take elves as an example, shall we? Writing as a human, I must say that elves obey a central authority much more willingly than my co-humans. They can remember more, and their immunity to sickness makes them perfect for jobs as doctors and biological artificers. Also, might I remind you of an earlier proclamation by the Roanian Patriarch? While he has no authority outside of the Most Holy Principality, surely the words of such an august personage hold some weight with my fellow Catholics.

...and I say to you, let us not turn against the elves and the dwarves, for they are our allies against chaos, and our brothers in the cause of order.

Instead, go out amongst them, and bring them to the truth of God's divinity, for then they will be as one with us...

Also, and speaking as an ambassador, Roania will be willing to accept any demi-humans who wish to leave Lavenrunz.

RE: Situation?

May the Lord's blessing be upon you, Princess Aurora

I've been hearing such terrible things from my ambassador to your nation, that I had to right to confirm. Is it true that your Chanchellor is planning something awful with your non-human population? My advisors desire me to... condemn you, and the Church here has spoken about making a motion for your excommunication, or that of Count Mirbach.

Please, tell me this is all some sort of mistake. As it stands, I've been forced to concede that Roania will take any non-humans forced out of their homes, or threatened with worse, without any questioning or preliminary investigation.

And my Minister for the Armed Forces is speaking of forcing your ports open to free them, in a coalition.

I'm sure I'm getting erroneous reports, though. So... anything you can say which I can show to them in order to prove that they're mistaken would be appreciated.

God bless you and your people,

James Kull watched the holoslide update idly. So, now Mirbach - target #1 as he was known - a distinction he'd earned by being on the list for so long while having operations against him postponed - was making his latest ploy to create a nice little fascist haven. He wasn't surprised really, the man had been going that way for some time, indeed, it seemed to be the entire point of the Christian-Nationalists.

He punched a button on the desk, angrily, and spoke into the desk's pickup: "Get me the director. Have him ask can we finally go after the guy."

['Internal' Security Agency S-Director's Residence - Location Classified.]

"Sir," said a tall secretarial looking woman entering the room, with a thick file slung under her arm, which she placed on his desk, "the Mirbach documentation for your approval."

The grey-haired man - an affectation more than anything - he could easily have had it coloured - sitting in the reclining chair there took an ornate pen from the desk, and flicked to the back page of the file, and put his name to it. "Good, send that to procedures please," he said, "enough patience. Lets try and resolve this directly..."

Kull smiled, and read the order he had just received on his panel. At last, he had the authorisation he wanted, the postponement on the Mirbach op had been over-ruled, finally!

Executive Order of Termination

ISA Executive Order 9975-TS

The Empire has adjudged the following persons to be a threat to {International Stability} of {an extremely serious nature} I as Supreme Director therefore order the agents of the empire - acting under the powers granted to me by the Internal Security and Defence of the C'tan Confederacy act of B200,301.06- to {obtain the following persons for interrogation if possible, or alternatively, at the Operative-Commanding's decision on-op termination.}

The exact operation of the mission is to be decided by the Commander of the ISA Substation closest to the target (Ident SS-129) and it is, in this case, permissible for foreign agencies to be contacted for the purpose of liaison in this matter.

Legal Responsibility for this operation is waived under the letter of the ISDCC act.

TARGETS

Count Mirbach, Chancellor of Lavenrunz.

Order, by the pen of Lord K De Vere, Supreme Director of the Imperial Internal Security Agency and Senior Committee Member of The Centre, B200,403.14.11:56 Standard Imperial Time.

K. De Vere.

P.S. If the Chancellor is obtained, hold the interrogation, as I’m informed that there are some people who would like to see it in person.

He sat up and wandered over to the large, slanted window over the systems area. It’d take a while to revise the plans, and getting the operatives into Lavenrunz would take even longer, but the operation was green now, and with a grim smile, he began issuing orders to prepare.

Though that bit about foreign agencies bothered him – perhaps the director meant that they should bring the Menelmacari in on this – that could be useful though, the last time he’d checked, Menelmacar had many trade ties with Lavenrunz, enough to make their help in getting operatives to the site invaluable. Perhaps, he’d see about contacting them.

The First Republican sat in his office with the Minister of Foreign Affairs and his chief of staff. They had been going through various international briefs when the Minister paused at a report.

"What about this one? The Lavenrunzians are attempting to outlaw non-humans."

The First Republican shrugged " I don't think that's right, but hardly our business."

Sir Ilem, chief of staff cleared his throat "Count Mirbach never did reply to our request of normalizing diplomatic relations and discussing exchanging ambassadors."

The First Republican paused and furrowed his brow "Is that so? After the support we gave to him in forming the mediation council?" he looked very thoughtful

Sir Ilem nodded without saying anything

The First Republican shrugged "Then who is his opposition? Find out for me, maybe we should speak with others that may be more receptive to our diplomatic overtures. We so rarely make them, I find it inconceivable that we would not even rate a response."

Sir Ilem smiled and nodded "I will see what we can do."

The Minister of Foreign Affairs then chuckled "You have to read the Wombat News report........."

Later Sir Ilem set about making the appropriate contacts with those outside of Count Mirbach's circle

Do you know why he hates non-humans so much?. There must be a hidden reason. Maybe you could find that out, and attack the problem at its roots. I'm decided to pay a visit to your beautiful country again, although I want to make it look like a personal visit to you, not an official coming. Maybe with some luck, I'll find a way to have an interview with Mirbach, if he ever agrees to such idea. All I need is to convince him of the prestige he can win with that, facing the "elven enemy".

I'll be in Lavenrunz in three days, 9:00 a.m. Lavenrunzian time, I'll use a vessel to go to NYNJ, then I'll use a commercial flight to arrive as a tourist, hope to see you there.

A young monk arrives at the steps of the administration building in Lavenrunz, bearing a beautifully ornate silver scroll tube.*He is dressed in simple gray robes, greatly simillar in appearance to the Benedictine monks of ancient times.

He bows his tonsured head at the guard, and holds the tube up for examination. "My lord," his voice is soft, and very melodic for a human. "I have been entrusted with this missive, in that it gets delivered into the hands of Count Mirabach, the Chancellor of Lavenrunz. As I do not know your policies governing such things, I now wish to seek audience with someone who I might deliver this to in lew of the Count."*

He bows again, and waits.*

Your Grace, Count Mirabach, Chancellor of The Teutonic Empire of Lavenrunz, I bid you greetings.*
* *
It has recently come to my attention that you have spearheaded a movement within Lavenrunz to deal with the "Non-human question". While in a global sense, this is not unheardof, it has not yet come to pass that a nation of Lavenrunz' size and international importance has achieved such a goal.*
*
Concerning this, I would like to humbly request an audience with your Grace, that we might discuss this in greater detail. While it has been a while since I have left the Caelistis borders (save for my frequent visits to the Angelic WorldDisc), I would like to do so now. Furthermore, I would consider it a great honor to sit in conference with you, even for no more than a half-hour.

Stefan Wagner pushed his small janitorial cart quietly through the halls of the government building where he’d been working for the past week. It had been a landfall, in more ways than one. The pay was decent … the other payoffs, even moreso. They had been contracted by one of the Dominion’s Ministers to keep an eye on things here, and so far, this was their biggest ‘in’ yet.

He wore his headphones, plugged into what looked for all intents and purposes, a portable mp3 player clipped to his belt. While it would indeed play back some music tracks on command, it’s main purpose was audio surveillance. What clips and tidbits of information happened to trickle through as he made his rounds was cleaned up and gone over thoroughly back at HQ. They had been using rooms in several hotels around the city, depending on the day, along with a small cottage that had been rented at an exorbitant price for the privacy it offered.

Coming to the door he’d been waiting for, he knocked quietly, then opened it up to poke his head in when there was no answer. A quick glance around the room assured him that it was indeed empty.

Perfect …

Mirbach’s cabinet room. After establishing patterns and schedules, at last he had a shot at truly getting in deep with the man’s quiet meetings. Jas would be pleased.

Stefan went on in as nonchalantly as you please, as he always did around the offices. Whistling quietly now and then as if along with his music, he went about his business. First things first – the phone and fax machine. The phone line was tapped, the device tucked safely away in the wall jack. The fax was more complex, quickly fitted with a thin QE transmitting device (the Black Company’s version of Channel Spook) hidden under the machine, subtly linked into the line jack.

Keeping a sharp ear out for company, he took out the lint duster from his cart and began giving the windowsills, heating ducts, light fixtures, and wood surfaces the once over, planting three tiny bugs where they would be of most use. Two wall outlets were quickly unscrewed, fitted with the small devices, and replaced as well. No sense taking chances.

By the time someone did walk in on him – one of the secretaries around the office – he was already emptying the trash, which would be sorted through later. With a nod and a friendly hullo to the woman, he continued his work, wrapping up with running the vacuum through and leaving the place spotless.

Now, to see what we can pull from this.

With a bounce in his step, and a cheerful whistle on his lips, he continued down the hall to the next room needing his janitorial expertise, sans covert ops.

Archduke Carl waited in his limousine, feeling the weight of his confusion. The truth was, he was increasingly annoyed at being shut out of government. Mirbach had hinted of some things that might be of interest, but it was rather humiliating to consider going on his knees to the bunch of devious thugs currently in office.
Historically, it was always difficult to be the younger brother of a monarch; it meant that you were regarded with suspicion. In these days, you were more likely to be a figure of intrigue than open revolt or usurpation, but still...he wanted something useful and important to do. He regretted ever resigning from the post of Director of the Imperial Space Agency.
His marriage was distant even by the standards of some of the aristocracy. His wife spent all her time at one of their more remote estates breeding horses.
Somehow, he felt sucker punched by Aliria. Meeting her was almost a political statement in the current climate. He wasn't sure how he wanted to be seen exactly; he only knew he had deeply regretted not being able to protect her during the incident at the ball. He was glad for an opportunity to help her.
Well, that wasn't all. His heart beat rapidly as he saw the plane coming in.

The Volksraad, Hofburg, Lavenrunz

As Mirbach sat listening to his Minister of Public Works explain the necessity of improving the rail networks between the coastal cities, his secretary, Elsner, slipped up behind him and presented a note.
Mirbach read and frowned.
What on Earth?
He gave Elsner a signal that meant 'later' and went on listening. The Minister began to irritate him; he had already said 'basically' seven times.
Later, however, he had Elsner pen a letter.

A truckload of Young Nationalists gave a cheer as their convoy moved up towards the protest; they slapped batons against their calves and open hands, and were full of comraderie and good spirits.
"Attention!" one called out warningly.
They gaped as the Empress' limousine passed them, the flag flying, the outriders on their motorcycles in sleek dark leather.
No one knew what to do.
No monarch of Lavenrunz had ever addressed a public meeting.
The Imperial bodyguards were furious. It was unplanned, and there was no guarantee of protection--save perhaps the prowling dappled form of Thirty Camelias, whose yellow eyes and lashing tail parted the crowd more quickly than Colonel von Paderborn's barked, "Make way for Her Majesty the Empress!"
What everyone immediately noticed is that she held the hand of her adopted sister, Archduchess Raven--a foxgirl--the whole way up to the stand where Erica Koenig stood.
"May I interrupt?" she asked.
"Majesty." said Erica, bowing, pale.
Aurora hugged Raven before lowering the microphone. Her fair hair blew around her; she was dressed in a guards' uniform, with a cherry red blouse and black trousers, and looked pretty and very young.
"My people." she began. For a moment she felt utterly utterly daunted....but then she was caught up in what had to be said.
"A while back my grandfather, Emperor Frederick, had some of his advisors tell him that a Lavenrunzian freighter had been attacked by a foreign government who didn't want us trading with one of their neighbors. And when he was told that it might be wise to negociate quietly, not to consider going to war over one freighter, he said, "If the hair of one of my subjects is touched, as Emperor it is my obligation to defend the smallest hair on their head." she looked at the sea of faces around her.
"I'm not good at making speeches. I'm not a great warrior, or diplomat or any of the things my ancestors were. But I am your Empress. And all of you are my subjects. I'm young, I know, but I won't let anyone get away with hurting any of you.
We don't have a state religion because we like to have Easter parades. We have one because we believe that our laws are based on the truth of God. I swore an oath, in God's name, to be your ruler. Not of any particular sex, or age, or race...not because of what your name is or what you do for a living, but because we all live here, and we all love this country.
And to those who want to threaten you, I have this to say." Aurora looked directly into one of the state security cameras.
"What you do to the least of them, you do to me."

Four figures were arrayed around the table in the semi-dark conference room. It was the picture of a cheap spy flick. "I think taking him alive is too ambitious," said the first speaker.

"I agree, ideally we need to eliminate him in such a way as to avoid martyrdom," continued the second speaker.

"Quite. That means the simple options are out," said the first, again, with a little frustration, "so we're looking at the more elaborate and pointless things."

"Madness?" asked a third speaker at the table.

"Disease, specifically, a nice and humiliating one," said a forth, interjecting, "something that he'll really find irritating.

We know that the man is a control freak, at least according to the psych workup, so I was thinking of using a nice prion affair that would cause him to slowly turn into a vegetable."

"And put an operative at long term risk of discovery dosing him with it?" said the first again.

"It's an acceptable price," replied the forth.

The door to the room opened flooding light from the hallway onto the meeting table, "I quite agree," said a cool female voice, as a figure stepped into the room, and closed the door again, "and honestly, less melodrama please," she said, turning the lights up. "We need entry to the country, and then we need to place someone in his kitchens, or even better, further down the line. His food should be heavily laced with the stuff. It may take years to develop, but frankly, I imagine seeing your charismatic leader end up as a drooling imbecile is enough to snuff out even the biggest and best cult of personality."

The second speaker rose, "Well then. I'll see if I can’t find some Lavenrunzian-looking operatives."

"How do we kill Mirbach...? How to kill a man with out making him into a martyr? Also, how not to get Thelas involved?"

"Well, just shooting the son of a bitch is out...."

"Poison?"

"Too easy to detect, something hidden, a virus of some sort..."

"Something natural though"

"Yes but what?"

"Black Plague?"

"Maybe..."

"Or... lead"

"Lead poisoning?"

"No.... what about a drug overdose?"

"Does he take drugs?!"

"Maybe, we should send in an agent... Red Plauge should work, she can get around most men... and women."

"Indeed, indeed"

Soon there after, aboard a civilian airliner heading from Thelas to Menelmacar to Lavenrunz, one of Thelas' best spies/assassins sat. She was beutifull to say the least, the heart throb of almost every man she came across. And to most of the world she was just a Thelasi diplomat, who had a habit of sleeping around. To the leaders of Thelas she was a secret weapon, whispered about, yet never disclosed.

Sir Ilem sat quietly in his office, he had decided to attack the issue from the top. He was not a man to go about things indirectly and he was not at all pleased presently. He was put-off by Count Mirbach's apparent duplicity and was not at all happy that he had stood up and lent his backing to the Count and have the count then turn on 'non-humans' in such an alarmingly racist and undemocratic manner. He put the finishing touches on his communique and then sent the e-mail along. He did not secure it, he hoped the Count's security services would see it, he was just in the mood for a good fight. His letter reads as Follows:

To the Her Imperial Majesty Aurora, Empress of Lavenrunz,

Your most gracious majesty, I was recently in your lovely nation to attend the UN Mediation Council discussions hosted by your Count Mirbach, and I was much impressed by your nation, it's government and it's people. Based on my favourable impressions I openly supported Count Mirbach and did what I could to help shape the council in his vision, I also made a nearly unprecendted request to normalize relations and to exchange ambassadors. In five years our Republic has only requested this of two non-allied nations, one was very sucessful, the other, to your nation, was ignored.

Our First Republican was very puzzled by this, as was I. We have discussed this issue at length and the First Republican has decided to take it before the Republican Council and he has instructed me to contact whomever I felt appropriate to attempt to find some reason for our being treated so dismissively. I felt it was best to go right to the top. I do hope that this was all due to some oversight on the Count's part, but I fear that due to his recent hostile reactions to even his own populace that it may have been on purpose.

I simply want you to know that we still do value a relationship with your great nation, but that relationship may have been damaged by the duplicty of Count Mirbach and his greater attention to making imaginary enemies rather than focusing on his job and his obligations to the people.

I hope to hear from you soon, and I wish you all the best.

Prince Ilem V of the House of Arden, Heir to the Throne of Coventry, Personal Assistant to the First Republican, Ilek-Vaad

It is rare for Sir Ilem to use his 'official' title but he was certain that it would garner more attention than simply 'Sir Ilem'

Lassic, Ilek-Vaad
The House of the Republic

The Republican Council was meeting in open session, the galleries were packed with reporters and currently the Minister of Foreign Affairs was speaking...

"We will then confer on Sir Alec Connover the post of Ambassador to Tanah Burung, having decided that it would be best to turn to another pressing matter of Foreign Affairs, the situation in Lavenrunz." She paused and the Minister of the Interior interrupted

"We all know the situation there, we have seen the LNS news briefs, but is it really any of our business what they do to non-humans in their own nation........"

The Minister of Foreign Affairs shook her head "I was referring to another matter, the opening of an Embassy in Lavenrunz..."

The Minister of Defence chortled " With they way they've been running themselves? I would protest to sending any Ambassador there!"

The Minister of Foreign Affairs simply stated "That's as maybe, Count Mirbach has ignored our requests ,even after we supported his Mediation Council. He was eager to speak with us when were offering support but as soon as the Mediiation Council was formed, he effectively tossed us aside."

The Council was positively shocked and appalled by this, the First Republican rose as the agitated Ministers began a disorderly debate, conmfusion was the best platform for demogoguery

"Fellow members of the Republican Council, this is indeed a grave offence to have ignored the hand of friendship from the people. The Count's actions give all the apparent motives of duplicitous and machiavellian treachery, but we should not jump to conclusions. Perhaps it was an oversight, we should brook patience and allow my assistant, the Right Honourable Sir Ilem Arden to get the bottom of this. When the Minister of Foreign Affairs apprised me of this situation, I quickly took action. I only ask that you think upon what has transpired until we can ascertain what has happened fully."

The Council was stunned to hear the First Republican being so diplomatic, but it had the effect he had intended, they were sufficently outraged but under his control, for the moment......... he was planning to use this crisis to run interference for the Lavenrunzian non-humans, give Count Mirbach's detractors more fuel and to boost his own image as an international leader, he smiled to himself, pleased with the way things seemed to be flowing together.

Mollari arrived a bit late, the vodka he drunk last night had certainly shown some... interesting results. Well, pleasent results... mainly.

F*cking headache.

He stepped out of the car, prevented himself from slamming the door, and begun walking with surprisingly stable steps, deciding that the cold air was something very useful... at least for him.

Well... we will see how it goes, eh, old boy?

Malissa nodded, closing her eyes. I... well... if she can stand up to Count Mirbach, I can do what I am about to. She pressed a button by her desk. "Join the council." Thank you, Aurora.

<============>
Malissa slid easily into her black chair at the head of the council table. "I have recieved a letter from Empress Aurora of the Teutonic Empire of Lavenrunz," she said, her voice amplified by the peculiar construction of the room.

The 20 members of the council all looked at one another. Then First Marshal Michael von Derza looked up. "And? What did she say, ?"

"She asked us not to take any action." Malissa closed her eyes as the council room exploded into loud conversation. At the opposite end from her, Prime Minister Cartwright slammed his fist into the table for order.

"Order! Next person to speak out will be executed!" Malissa stared at Cartwright curiously. The pudgy little man coughed, and said, "merely interpreting your wishes, Your Highness."

Malissa nodded and opened her mouth to speak. Before she could, Michael spoke up. "Well, that's what she would say, isn't it. Of course, we will be going ahead with the planned action."

Malissa closed her eyes again, and steeled herself. "No."

First Marshal Michael nodded, and continued. "I can have an entire legion ready in half an hour, just"

Interior Minister Ivan Merkenoff leaned across. "She said no, Michael." He stated gleefully.

Michael stared. "What? My lady... we must do this! I assure"

Malissa stood up, and glared at him, mustering all the authority she could. "First Marshal and Minister Michael von Derza. I hereby order you to cease any preperations you are engaged in for dealing with the Lavenrunzian situation."

Michael shook his head, and continued as if speaking to a two year-old. "Yes, of course... but if you would allow your government just to prepare a study, I assure you..."

Malissa snapped. "That's right. It's *my* government. And I am giving you a Royal Command that Roania will cease to interfere in the Lavenrunzian situation, until Empress Aurora herself sends a communique requesting it. Now sit down."

Michael did not sit down. "My lady, your father would have had us invade in order to protect the elves."

"My father would have killed you where you stand for disobeying him." Malissa retorted. "Now sit down, or I might take a leaf from his book."

Michael turned to the Prime Minister. "I would like to tender my resignation, my Lord."

Cartwright met his gaze. "Denied."

Michael gazed around the room, looking for allies. No one met his gaze. Slowly, he sat back down, glaring up at Malissa.

Raven had dressed almost identically to Aurora, save for the alterations necessary to accomodate her tail -- a statement. It had seemed like a better idea at the time than it did now, standing before a vast crowd of people.

She was not self-conscious by nature. Rather the opposite was true; a level of self-consciousness had had to be drilled into her during her time (over a year now; it had gone so quickly) in Lavenrunz. When she'd arrived, she'd possessed all the innocence of a child. Not the sentimentalized notion of innocence, but a true innocence, a lack of ability to grasp morality beyond the most basic level or to understand or predict consequences. She had a borderline-genius intellect, but socially, emotionally, she had then had the mind of a six-year-old.

Perhaps that wasn't so bad, considering she had been chronologically two years old at the time, despite her adolescent body. This was one of the truths about Raven known to a very few, other than Aurora: she had been a clone, the sole product of an ill-fated research project in Raevyn.

But in the time since, she had grown by bounds. Some of that growth was the product of the imperial family's -- her family's, her only family's -- influence. Some was the result of necessity. One of the latter sort of incident had seen her sneak away from her bodyguard-captors to deliver a televised speech during the last period of unrest. She didn't remember feeling scared then, not of the speech at least (and she had a very good memory). But that had been delivered to a camera, with only a small crew to observe.

This, this was something else entirely. It seemed to Raven that there were millions of people somehow crowded into the area, and all of them were looking at her. At her and Aurora. Millions whose individual attention not only added but multiplied into a single presence. At the focus of all that attention, she felt as though her stomach had dropped to her feet. It was a mystery to her how Aurora could remain so calm and composed in its face. Perhaps she would have attempted to contribute then, to cite facts gleaned from economic reports, social experiments, or scientific investigation, but the words jumbled together in her mind. She held tight to her sister's hand, offering and drawing what comfort she could.

"You're wrong," she whispered quietly, hugging Aurora in the wake of her speech. "You're a great ruler."

Aurora's eyes filled with tears, and she hugged Raven tightly. "You have no idea how much it means for me to hear you say that..." she whispered in her ear.
"Do you want to say anything to the people?" she asked.

Emperor Frederick International Airport

Customs involved rather cold eyed uniformed officers politely greeting the foreigners. Filthy auslanders, why the hell do they have to come here? Haven't they got countries of their own? One of them, a rather bitchy looking blonde with pale blue eyes with a Wagnerian bosom, raised an eyebrow. Nearby Reichspolizei, in black leather with submachineguns casually slung, eyed the elf curiously. Nice ass. one thought, who had had a good time in Aelosia on his last vacation.
"Thelas? It says you are a diplomat here...but what are you here for, Excellency?" the woman asked, almost hesitating on the last word. "You aren't cleared with the Foreign Ministry..."

Count Mirbach stared at the television screen, drumming his fingers.

Aliria pickep up his own luggage, after all, the freedom of traveling alone and without an escort had a price. Three suitcases full of clothes were heavy enough, and she didn't want to bring her Gravsuitcases to not draw unusual attention. Her ears were disguised under the delicate hat covering her head, as her elongated, elven blue eyes were hidden beneath her sunglasses. The Emperor Frederick Airport was a noisy place, yet the smell of the cool breeze of Lavenrunz was more than enough to make her happy.

She came out of the door with the rest of the passengers of the commercial flight of New York and Jersey, none of them aware that they were traveling with a Princess accustomed to travel in her own space-faring transport. However, the experience was interesting, as she was finding out what was exactly the feeling of being a normal, simple person. She liked the feeling and the freedom, even if that came with the work of dragging the three damn suitcases all by herself.

She looked around, searching for the face of the ArchDuke between the people waiting for their family or friends outside the arriving door. I hope that he could made it here, if not, I'm going to feel so out of place..., she told to herself, amused at the near sight of another elf, this one not disguised, having problems to deal with the guards of the airport. That's why she didn't brought her diplomatic passport, after all, paperwork is easier when you're just a normal tourist...

Aurora's eyes filled with tears, and she hugged Raven tightly. "You have no idea how much it means for me to hear you say that..." she whispered in her ear.
"Do you want to say anything to the people?" she asked.

"But it's true. I just... I--" She took a deep breath, slowly nodded. "I sort of have to, don't I?"

She turned, flinching again slightly at the weight of what must surely have been ten million eyes. "Hello." When she spoke, her voice sounded high and thin to her ears. She was only thankful that it didn't tremble the way she felt like trembling. "Most of you know who I am." That was true now, thanks to her television escapade. "But what if you didn't?"

Her thoughts were running ahead of her, now, haphazardly framing the ideas that ran through her mind, and busily fighting back the stage fright. She thought more quickly than a human would, but that worked against her now; there was ten times the second-guessing and uncertainty. "I've been welcomed here, for the most part. I owe that to her majesty the empress of blessed memory. But most people don't have that. If I didn't, would any of you have known who I was? Or would you have seen what I was and stopped looking any further? And what I am...

"I look different. Obviously." Her tail swished nervously, illustrating the point. "I am different, in some ways. A better sense of smell, a--" She shook her head. "But that's not important. It's easy to hate people who seem different. Maybe fear, maybe envy, maybe pride... the reason why isn't important either. Not really. What's important, and it gets lost sometimes in these little things, is that we're the same in some ways.

"Lavenrunz is a Christian nation. We believe that there is one Creator. That means we're all His creations. He has given us His commandments and, though we are imperfect, we strive, if we are true Christians, to keep them. Our Savior was once asked what the most important of those commandments are, and He answered clearly: the greatest, to love God; second, and almost as important, to love our neighbor. He didn't exclude those who look different."

Here she reached an impasse. Too many fragments, shreds of books she had read, were crowding her mind. She felt herself in danger of losing all coherency, pursuing too many arguments at once; besides, the effort of ignoring the impact of the presence, the fear it engendered, was beginning to wear on her. "I'm thankful to be Lavenrunzian," she forced herself to conclude. "We're not a perfect nation, no. But I believe we're a truly good one. The Lavenrunzian people will choose love over hate, I'm sure of it."

To: Chancellor Mirbach, The people of Lavenrunz, The Government of Lavenrunz
From: Empress Ithenril
Subject: Inter-Species Rights, URGENT

Chancellor Mirbach, , although recently Thelas and Lavenrunz have begun repairing relations, a recent incident has come up that threatens our developing friendship. As you may know, Thelas is an elven nation, and also a Catholic nation, because of this, Thelas and Lavenrunz have many ties, and many differences.

As I am writing this, I have been informed that the Thelasi Cardinal sent a letter to you, I offer a slightly different view, that of a diplomat, and fellow leader. The international repercussions from such an action could be enormous. From what my advisor informs me, Lavenrunz conducts a large amount of trade with nations such as Menelmacar (OOC: Funny, my Spellchecker corrected Menelmacar as Moneymaker ), Scolopendra, and Chimaea. Such nations might cease trade with Lavenrunz, damaging your nations economy. Some nations (In the past Thelas was among them) might even initiate blockades against your proud nation.

An action barring non-humans from citizenship will send Lavenrunz down a slippery slope, ending in a lowering status of the nation to a level below that of Iesus Christi and the other nations in the Reich, as you may know, in some nations people shudder when that name, even when they are talking about the Lord, Jesus Christ.

Some nations may even consider a military invasion of Lavenrunz, to liberate the non-humans from the oppression that this law would create. I can promise you, your allies will desert you, they may even turn against you. In fact, you will be forced to turn to your enemies to protect you, you will have to grovel before the dogs of the Reich, you will be forced to trade your freedom for a protection that you would not need, if you simply voted this bill down.

Therefore I urge the Lavenrunz government to make the decision that is correct for your very survival. I urge you to vote this bill down, to make a statement that the Lavenrunz people will protect their honor, I urge them to say that they will not stand for the type of segregation that separates Whites from Blacks. I urge them to vote down this bill.

That letter was sent to the major (OOC:AKA, non-biased) papers of Lavenrunz, as well as to the news channels. Copies were sent to Menelmacari media, Chimaean media, and Scolopendra media. Empress Ithenril wrote another letter, sealed, and sent to Empress Aurora.

To: Empress Aurora
From: Empress Ithenril
Subject: Mirbach, URGENT

Empress, recently Chancellor Mirbach has proposed a banning of citizenship for non-humans, even though the Imperial Family has a non-human member and your late mother was a proponent of inter-species rights. I am writing this to tell you that the people of Thelas stand with you, and that many of the citizens of the world also stand by you.

I urge you not to give into Mirbach, I urge you to fight for what you believe is right, even if it leads to an unpleasant end. I congratulate you on your excellent speech, and I hope that the Lavenrunz people listen to your words of wisdom far beyond your years.

~Your Friend,
Empress Ithenril

Ithenril sent another letter to Chancellor Mirbach, this one not as polite,

To: Chancellor Mirbach
From: Empress Ithenril
Subject: Non-Humans

Chancellor Mirbach, I have several questions, as a national leader and as an elf. What do you hope to gain by banning non-human citizenship in Lavenrunz? Why would you desert a large part of your population? Why would you anger the world?

I ask you these questions as a developing friend, and as some one who seeks knowledge about you, a man who I will deal with through out my tenure as Empress of Thelas.

While Empress Ithenril wrote these letters, another reaction took place all across Thelas. Actions of an enraged populace. Protestors gathered out side of the Lavenrunz embassy in the Crystal City, waving signs like “Down with bigotry, up with equality” “Human or non, we are living beings too!” “Down with Mirbach! Up with Aurora!” An elf, wearing the read uniform of the Anti-Human League, a radical fringe group, was standing on top of car, yelling at the crowd,

“For a time the non-humans of Lavenrunz have suffered under the boot of the human government. We must show our solidarity with the non-humans! We must throw out or exterminate the humans from Thelas! We must sweep the world, eliminating the plague of humans from the World!”

Another elf stood up, he was wearing a priests robe,

“Do not listen to my misguided brother, we must live in co-operation and peace with the humans, our fellow creatures” This draws approval from the crowd, “We must show that we do not follow the same path as the radical humans!” The crowd nods and yells in approval, “Show that we support the elves, cat-humans and other non-humans of Lavenrunz, but also show that we believe in peace!”

The elves shout and nod, approving of the priests message.

A TCN message is now seen, a male elf is behind the desk,

“And in recent news peaceful protests have erupted all over Thelas, mostly organized by the Racial Equality Rights Organization, or RERO. The Cardinal for the Thelasi Capitol District has sent a letter to the Lavenrunz government and several of the more radical members of the House of Nobles have proposed that if this bill passes, that Thelas not only withdraw from the Mediation Council and call for all other nations to withdraw, but also to institute an embargo with possibility of blockade against Lavenrunz. Although Empress Ithenril has stated that as of yet, she sees no reason to resort to such a radical response.

In other news, the Fifth Thelasi fleet has been sent out of training maneuvers into an area 600 miles west of the Lavenrunz coast (OOC: If Lavenrunz does not have a west sea-coast, consider that North South or East). Although Thelasi Fleet Command says that this exercise that this maneuver has been scheduled for several months now.

And now going to the Stock Market, the Industrial is up and…”

In the ocean off of the Lavenrunz coast a Thelasi fleet conducted combat excises. Most importantly, the Thelasi fleet spread out, supposedly hunting for an under-water vessel. In reality their sensitive sensors were gathering transmits and recording them, then sending the messages (again encoded) back to Thelas.

Soon, the Thelasi Palantir project began decoding messages, be they simply bank transfers, or important messages of state.

In space, a Thelasi sub-space destroyer, invisible to all but highly sensitive Gravitic, sent a probe (connected by wire) into real space. Trying to pick up all the stray radio transmits in and out of Lavenrunz. The ship also began to observe the actions of the “stray paramilitary” forces. In other words the forces that TMI (Thelasi Military Intelligence) had termed the “black-shirts”, the violent supporters of the anti-non-human bill. Real time images were recorded and transmitted back to Thelas. The ship deployed two more probes, these recording the movements of police and military, watching to see who appeared to be loyal to Mirbach, and who was loyal to Empress Aurora. The ship also started to scan the palaces (OOC: or where ever Aurora stays) determining the floor plans of the build and surrounding buildings.

Soon, a message was sent to Menelmacar, it was highly coded, filled with “throw away” letters. Encoded by a one time pad that had been given to Menelmacar during the protectorate state of Thelas.

To: Lady Sirithil
From: Empress Ithenril
Subject: Lavenrunz

As you have no doubt heard, recently Chancellor Mirbach and his thugs have proposed a bill restricting citizenship to humans only. If this bill passes, we must do something to counter this.

I propose that if this bill passes that Thelas and Menelmacar withdraw from the Mediation Council, and start a trade embargo between Thelas-Menelmacar and Lavenrunz. Then invite other nations to join this embargo.

I have ordered a Thelasi destroyer to secretly observe the actions of the “Black-shirts” (this is what TMI has named Mirbach’s thugs) and to observe the actions of the Lavenrunz military, to watch for a possible civil war, and to also try and determine where the loyalties of the military lay.

I also urge you to start developing a plan incase an attempt is made on Aurora’s life. If this happens, and a civil war brakes out, we must be ready to rescue Aurora from a potentially hostile area. That is why I have ordered the Fifth Thelasi fleet. Aboard the fleet are over 500 of Thelas’ best troops, the Tirn. They are being trained in how to attack the residences where Aurora is likely to be, and to extract her with minimal risk to her life.

If she does have to be rescued by Thelasi forces, she will be taken to the Fifth Fleet, which will submerge, and make with all speed to Menelmacar where she will be delivered into your capable hands.

We must somehow counter this before it passes, and an embargo should be used only as a back-up measure and a last resort. We will not act with out your approval, Lavenrunz being a close ally of Menelmacar, and the Thelasi government, including myself valuing the input of our queen.

~Your Loyal Servant,
Empress Ithenril

OOC: That is a LOONG post… sorry about the length, but I am trying to prepare for all eventualities… Lavenrunz, I OOCly would like to enquire whether Thelasi agents could get their hands on floor plans of where ever Aurora stays, or whether a high power scan from the destroyer could determine the floor plans.

We can’t help but wonder how it is you claim to have such knowledge of what other leaders may or may not be planning to do, and where it became a wise move politically to presume to use their names to inspire fear to achieve your aims?

Your threats, we found rather insulting and offensive, especially when delivered in such a public forum as the press. We are little impressed and are reminded that the last time you meddled in Lavenrunzian affairs, you helped put the very man you seen now to undermine in power. One can’t help but wonder how certain governments and persons within them view your nation on account. Perhaps some think cessation of trade and a few blockades might be in order there as well?

We rather take offense as well at your slanderous comments concerning our ally, and request that you moderate your responses in the future, not to mention, offer an apology to Empress Aurora for your obviously ill-conceived commentary, and choice of venue. For a nation such as yours who has done more than their share of ‘groveling’ and boot-licking, we would think you might at least know how to keep a civil tongue when addressing those who have never bent their necks to foreign powers – nor should.

We support our ally’s right to govern themselves in this and other matters, and have no plans to abandon them as you had the incredibly poor taste to suggest. We also note we are not alone in our support. One must wonder just what sort of ally the nation of Thelas is, that they would suggest alliances to be such fickle things. Fair weather friends, the mighty elves? That you may disagree with their policy is, frankly, your problem, not theirs – nor should you think to make it so. The sovereign right of Lavenrunz to decide what is best for the nation is for them, and ultimately, the Empress to decide. We strongly suggest that you cease and desist your threats. We also strongly suggest that you tread very carefully if you choose to continue along this decidedly precarious path.

In the crowd listening to the Empress and her adopted sister’s speeches, Venezio looks on, eyes darting from side to side now and then as he observes the people and their reactions … and keeps a sharp eye out for trouble. Slowly, he pressed his way towards the podium, edging slowly through the throng, quietly edging up to the front line, mindful not to draw undue attention from the bodyguards, or the rather intimidating leopard that accompanied the young women.

He was dressed simply, in unrelieved black, his long flowing trench coat clearly of Dominion design, his leather dress boots polished to an almost ludicrous shine. Venezio frowns slightly. How to let her know? He took out a red silk handkerchief, a vivid flicker of color against the deep black of his coat, and rubbed lightly at his nose.

You are not alone, Empress. Though I sincerely hope you’ve not just put your neck on the line with all that. Sure, would spice up a relatively quiet mission, but damned if I’d enjoy that sort of excitement.

Ithenril, I am going to be blunt.

Shut up.

The situation in Lavenrunz is delicate. You have not helped it. In fact, you have damaged our cause with your unthinking words.

You will not win the response you desire with insults and threats. You will affirm the fears of those who oppose you, and weaken the position of those who would agree. Your heavy-handedness can only win Mirbach allies. Those who might have been persuaded by such things were already opposed to Mirbach and his ilk -- and some of those may reconsider, because Lavenrunz is a nation with certain values. The wavering middle will read your threats and react against you.

You clearly do not understand Lavenrunzian values or Lavenrunzian pride or, for that matter, basic politics or etiquette. Until you do, kindly refrain from causing any further damage. I would be rather upset if the measure passed because of the knee-jerk sentiment aroused by your ignorance.

Hi. Hope you won't mind the informality; I figured you probably get enough of the formal as it is.

I caught the broadcast. You're doing a good job. I'm glad to see you standing up on this issue... but I guess that's no surprise.

By now you've probably seen a certain other message out of Thelas. I hope it doesn't damage you too badly. Just wanted to let you know that our friendship isn't so fragile. There'd be economic fallout, of course. Too many of our business branches in Lavenrunz are owned by or operated by nonhumans to expect anything else. You could point out that it works both ways, though. There are plenty of Lavenrunzians working in Ravenspire, sometimes for nonhumans. Jobs "lost" in one place are generally made up for in the other. There's a reason they call it trade.

If you like, I'll issue a public statement. Either your basic statement of support, or something more detailed, going over the trade argument in more formal tones. But I'm going to stay out of things unless you ask. I have a feeling you'll want to handle this yourself. And I'm sure you'll be able to.

We might have to condemn Thelas for its threats, though. Let me know soon if you absolutely don't want us to do that.

Good luck.

"Possibly," Aglar conceded, "but few people outside the Empire even know who I am. And if all goes sour, then we've really lost nothing - so a Nenyan said they were Human: the genetic difference is almost irrelevant anyway."

However, rather than commenting on the current situation, I feel it would be best to rather appear 'neutral' as to recent decisions made by the Lavenrunzian government, and instead merely forward my personal support to yourself and the People of Lavenrunz. The Empire will stand by Lavenrunz, no matter what the future brings for either state; I have issued a directive to one of the other members of the EOTED Executive Council, who has also sent a similar (if less personal and more vague) communication to Chancellor Mirbach.

A matter of small importance: the High Lord Commodore the High King Semir-randil I urgently wishes to make a state visit to Lavenrunz; I request permission for such a turn of events, and details therein on the timing and minor arrangements involved - as well as any preferences that Lavenrunz may have as to the mode of arrival of the High King.

I wish you good health;

In stability we trust,

Empress Rialla ux-Rihad II of the Empire of the Eternal Dawn

Aurora gently squeezed Raven's hand. She gave her adopted sister an encouraging smile as the applause rang out at her speech.
The youthful Empress raised her hands. "My people...my Sister, Archduchess Raven, speaks truly. We are above all things a Christian nation. And our laws are based on this. Now: a lot of foreign governments have been saying things about us. Some have said that they support us even though we may do things they don't like.
That's how it is with me and Count Mirbach, the Chancellor. I don't agree with everything he says or does." Aurora felt shakey, she could see shocked faces in the crowd as she voiced her private opinion...it just wasn't done! "But he is your elected Chancellor, and so he has the right to sway government policey. But this time he's wrong. My people, unless you break the laws we all agree to, you are all my subjects, my people.
Some of the foreign governments are frightened, and don't want things to change. That's how it is with me and Count Mirbach too. In some ways he appeals to people who are afraid of change.
But...when my mother, Empress Joanna died, I had to face change, and it was hard. We all have. In small ways and big ways. Our whole country has changed from the way our grandparents used to live.
But one thing doesn't have to. Like my sister said, Love one another as I love you... As long as we are true to each other, we can stay a strong nation, bowing to no one under Heaven."

The Wagnerian customs officer looked at her papers and looked surprised, then rose and bowed deeply. "Your Excellency! Why...I had no idea! Please, officer..." she beckoned to one of the Reichspolizei. "Make sure a proper vehicle and escort is arranged for the special envoy from the Star Empire of Thelas."

Elsewhere, Archduke Carl was about to sharply demand the odd looking woman to leave as she approached his limousine, when he recognized the features. He nearly bit his tongue, his jaw shut so fast.
"What on...get in, please, quickly, if a strange woman is seen getting into my car every journalist in Hofburg will be swarming about!"
He shook his head, amazed. "You came in disguise! Who would have thought?"

Dear Empress Rialla ux-Rihad

I greatly look forward to the arrival of King Semir-Randil. This would be the first time an envoy of your great Empire has come to Lavenrunz, and I am hoping to make an event of it.
My Chamberlain, Count Chemnitz, will be in touch with your court regarding proper etiquette.
I am looking forward to meeting the King and discussing ways to bring our empires closer to our mutual benefit.

Aliria smiled, she thought of that before, she just followed the directions and entered the limousine quickly. "Why?, I thought that the nobility here could afford a lover or two", she said once she was secure and comfortable inside the car. As she was smiling broadly, it was clear she was joking, although the sadness depicted in her features was preventing her of laughing out loud.

"I came in disguise to avoid any danger to your reputation, it looks clear that meeting with elves is not well accepted these days in Lavenrunz. And it makes things easier for me. But stop talking nonsense, I haven't even greeted you, my friend", she continued, leaning a little to place a very delicate and educated kiss on Carl's cheek.

"And it too makes things easier for me. Well, until I try to ask Mirbach for a meeting with me, of course, but then...I'll see about it later", she finally said, fixing her blue eyes in a deep stare inside Carl's ones.

Michael looked at the man facing him askance. He hated spies, but sometimes they were useful... "Are you certain?"

"Positive. If she moves against Mirbach, and he moves faster, we'll have her imprisoned. And Malissa will order us to go in anyway to free her... and kill Mirbach. I need one more councillor's approval to order an assassination."

"What?... I see. And you come to me?..." Michael thought. This man could be useful. "Very well, I give you my approval. I want him dead within a week."

The man turned, and smiled. "Irregardless of the Lavenrunzian situation?"

"Of course, Xavier."

The man turned, and, faster than the eye could see, spun a knife into the wood beside Michael's head. "We don't talk amongst ourselves that way, do we?" The man now called X smiled, and left.

Subject: RE: State Visit

Dear Empress Aurora von Sachsausen,

Your eminent politeness and phrasing is representative of the great hope I have for the future relationship between our two cultures. It is indeed strange that neither the High King or myself have set foot on Lavenrunzian soil, considering our recent historical closeness through SATO and the war in Knootoss, yet I am glad we shall be able to rectify this situation with all due haste. As a sign of my respect for your nation and your strength of personality, in future communications I will drop my titles. I trust that this will not be considered an insult.

Yours Affectionately,
Rialla

[OOC: Okay. So. The basic information that Rialla wanted was: does Lavenrunz want Semir-randil to arrive with 'utmost pomp' (namely, a special type of atmospheric/stellar ship designed with diplomatic visits in mind), or quietly, considering that Semir is a Nenyan (and thus non-human). Semir-randil's advisor (whom would be the one Count Chemnitz would be communicating with) would no doubt note that the High King would prefer a quiet entrance and a loud exit - so as to give the impression that the High King is unassuming and peaceable, and that the talks have gone well, with both sides eminently pleased to have spent their time so well. I'd RP it all out (the discussion back and forth), but, heh, it'd take forever - unless, of course, you wish to do it on IRC. Lemme know if that's the case, and I'll keep an eye out for ye. :)]

Archduke Carl's limousine moved easily through the traffic in Hofburg, and the driver took it in the direction of the Linderhof Palace, his present residence.
He smiled at the kiss--still flushing at the mention of the word lover, and feeling, foolish, like a callow schoolboy. Nevertheless, with Lavenrunzian gallantry he took her slender hand in his, rough from riding and sword practice, and said, "My dear dear Aliria, the pleasure of your presence drives for the moment the troubles of these times away. I hope that you will enjoy this visit as much as is possible, given the gravity of your mission.
What I have done is this: I have granted audience to Count Mirbach as though for myself, but in fact it will be your meeting. We have both been secretive: I doubt that he knows you will be present..."

OOC:
I'm satisified with the idea of a quiet arrival but a departure with pomp and circumstance. If necessary we can talk via telegram about security measures and such, or on IRC, whichever comes up most conveniently for both of us.

"All else said, I hate Nazis," says Erwin Kavalier, managing to be stylish in uniform pants and a tight shirt. "And Mirbach's dancing all to close to that."

Beside him, Edward Cornell stretches to catch more sun, segmented armor moving under bronze skin in a manner that Erwin never ceases to find disturbing. "Amen. I'm almost ashamed we've not been made targets. I'm guessing you look to Aryan for that." (A b'guessn yo luks t'Aereeahn fo'th't) A frown. "I mean, for all your tight body and chiseled good looks you're less human than a chimp. You just don't have pointy ears. Those pretty lads Mirbach has should be after you with pitchforks."

The plane flew into Lavenrunz. The man on board had no weapons, and nothing but a small suitcase. His passport was for Russian Forces, and the only thing that marked him as a Roanian was his odd, lilting voice. And that was hardly enough for any court to go on.

No one paid him any heed. At the airport, he collected his luggage, and was picked up by a blue van. A Micronesian women looked at him, and wordlessly pressed a button. The windows became tinted so that no one could look in, and there was the hum of Chi power.

Within a matter of seconds, another man was sitting back there, a tall arrogant looking man with thick black hair. The woman nodded. "#3542? The Ambassador says he's especially pleased to welcome you to Lavenrunz. He hopes you... aren't here on business?"

#3542 of the RIAS smirked. "Tell the Ambassador that I have my own job to do. As he does."

Mollari entered the building, checking his papers. Sisgardia - Greater Prussia thing... Check. Increasing the economic relationships... Check. Mhm... I wonder if I should include a state visit or two... No, Althena would use the chance to get her revenge. Bitch.

The cold air had certainly helped him, he looked almost sober when he entered, and while he waited for Mirbach to find the time for a short (Or not so short) exchange of opinions and ideas, he discretely looked after a few of the younger female secretaries, seemingly pleased with the view he got.

To bad that my work comes first... He thought, idly wondering if he could risk... No, no, this was a very bad idea.

But then...

"Uh... excuse me... Young Lady... Beautiful Lady, I should say... You have some coffee until the chancellor is ready to receive me?" He smiled, wondering how many digits the young woman`s phone number had. Six, I bet. Six. Definitely six.

I don't want him to see me by surprise there and leave the room in anger and haste, closed to further attempts of diplomacy and negotiation, disturbed at the fact of being deceived. Of course, would the Lavenrunzian press be present at that meeting, that would be different, if he tries to leave, he could be seen as a coward, and he will stay and talk with me", said Aliria to Carl, letting him to hold her hand.

She took a long breath before continuing "I would like to end this like a fairy tale, finding that Mirbach don't really hate elves, but he just was harmed in the past. Then convincing him that we can live together, and why not?, befriend him. Although that's a silly dream, and reality is always a lot harder and tougher than that, and that ending won't happen ever", she said shaking her head a little. "At least persons like you and me still can live in joy and harmony, Carl".

Sirithil nods. "What would you like to discuss?" she asks.
Mephet'ran grins, "I assume you remember our friend Mirbach?"
"Yes," Siri says, with more than a hint of disgust in her voce. Mephet'ran chuckles a little at the elf's disgust.
"Well, I was wondering, would your people be able to arrange to have someone put in Lavenrunz covertly for us?"
"Probably," she says. "What are you getting at?"

"Oh, some friends of mine are planning on turning him into a mindless drooling imbecile with a neural condition." He grins a little again after saying that.
Sirithil grins happily. "That would please me immensely," she says, sipping again from her glass.

Mephet'ran nods, "I thought as much. Annoyingly it'll take one to two years at best, and longer is more likely."
Sirithil shrugs. "I'm a patient woman," she says, draining her glass. "And it'll be more fun to watch that way."

The Reichspolizei officer said, "That will have to wait a moment, I'm afraid." his tone was rather distance. "I will need to see your license, your travel papers, your vehicle registration with the Ministry of Transport, and both your passports, please."

Maria sighed as she heard the unctuous accents of Ambassador Mollari--a discreet sigh...she knew, as she rose to go to the coffee machine, that the old soaking lech would be checking out her legs. She poured into a china cup, placed it on a saucer, and brought it to him with a little tray of cream and sugar.
"There you are, Excellency!" she said brightly, with a little bow.
Young Elsner, the Chancellor's slender elegant personal secretary, came out of the inner office, bowing and smiling as von Hentzau and General von Baden walked out; both politely nodded to Mollari.
"Herr Ambassador? The Chancellor will see you now." said Elsner politely.
The Chancellor's office had been little changed since Claudia der Waal had left it...though there was a painting of a scene from Dante--the poet with Beatrice viewing the chorus of angels.
Mirbach himself rose, craggy faced, eyes sharp, energy flowing from him as he moved to bow and guide Mollari to a seat. "My dear Herr Ambasssador, you honor me with your presence here...please, what news of your nation, and what brings you to the Chancery?"

Elsewhere in Hofburg...

Archduke Carl found himself a bit overwhelmed by Aliria's rapid chatter as usual..not the least, he was reeling at her implications of their relationship. But his strongest impulse was to support her, champion her. He did demure when she mentioned the press.
"The press..." he murmured, "That's maybe not the best idea....mud flung can fly back to hit you, you know."

The Non-Human Union

Non-Human Union Embassy

To the Honourable Empress Aurora

Dearest Empress

We are most strongly concerned with the recent politicalisation over the issue of non-human citizens in Lavenrunz. While we understand the right of every nation to cater to its domestic affairs without undue interference from other nations we cannot remain silent on an issue that has implications beyond one’s national boundaries.

The Non-Human Union as you may be aware is an organisation dedicated to the furthering of the rights and liberties of non-humans regardless of nationality. It is therefore our duty and responsibility that we feel we must present to you our position on recent events.

Sentience goes beyond homo-sapiens; there is hundred of thousands of years of history, culture and technological achievement beyond this statement to back it up. It cannot be denied, unless through the rejection of both the evidence and rationality, that homo-sapiens do not have a monopoly over sentience.

To take this argument to its logical conclusion, if homo-sapiens have the capacity to be granted civil liberties and universal rights on what grounds can these be denied to other sentients. Especially when it’s that capacity for rationality, language, religion, co-operation, fine-arts etc that make humans a species distinct fro all other from the planet Earth.

We recognise that yourself the Empress Aurora have stressed the capacity for Levenrunz to adapt to change and that recognising non-humans as essentially equals with humans. We applaud your wise words and urge you to continue the fight for enshrining the rights of non-humans in both legal and social matters.

"I do not drink spirits or wine or beer during my working hours, Herr Ambassador." he replied quietly. "I'm very glad to hear that your nation regrets its hasty decision to tar all Lavenrunz with a communist brush during the Dresden fiasco." he looked pointedly at Mollari's cup of coffee, and said,"Shall I have Maria fill that up for you? Aliria was given the service of a Lavenrunzian maid, who was demure and quiet, and asked if the Princess required a bath, and did she need assistance with it? Would she like refreshments of any kind?
The rooms she was given came with a large bedroom, a big four poster bed with elaborate carved wood surrounding it, a wardrobe, a gothicadian rug and windows opening onto the budding gardens outside. There was also a small sitting room that adjoined a room for the maid, and a bathroom with one of the peculiar deep sunken baths that Aliria had doubtless noticed on her previous visits--she would find herself remembering that the hot water was very hot indeed.
Archduke Carl had muttered something noncommittal about the 'gottverdammt press' and said little more. He seemed irritated by the notion that he was actually alarmed or frightened of anything, and had gone off by himself with a gruff "I shall see you at supper, Highness."

As for Sisgardia... As usually, not much, since Sisgardia isn`t overly concerned with external matters. Stability is what we seek, for it is the best way to further the development of technology. Thusly, close contacts with large groups like Greater Prussia are fairly useful... for anyone." He hesitates for a moment, thinking. But he continues soon enough. "Although We`re a bit worried, since Reichskamphen, Diminix, and others have shown... a certain aggressive behaviour which isn´t exactly something we like."

Again, he stopped, chuckling. "As for my own people... You may have noticed our more... independent foreign policy during the last year... Which is one of the reasons why we`re very much in favour of your... new course for the future. Again, our interest is stability... Although we really wouldn`t midn close cooperation to further our case." He grinned. "Whichever way that would lead us."

"I am very glad to hear that you approve of my policies. Is it possible then, that perhaps a diplomatic and trade mission might be organized directly between Der Angst and Lavenrunz? And if so, do you have some idea of what the object of it would be?"
As Mollari moved along he came right up against a painting of the conversion of Saint Paul on the road to Damascus, a light flashing in the eyes of the soon to be apostle, he cowering and collapsing.

Aliria smiled, all was so similar as she remembered. The delicacy and care of the hands that prepared the bed and the room was obvious, and she finally opened her suitcase, looking at the several dresses lying inside it.

She sighed a little, knowing that the meeting with Mirbach was going to be one of the most difficult moments in her diplomatic career, if not the most. The man was a cunning one, and maybe his hate against her kin would make him far inmune toi her personal charm, her best trait dealing with foreigners in diplomatic affairs. Celestrianna was a lot smoother and smarter in these kind of things, but she usually used her own personal glamour to help things run better.

She looked at the outfits again, trying to choose which one was the best to use in the meeting. She was between a lovely one, very simple but mostly a childish celesstial blue dress, without any adorments, and a gorgueous light purple one, with amatists inlaid in the fabric. Maybe I'm going to look like some rich merchant's daughter in this one, she thought, looking at the purple one.

Finally she took another dress, this one a black one, simple too, and fairly formal and serious, although the color wasn't exactly her favourite. Black wasn't exactly meant for her and for her appearance, but maybe it could help to contrast her deep, blue eyes.

She owe one to Carl too, and maybe a good dinner and dancing night with him would be a good idea to repay for all the favors that he already did for her. "And he looked almost insulted for what I said, I must start to treat him better. He deserves that, and more, he has been very nice to me, very, very nice", she whispered, placing the dress over her body and looking herself in the mirror.

Finally she decided to ask the maid. She needed another opinion, a personal one, from another woman. "Hi, I'm Aliria, I suppose it could be better if we can get along a little better. Can you help me to pick my dress, if that doesn't bother you too much?. And well, after the bath, I would like to have a glass of white wine, if that is available, of course", she said, smiling broadly to the Lavenrunzian woman.

To Aliria's relief it was done in an international style, not almost scalding hot as Lavenrunzian's preferred. "If your Highness wore it with your hair spread out over the shoulders it compliments you very well."

The van sped to the Roanian embassy. Upon arrival, the assassin disembarked. He sighed, dropping his facade. "Okay, where is the ambassador?"

The ambassador stepped forward. "My lord." With a flourish, he produced a small satchel. "Kaiser Malissa Black sent you this..."

The assassin snatched it. He scowled. "Observe the situation... ensure protection of Empress..." He threw the letter to the ground. "Grr... where is the honor in that?"

"I am very glad to hear that you approve of my policies. Is it possible then, that perhaps a diplomatic and trade mission might be organized directly between Der Angst and Lavenrunz? And if so, do you have some idea of what the object of it would be?"

For a moment, Mollari didn`t answer, watching the painting at the wall... Like most (but not all) Angstians, he wasn`t overly devout... Although he wasn´t exactly an atheist. Still, he couldn´t exactly make sense of it... Sacrificing oneself... How odd.

But eventually, he answered, although he was still a bit distracted, wondering if a Saint Paul slaughtering his enemies and returning home, victorious, would have earned even more admiration. "Well... we all do. It is time to change the world... The old ways just don´t work anymore. As for... diplomatic and trade missions, I`m sure Mr. Morden would love to meet with you or Aurora to discuss the future of our two nations... The object being..."

Here, he hesitated for a moment. He didn`t knew too much, but he knew some things about Clarks plans...

"A greater future for both of us. You know... The world is moving... And we should move with the world.

As for trade... well, we would be honoured to replace the trade lost due to the foolish disagreements other nations, like Menelmacar, have with your administration."

"Thank you", said Aliria as she enjoyed the smooth touch of the warm water. "Maybe you could give me your name, if that doesn't bother you, to praise your skills to anyone who can hear me", she said exiting the tub and covering herself with a towel.

A pair of hours later, she was almost ready. She was dressed, placing over her silky skin the soft fabric of the tight and provocative black dress, that made an interesting contrast with her pale complexion. The pair of high shoes, black as the dress, made her look taller thanks to the high stilettos attached to their heels. Her make up was perfect, discreet and serious to match with the dress and her own hair, although her features didn't need any cosmetics to cover any flaws, but the contrast of the color of the lipstick and the eye's shadow could create an interesting effect.

Finally she dressed her hair in the fashion that the maid recommended, asking her for help as she gave form to the long, beautiful elven hair.

Well, this is different to the kind of Aliria I'm used to be, but I must remember that this is a different country too. I'm ready, let's wait for Carl to come here for me, she thought, as she looked to the maid. "What do you want to do now?. I'm free until supper, and I want to share time with someone, tell me, What do you like to do when you're free"

Count Mirbach suppressed a shudder and wince as Mollari referred to Her Teutonic Majesty as "Aurora" and made a mental note to have the Chief of Protocol send a sharp letter to the Der Angstian embassy.
"My dear Mollari," he said, "I am glad that we have had this...enlightening discussion. The ties between Der Angst and Lavenrunz are historic, but it is as you say a new time, and fresh perspectives and a rejuvenation of the relationship as welcome to us as it is to you. Perhaps some of the details could be worked out with the Minister of Foreign Trade--I will make it clear at tomorrow morning's policey meeting that I wish to direct an improvement of trade relations with Der Angst. If you will excuse me, Ambassador, I have an audience with the Archduke Carl coming up...was there anything else?"

The maid said quietly, as she admiringly watched the lovely form of Aliria rise from the water, "My name is Cosima Weber, may it please your Highness."
She helped the Princess dress with ease and skill, smiling and murmuring that it was a pleasure to help arrange such lovely hair--it almost needed nothing save to be brushed, but of course she followed Aliria's instructions.
Cosima was taken aback by Aliria's question, blushed and said softly, "I like to listen to music, Highness, and I enjoy watching films--sometimes when it's warm I like to ride my bicycle."
Another maid discreetly entered, not looking at Aliria, and said quietly, "His Imperial Highness has arrived and is ready to convey her Highness to supper at her Highness' convenience."

Aliria looked at the maid that helped her with a tender look, knowing that normal and simple people like her was a better reflection of the soul of that nation than any powerful figure, than any leader or royalty. She found that some time ago, after she realized that any citizen represented more the soul of Aelosia than even herself. "Oh Cosima, it looks like I need to go. Tell me, how it feels to ride a bicycle under the Lavenrunzian sun?", she asked, taking one of the hands of the maid between her own, after she took her purse, ready to follow the other maid.

"Yes. One thing." Mollari nodded. "I... We would need to know... more about the future plans of Lavenrunz. As we`re interested in working together, we need to know what your intentions are... In the long term." He smiled, eventually showing a little grin. "And I mean your intentions, not the plans or intentions other people in your wonderful nation have. For, you see... we need to know what exactly will happen next... To be prepared for it.

Other than that... Nothing."

Cosima hesitated, then smiled. "It is a lot of fun, Highness. I hope you enjoy your evening."
Archduke Carl was wearing an Imperial Air Force formal uniform; it was sky blue with his decorations glinting on it; he wore a slim but serviceable sword at his side; his fair hair was sleek against his elegant head, his blue eyes were brighter than his clothing. For a moment his eyes glinted as he saw her; she heard a rough desire in his voice as he said, "You are like a dream, my dear Aliria..." and for a moment simply held her hand before beckoning out to his car.

Count Mirbach looked faintly amused by Mollari's question. "I would possibly say the same of Der Angst, and of your own leaders. Which is why I insist on speaking with them more directly, Herr Ambassador. Good evening."
The door in fact opened, and Elsner was bowing.

Carl smiled and let his hand linger on her smooth bare shoulder as he escorted her into the car. "If I were not an Archduke already, my dear Aliria, you would make me feel like one."
As they rode to the Count's, he explained, "You must take your own advice, liebchen, and not be afraid of this meeting. Because believe me: Count Mirbach is a clever and ruthless man."

The Chancellor lived not in the official residence but in a modest townhouse in a quiet neighborhood. Quiet neighborhood indeed, thought Carl. The truth was that it was for blocks around lived in by loyal adherents, respectful enough that they gave the Count privacy. Outside his house though a small Reichspolizei patrol stood. They politely saluted the Archduke, gravely conveying him to the door without question or the insolence of attempting to address him. They were curious about Aliria but said nothing.
A servant guided them inside, and Baroness Hentzau walked in the sitting room they were shown to. The War Minister was ravishingly beautiful, so much so that she somehow took a tailored uniform mess jacket and trousers and made it seem like the veils of Salome. Her golden hair fell like sunlight to her shoulders, her eyes were like blue jewels, her skin like cream in which rose petals floated. She smiled and bowed deeply.
Archduke Carl said, "Ah, Baroness. Have you been presented to Princess Aliria yet?"
"I have not yet had that honour, Highness." she said, bowing to Aliria in turn.
"And where is Count Mirbach?" he asked.
"His Excellency regrets that he had last minute business with the Der Angstian Ambassador, but will be downstairs shortly." explained Baroness Hentzau. She seemed amused by something...

Aliria looked at the woman in front of her with surprise. Only her round ears were capable of separating her from even the most beautiful elven maiden. Her heart entered a deep state of surprise and awe, as she never thought the humans could reach that state of physical perfection. Of course she hadn't seen so many of them, of course, but then her mind traveled again to the issue of differences between her race and the humans. The Baroness wasn't so different to the warrior maidens of her own country, with that strong look and honed body, yet still retaining the grace and the beauty even through their martial training and duties.

She made an elaborate and delicate bow, using her knowledge of the courtier's arts to the extreme, as Celestrianna teached her long time ago. She wanted to impress this woman, although she wasn't sure of the reasons. Maybe the aura of self-confidence and the charismatic eyes of the Baroness were attracting her attention too much. As she raised her head again after the careful bow, made with the most careful and exquisite movement Aliria was capable of, her grace challenging the dexterity of maybe the most talented swordsman, she noted the strange expression of amusement in the woman's face.

"The honor is mine", said Aliria with her musical accent. She turned to Carl, her bright smile returning to her featres as she relaxed and prepared her mental state to focus her mind of the conversation she was going to have with the famous Mirbach. "May I sit?", she asked, blinking once to the ArchDuke, out of sympathy for the fine, good man that was helping her. Then she turned again, sinking her infinite blue stare in the woman's own eyes, trying to find out the reasons of her amusement or just to admire the force of her gaze, but she kept looking at her, the intensity of her eyes fixed in the Baroness.

Official statement from the Benevolent Jaar.

Dear people of Lavenrunz and rest of humanity. Once again the free and glorious people of Lavenrunz wants to meet its destiny and reduce the infection influence from the Meta humans and once again we see what is happening. Threats are sent from all the boils of the universe, fearing to loose their control over the proud nation of Lavenrunz. It has not gone too long since the people of Lavenrunz broke free from the evil rule of elves. And cried out for same rights as the nephilim, the right to righteous rule their own nation under an elected leader and the empress Aurora. Bless her name. The election was done and the great Count Mirbach, even when his life was threatened many a times from the Nephilim and their pawns and hellspawns. I believe the people of Lavenrunz remember the yokes of tyrany put upon them by an arrogant evil race led by an arrogant evil witch.

What is the people of Lavenrunz asking for? They want to rule their own land, to do so without armies threatening them, trying to force them back into the pen to once again be the cattle of the nephilim. Let the people decide! Let the voice of the still free people of Lavenrunz rule their own land! The wonderful nation of Vegana stands firm behind the great people of Lavenrunz, both in terms of trade and economics and in terms of military aid if that will be called upon to save the great nation of Lavenrunz from the claws of the metahumans.

GOD IS GREAT!

It was only later that Raven began to realize just how much Aurora had done by her address... even by her appearance. She had studied Lavenrunz, perhaps more than many Lavenrunzians ever did, but she was not a native Lavenrunzian. She still missed the subtleties, sometimes.

It had been unheard-of.

Aurora had broken with convention in a nation that held its traditions nearly as dear as its laws. She'd done it without a qualm, once she'd determined it was the right decision. And then...

When she says it, I believe it will be true.

Did enough of the others believe it?

But she'll see it done. You're no longer a child, my sister. But then, you haven't been...

Overcome with emotion, she embraced Aurora tightly, murmuring, "Thank you."

Count Mirbach's House

Aliria was led to a seat by Archduke Carl. Baroness Hentzau said in her low musical voice, "It will greatly please the Chancellor that you chose to visit us again, Highness. Of all the Elvish nations, Aelosia alone has acted in a friendly fashion. Of course, we remember alliance of old with King Fingolfin, but alas his nation is no more."
"Indeed." Count Mirbach's resonant voice as he entered the room was startling and compelling. He was wearing the simple well woven tunic, trousers and boots of a Lavenrunzian country gentleman, and with his craggy face, it suited him well. "Your Highness..." he bowed to the Archduke. "And Princess Aliria, I am very pleased to meet you at last. I am told your beauty is outshone by your kindness and wisdom."

"Thanks for the compliment, I wasn't expecting less from a true Lavenrunzian noble gentleman, after all I have seen. And I have heard some good comments about you, Count, as how you are considered by many the most smart and cunning Lavenrunzian man of state in the last decades. You're careful, and you love your country with the best intensity of patriotic feeling", said Aliria as she raised to greet the man she was expecting. She repeated the bow that she did earlier to the Baroness, now a little bit more simple, not as a show of lack of respect, anyway, but as a show of determination. The Aelosian bowing was almost an art, and the exact form of the bow could imply many things, although the differences were very subtle and slight, but those differences were capable of implying many things.

"Thanks for your time, Count Mirbach, I know that with the last affairs, you have a lot of people and things to attend to, so I consider myself honored. I suppose you suspect why I'm here, and what I want to discuss with you, apart from just the fact that I was very eager to know you", said the Princess, her own words, so serious, made her mouth open slightly in a smile, her face illuminated by the light of her own happiness, proyecting the radiance to those that surrounded her.

Count Mirbach observed this, smiling, and said, "Princess, I am assuming that you are here to discuss the matter of the Bill before the Volksraad which will limit Lavenrunzian citizenship to those of human Lavenrunzian descent only. But may I ask how this concerns you or Aelosia's people, Highness? For it seems to me that it is simply an internal matter..." he glanced up as a servant entered the room, bowing, and said, "Ah...I am informed that supper will be served soon. I would be honoured, Highnesses, if you would join me at my humble table."

"Of course I'll be glad to join you at supper, it will be a pleasure and a honor", said Aliria smiling again, her cheeks blushing a little when she tried to fix her eyes in Mirbach again.

As she started to walk at Mirbach's side, she extended her arm towards him, offering it to the Lavenrunzian noble, as she spoke some words, with an absent attitude and tone of voice. "Because that's just a step into the path of hatred, Herr Mirbach. I know that's an internal affair, and that I shouldn't interfere, as you so politely remarked. But discrimination and ethnic barriers are always mistaken, Count Mirbach".

"The real question is why a man educated, nice and well-mannered like you would support such initiative", said Aliria, smiling even more. "I'm not trying to pushing you, my question has its origins in my own curiosity. I'm truly interested in your reasons".

Count Mirbach paused as they all took their seats. The room was a small hall with a view of the garden, from which faintly came the scent of flowers--Aliria could smell lilies and daffodils among others--and which gave an impression of being cozy without being cramped.
"Princess, it is not prejudice that prompts me to take such action, but rather necessity. The prosperity of our nation has led a vast number of people to come here. Initially, it appeared wise to the former governments to encourage those with necessary skills to come so that we could become more wealthy and powerful more quickly. But now, our own native people are suffering because they were left behind, because they are edged out of jobs by foreigners who have no real loyalty to the state. So you must understand that it is altruism, not narrow mindedness, that prompts my actions." he said gravely, almost with sorrow.
The first course was served; this was trout pyramide, trout stuffed with carrots, leeks, mushrooms, celery, truffles, with butter, port wine and cognac added; the sauce was a rich concoction of eggs, fish broth, cream, and spices. Along with this was a crisp white wine from the estates of Sarbruck, which was, the Archduke informed her, one of the very best in Lavenrunz.

"I see your point, and regrettably, I must agree with you. At least in a part of it", said Aliria, saying the last part in a more fast and nervous tone, as she let herself be driven by the patriotic feeling towards Lavenrunz and its people that Mirbach seemed to exhale each time he spoke. "I see your point, and your reasons", she repeated, trying to buy some time as she took a deep breath, letting her lungs to be filled by the delicate scent of flowers flowing around her.

"Yet, Isn't that measure extreme?, I mean, maybe you could check first if you aren't overreacting. I know that this can be seen as an unprovoked meddling in the internal policies of Lavenrunz, although that's not exactly my intention", said Aliria, finding a calm spot inside her mind and supporting her statements over it. "We have the same fear in my country. The people are afraid of the power of cheaper and willing foreign working hands in Aelosia, and that's why our inmigration policy is so strong. So I can understand your resons. Yet. Why only the non-humans?. Although it's true that our policies are strict, they haven't nothing to do with ethnic diversity. And that can be misunderstood, Count Mirbach, by both internal and external factions", said Aliria, blushing a little as she extended her hand to grab a glass os wine, sipping it softly, admiring the delicate taste of it, and a single tear rolled down her cheek, thanks to the perfection of the wine's essence.

She closed her eyes for a moment, and enjoyed the feeling deeply, almost turning into a desirable pleasure. "This wine...many Aelosians would pay dearly to have a taste of it. It's the most delicious wine I've ever tasted".

"And, maybe, Count Mirbach, I've a possible solution regarding this, this wine must be magical indeed, as it cleared my usually dull judgement...this wine gave a wonderful idea indeed!", she said, her face now brightly showing a wonderful smile as if a lightbulb suddenly had turned on over her head.

Count Mirbach and the others listened as Aliria spoke. The Count ate with a certain gravity of manner, while Baroness Hentzau clearly was rather hungry and devoted her attention to eating. The servants glided discreetly and almost invisibly behind and between them, refilling glasses at a motion of the hand, ladling sauce. The candlelight shone against the elegance of the clothing in the room, the soft pale gold of Baroness Hentzau's hair, the decorated weave on the Archduke's collar and cuffs.
The Chancellor of Lavenrunz's electric blue eyes caught the Princess' as she spoke. "I would be fascinated to hear your idea, Princess." he murmured.

"As I see it, the main problem is that your people fear for their jobs and their status in your nation. They are afraid, and not without some reason, that foreigners can come here and exploit your nation, extracting benefits without leaving any gains", said Aliria, a little nervous, although she was very happy, or at least she seemed to be.

"You can agree with the countries that sent most of the inmigrants to invest in Lavenrunz's main industries, creating more jobs and helping to develop technology and ways to make your country richer and bigger. I suppose those countries are extracting a huge benefit by sending inmigrants here, then why can't they invest that money here?, to balance the scale. They could be forced to capitalize their investment here, and to buy your exports. For the Valar, I could name several Aelosians that could pay a lot of money for just taking a sip of this excellent quality wine. This product could have an excellent international acceptance", she was talking fast, moving her hands a lot trying to explain with her gestures as well with her words her point.

"If those countries involved move their industries here, that would create more jobs, making the word unemployment unknown to most Lavenrunzians, and could move the exports-imports balance in your favor, creating huge benefits for your people. If you enforce that move with a good campaign, it could make a label of Made in Lavenrunz into a symbol of quality and excelence. And the best relationship you have with the countries involve, the more they will buy, and the more you will gain"

Carl was almost awestruck by Aliria, and found himself gazing at her in admiration for a moment...but then glancing at Mirbach. At the very least, even if the ideas were not entirely to his liking, it was a shining moment, a chance for the Chancellor to demonstrate whether he really was a visionary leader and patriot, or merely a tyrant and a bully.
The Archduke however was disappointed. Mirbach listened, nodding and smiling, and lifted a fillet of his trout neatly with his fork away from the white bones and began to cut it into morsels.
"That is an extremely interesting suggestion, Princess Aliria. I will bear Aelosia in mind in the days to come. As for implementing it...well, tomorrow I intend to give a speech in the Volksraad, that will make my intentions clear."

Aliria suddenly stopped from talking, nodding softly to Mirbach. She was expecting more enthusiasm after Mirbach heard her idea. She was hoping that he would be the visionary leader he said to be and not the tyrant she feared him to be. Watching his eyes, Aliria read there that he was seeing her plan as a nuisance for him, and not as an alternative.

A wave of sadness took her all over, knowing that she had done everything she could, but that probably that wasn't enough to help. Her last hope was the speech of Mirbach, maybe she was fooling herself and maybe he was quite convinced of applying a solution for the greater good of everyone.

She forced a smile in herself, and looked at Mirbach. "I see, Chancellor, sorry if my explanation was too...enthusiastic. I hope you could understand me".

The Volksraad, Hofburg, Lavenrunz
OOC Note: first of all, apologies to Aliria for taking so long to think of what I wanted to write, but it is important to my plot and I wanted it done properly. Secondly, if anyone wishes to there may be journalists or diplomats present, and it will be broadcast over radio roughly an hour after the actual speech.
IC:
In the visitors gallery, Aliria could see the semi-circular array of seats and desks, the rows of clerks and Members' aides. The Archduke Carl was with her, and she noticed that people graciously rose to permit them to move to a seat of vantage. Some prominent journalists, diplomats and members of the bureaucracy were also in the visitor's gallery. She could see among the Government Count Mirbach and Baroness Hentzau, who looked rather cheerful.

Mirbach himself had had an audience with the Empress that morning, and unbeknownst to Aliria, not even his closest advisors knew what the results had been. Everyone was excited in general, some loudly so, with bailiffs actually forced to go down to the floor to urge Members to their seats.
"That's Claudia der Waal, former Chancellor and leader of the opposition." whispered Carl, pointing out a handsome very well dressed woman in her early forties with intelligent inquisitive eyes. "And that's Arvid Pluskat, leader of the Populist Party." This was a man whose middle age had not denied his youthful charm and a certain swagger like that of a popular
athlete. "And that is Helga Dresden," he said with a sardonic look, pointing out a plainly dressed woman with round spectacles who almost seemed out of place. "She was Vice-Chancellor of a coalition government of the Constitutionalists and the Communists, and then was thought to have betrayed her class. Now for some reason she's leading the Communist Party of Lavenrunz again. Personally, I think they should just not have a Communist Party. It's like having a traitor party or an insurrectionist party."
A somewhat rumpled, grey faced man with tinted spectacles and nicotine stained long fingers glanced at the handsome Archduke with amusement.
"I thought the insurrectionist party was the government." he said.
Carl looked at him with rising anger. This was lese-majeste, after all...but then he saw who was speaking and calmed somewhat. "Baron Shein,
I would appreciate it if, seeing as you are no longer Minister of Information, you would not listen to my conversation."
"My apologies, Highness." said Shein softly, bowing and moving a few seats away.

The opening of the session began with the singing of "God Save the Empress" for which all rose, though the Communist Party of Lavenrunz did not sing. Everyone was used to this by now. Then there was an opening prayer that Government should not, as the Church of Ephesus, forget to govern by the love of Christ.

The President, a grave, dignified woman robed in scarlet and black, holding a golden staff which she thumped for attention
several times, said, "The President of the Volksraad recognizes the Chancellor of Lavenrunz."

Mirbach rose and said, "Thank you, Madame President. I would like the Honorable Members to know that the question before us: whether or not to remove citizenship from the nonhumans in Lavenrunz--has plagued my conscience and my rest. Wise persons from Lavenrunz and beyond have offered solutions and have tried to lead me down any path but the one I feel we must take." he spoke almost as in sorrow, his voice trembling with emotion.
Then, like a pistol shot at a race, he shouted, "Lavenrunz is under attack! There are powers in the world that do not want us to decide our own foreign policey! Witness the hostility of Thelas, only curbed because we stood up to them and our allies--most from the NDA--stood by us!"
There was applause from Mirbach's side, though Claudia der Waal sat looking deliberately bored. Mirbach suppressed a smile. Let her try that trick, he thought.
Then he was calm again, his intensity quiet but hot as a steady burning forge. "When the late Empress of revered memory attempted to make peace with Iesus Christi, each time that peace was foiled by intrigues from Menelmacar. When we were cheated out of total victory in Knootoss, supposedly Knootoss made an independant decision to make a peace--but let us face it, it was Menelmacar that forced the negotiations. And why? Because it is a fact that the Elves consider themselves superior to the human race."
He stood, holding all their attention. "Now: in and of itself, they are perfectly welcome to. But they must not determine how we run our nation under our beloved Monarch!
But Menelmacar is sly--they are using the ignorant and seemingly helpless to weaken our nation. It is clear to me that the only means not yet tried by Menelmacar to control Lavenrunz is this: to have nonhumans become persons of importance in our government. Does this seem farfetched? In Knootoss, the head of government is elvish. There is a monument to Sirithilism in Iraqstan. Roania, a largely human nation, is subordinate to Menelmacar. The violent intrigues of California and Alaska were formented by Menelmacar. This is neocolonialism at its worst, and it starts with the multiculturalism of admitting nonhumans to citizenship! Now: we are not barbarians. I do not advocate sending them from their homes, robbing them of property. Most importantly, the Empress has extended Her protection over them."
Mirbach paused in thought. It was not customary to discuss the thoughts of the Monarch; all that could be done was to be respectful of them. He also noted with glee that this forced
Claudia der Waal to be silent and not try to interrupt, and she was in fact giving him a cold brief glance.
He looked up, sober, determined, his electric blue gaze sweeping the room, his jaw firm, his hand flat and making a cutting gesture as he said,
"I am determined to fight this silent invasion, this cancer, which attempts to buy up our businesses, to infiltrate our technological works, to worm its way into the very halls of Government. I will not stand idly by while Menelmacar, fat with the blood of its plunder, seeks to be more bloated with our own! We will be merciful under God and Her Majesty, but we will
not be cowed! Madame President, I call for an immediate vote with regard to this Bill to prevent nonhumans from holding citizenship in Lavenrunz."
Karl von Effner leapt to his feet, and in a loud voice that was surprising in his bantam frame, shouted, "I second that, Madame President!"
"Third, Madame President." said Arvid Pluskat, rising. Now he hoped that the alliance with Melkor would fail, and that Lavenrunz would no longer be entangled in expansionist alliances.
Claudia der Waal felt sick. She had made a deal, but she felt like Judas. It would haunt her. She wanted to crawl away somewhere and weep. Had it all come to this?
The President thumped her staff, and quiet followed. "The Bill must be explained. Nonhuman citizens currently would have their citizenship removed, with the exception being the former refugees of Derkesthai, Hephestus and Tsaraine, who would maintain citizenship under the original Expatriate Agreement, and the remaining Ienotheisans in the Empire who would continue to have Protected Status. Nonhuman citizens apart from those cases aforementioned would not continue to hold the privileges of citizenships but would require work and travel visas. Furthermore, nonhumans would be refused citizenship should they apply for it. This Bill will be voted on today. The Volksraad will hold an open vote, ayes to the right, nays to the left."

Aliria sighed. She looked at Mirbach first, and finally realized that maybe that man was just from another kind of race. For sure he was too centered and focused in his own ways in almost an elven way. Aliria almost laughed at the thought. Almost...Only if Mirbach would know how much he looked to the standard elven politician. He was a traditionalist, afraid of changes and of foreigners. He was smart with words and with actions, clever, and proud of it. He used to try to manage the people's feelings towards the direction he wanted, manipulating them to achieve his personal objetives. He was so alike any skilled elven politician...I could even offer him the command of an Aelosian Noble House, such is his skill, she thought, resuming her smile.

But then she finally realized something else. Her behaviour right now was vital for her last hopes. Her influence in the people around her was an enormous responsability, as any elf who would be present in a room where the words "The Elves consider themselves superior to the human race", after all the was the only elf in sight. Her conviction crumbled for a moment inder the weight of such responsability...but she recover in just an instant After all, I've been trained for this. I don't consider myself superior to humans, so I think I only need to be myself, she thought, finding her own answer in her thoughts.

She looked at Carl, and suddenly she placed her hand over his own. "So, this country is under attack, under an elven attack, and I didn't even realize it, being the only elf present around here. I suppose the main problem is a basic confusion between the concepts of race, andnation. Who said that Menelmacar was the only non-human nation?. And that Lady Sirithil was the only non-human leader?", she said in a casual voice to the Archduke, sighing a little afterward, trying to control the harsh, ironic words that came to her mind Beware, I'm hostile to all of you. I'm your enemy, I came here to conquer you all and to submit you to my will.

She just covered her eyes with her othe hand and waited, after all, this one was her last and only hope, because once the circle of hate was opened, nothing would stop the chain reaction until the cycle was over...

In the visitor's gallery, a man in a crisp business suit was rapidly making notes with a pen on a small pad. He could've been a reporter or a diplomat, was hard to tell, but if one glanced at the nametag, which said Glorious Humanity Ministry of International Relations in English and German, the mystery would be resolved. Jarret Sargos looked every inch a man of some prestige, from the expensive suit to his neatly combed hair and stubble-free face, to his solid build, although not as muscular as his half-brother's soldier physique. Anyone who had met both him and Ein might notice the slight family resemblance, but different fathers made each brother markedly different from his sibling as well. Jarret's face was more oval, and his mouth a little wider.

Mirbach's speech had ended, and Jarret reviewed his notes, which would form the basis for the report he'd send home about this event. His eyes then shifted left and right, gauging the other people in the gallery. He spied the Aelosian and mentally winced, wondering how she would react if the vote passed the Bill. Jarret was guessing it would, but that the vote would be close.

He flipped to another page in his notepad, and resumed writing, making the beginnings of the report while he listened for anything else happening.

Hear, hear... Sandra liked Mirbachs speech. It was, of course, a bit offensive... But that didn´t really matter.

Of course, as far as she was concerned, the different movements in the Lavenrunzian Government were basically known, what was important was... What did the people think about it?

And with that thought in mind, she left the building, preparing for a couple interviews for ABC.

As the visitors gallery observed the movements on the floor below, Carl commented quietly to Aliria, "The trouble is that
Sirithil nos Feanor is acknowledged by many to be the Queen of the Elves. That makes the argument of complete sovereignty a difficult one." He shook his head. "I am no politician, myself. But I suspect that
what it all comes down to, my dear Princess, is power. And while I disagree with some of the particulars...
I too want a strong Lavenrunz. For many, it should come by hook or by crook."

The hubbub on the floor below swirled around, and became clearly resolved. Clerks were counting, and moving before the seat of the President to compare figures. The senior clerk approached the President and bowed, and she received the count and read it carefully, then showed it to the Chancellor, Leader of the Opposition, and the leaders of the other political parties present. They all nodded, maintaining a gravity.
"Of the 750 members of the Volksraad: 445 in favour; 281 against; 18 abstaining, 6 absent."
"HURRAY!!!!" cried the Government, rushing to congratulate Mirbach. Applause rang out, several in the visitors' gallery rose to applaud as well.

Jarret had guessed right about the win, wrong about the numbers. The lopsided vote said something about Lavenrunz, and he noted that down. Then he looked at the report. It was short and to the point.

Vote drew foreign interest, lots of it. Elven nations taking interest, at least Aelosia is. See no sign of other nonhuman races, but it's likely they weren't as interested since this Bill clearly targeted Elves. Not much more to report.

He'd take that back to the new GH embassy and pretty it up a little, then transmit it home. Of course, the meeting wasn't over yet, and more might happen before everyone dispersed, so he didn't move yet.

Richard Jones had watched Mirbachs speech with great interest. His pen scribbled frantically as Mirbach reached the crescendo of his speech. This was good stuff, finally someone could see the threat that the metahumans posed to humanity, finally someone from the inner circle spoke out against the elf bitch. Richard watched the expression on Alirias face, he could see shock and sadness and then determination. I wonder what has been said in the discussions that she had had with the people? He watched with disgust as he carressed the hand of the human noble beside her. The elfs never ceased to surprise him, the harlots of the world, using their beauty and their bodies to gain favours in the world. Finally someone had seen through that facade and seen the rotten souls that lay beneath.

He quickly scribbled down the last things in his book. What a glorious day this was!

Aliria finally lowered her head, a long whisper coming out of her throat as she heard the final decision on the matter. "Who said we didn't want a strong Lavenrunz?", she asked, turning to see Carl with sad eyes. "Of all the humans countries I've been in my entire life, this one was my favourite. I loved the food, the people, the landscapes, the culture. I also wanted to see it growing strong and powerful, ", she said, slightly shaking her head.

"As I it, it would be better for us to take a distance from the rest of the elven countries. After all, their politics and actions tend to affect the race as a whole. From now on I'll work to finally make Aelosia a different country, a special one, and not just another elven country, submitted to the will of Sirithil", she said to Carl, leaving his hand and starting to stand from her seat. "Sorry if I fail you, Carl, I know that you trusted me to convince Mirbach, but it seems that it's not possible to stop a raging sea when the waves are directly aiming at you. I'm leaving now, it looks like my issues here are over. Better to leave before someone in this hall decides to counterattack the elven offensive", she said, finally standing from her seat and looking for an exit.

Tell me, Cassius, do you dare dismount this tiger you ride? a well-dressed man of deceptively bookish appearance, save the broad shoulders suited to one who used to load artillery shells for a living, contemplated as he raised an eyebrow at the jubilation surrounding the Chancellor below.

That man would be one Malcolm Sprague, the Federal Dominion's ambassador to the Teutonic Empire. Citizen, soldier, diplomat, and a firm believer in humanity's eventual ascenscion and superiority over nonhumans by virtue of evolution.

So while the act in and of itself was of little concern to him or his superiors, Terraus proudly being a human nation (albeit one that tended to keep to itself on the international scene), the implications of this move still worried him. Such a strong movement against those obviously outsiders, the nonhumans, could easily snowball into acts against all foreigners. A completly unacceptable situation given the rather signifigant operations Terrausi corporations had in Lavenrunz.

Especially worrisome is how your hatred drives you to whore yourself out blindly, Chancellor Cassius, trading pride and dignity for the right to stand in the shadows of others...

As for now, the ambassador continued to intently watch the drama unfold.

Baron Shein, looking faintly amused, shabby and distracted, commented to the Terrausi diplomat on the way out:
"It's all coming down to the Empress now. Kyrie Eleison!" he said, offering a benediction. "Ah, but you must not look so grim, my dear fellow. It all hinges actually on more than the veto. But forgive me for my pedagogical tendency to lecture! I was hoping to ask you to lunch, in fact."
Archduke Carl had not wanted to go running after Aliria. He found himself alarmed at the powerful urge to do so. Not that he was afraid of acting, but he was actually somewhat curious as to what she was going to do, since the car was his after all. Of course, she could always get a cab...he sighed to himself at the female's tendency towards emotional dramatics, whatever the race they were, and went to take the VIP elevator down to the lobby.
Outside, journalists were flocking around the entryways, but Mirbach had quietly slipped out a security entrance with some of his closest advisors and bodyguards and was on his way to the Chancery. To the surprise of his small entourage he was grimly and forbiddingly silent during the car trip, watching the pedestrians and motorists outside, who were caught up mostly in their own dramas of work, consumption and family.

Malcolm cast a mildly amused sideways glance at the Baron. "It would be a pleasure, Your Excellency." he replied with automatic politeness as they walked. "As for your pedagogy, do continue. My admittadly plebian understanding is that either the Empress vetoes it or she does not. In the latter's case it becomes law and is put into implementation. Or, as tends to be the case," the ambassador smiled wryly, "are there more factors at work than I am aware of?"

As the two gentlemen conversed, they made their way to the Baron's car. Shein commented that all questions could be complex or simple depending on one's point of view.
The restaurant had a modest exterior, and even inside the effect of the decor was muted--certainly quality furnishings, but not meant to distract from the pleasantries of good dining. As they sat through appetizers--in the Lavenrunzian fashion, small meat pastries and vegetables (mushrooms, carrots, celery) with savoury sauces--the Baron said, "I hope you realize...may I call you James, and you call me Adam? That the Terrausi Information Technology market is so desirable that you would have to be plotting to sacrifice the sons and daughters of the leading families to dark gods before Mirbach would consider alienating it. So I am wondering if there are other concerns before you."

Jarret Sargos' car was waiting for him outside, with the driver and a security man inside. The reporters largely ignored Jarret, although he spotted a couple from Glorious Human news services who tried to get his attention. He pretended he hadn't seen them and made it to his car, then headed back to the embassy quickly.

The Glorious Human embassy was located in the Rosenstrasse and was brand new in all respects. It wasn't the only embassy on the street, and the newer concrete and steel buildings stood in stark contrast to older brick-and-mortar architecture that had been here since it was founded, and new flourescents in several buildings were much different from iron lamps on the street. The car bounced along cobblestones then as it turned into the parking lot was abruptly on smooth pavement.

The exterior of the building was government layer cake, nothing overly fancy, reflecting practicality over gaudiness. The double glass front doors had the Glorious Humanity flag painted on them, as if one could not guess whose embassy this was from the cloth version of said flag hanging about thirty feet up the wall Over the painting was "Embassy of the Federation of Glorious Humanity" in gold lettering, and the words were repeated on all four sides of the building, large enough on the other sides to be read from the street. As a polite nod to the country they were in, the words were in English and German.

The interior was brand new. The carpet was fresh and the smell of paint still lingered in a couple halls. Through the double doors one stepped into a large lobby, carpeted in deep blue, with some chairs for visitors to wait in if they had to, a desk straight ahead with a receptionist behind it, and two staircases going up to the second floor. The first floor was given over to meeting rooms and a press room for dealing with the outside, while the second floor was offices. The mail room, boiler room, and other such functional but not so sightly parts of a modern building were in the basement.

"Hello Ambassador," the receptionist, Cynthia, greeted him. Jarret waved in response and headed for the stairs. He passed only a few people on the second floor, this embassy was still heavily understaffed, and due to home troubles new personnel were slow to arrive. At least he had a secretary and an assistant.

The secretary's office was next to his own, and anyone going into his office had to pass through hers first. His personal secretary was named Claudia, and was new, he'd known her only a few days. She seemed competant though.

"Welcome back Ambassador," she greeted him. "Thomas is already in there."

"Thanks Claudia," he replied, taking the small stack of papers she handed him. Mostly routine diplomatic and intelligence dispatches - Jarret was cleared for any intel the bosses thought might affect him - but there wasn't anything interesting really. The most notable message was a memo from the home office asking him to please send his report on the nonhuman vote. Jarret was going to do that right now anyway.

His office was well-appointed, carpeted in the same deep blue the rest of the building was, and with wood paneling on the walls. Two paintings, oil on canvas landscapes, hung on the walls, as well as a clock and a calendar. Jarret's desk was mahogany, and his executive chair was fine leather. Thomas Pierce was currently sitting in said chair.

The young man had just arrived a day or so prior, and Jarret had gotten a dispatch explaining why. Seemed he'd gotten caught up in that tussle back home. Minister Pierce wanted his son out of the country for a while, and figured he could use the unexpected opportunity to learn more. That was fine with Jarret, he'd put Thomas to work as an assistant, helping manage schedules and dispatches, and occaisionally giving the young man a chance to voice his opinion on diplomatic matters. Everyone expected Thomas to follow his father into international relations anyway, so it didn't hurt for him to get some practice now.

"Alright lad, my chair, my office." Jarret grinned and thumbed Thomas out of the plush executive chair, taking it himself as soon as it was vacated. Thomas grabbed one of the chairs in front of the desk, which really weren't any step down. They weren't executive, but they were still plush.

"How'd the vote go?" Thomas asked once he was settled again. He was wearing a tan business suit and Jarret thought he looked very professional in it.

"Passed, like I expected," Jarret replied, putting the memos and dispatches in a paper holder on one corner of his desk. "Pretty lopsided though. Wonder if your girlfriend will pass it."

"Not girlfriend," Thomas said quickly. He was still touchy about that. He'd grown up in politics, and couldn't help wondering if someone, even his dad, wanted to play with friendship with Empress Aurora to political advantage. "And I dunno, I don't know how she thinks about nonhumans."

"Well what bloody good are you then?" Jarret teased. "You're supposed to be our ear in the highest halls, our connection to the throne. What good are you if you don't have an idea what the Empress will do?"

Thomas glared at him, not finding the teasing funny. "She'll have a hard time passing it. Her adopted sister is a nonhuman, so if she thinks it will hit all nonhumans she'll likely veto. If it can be spun that it's only hitting say, elves, she might pass it."

"You're paying more attention than I thought," Jarret remarked, having to remind himself again that this boy had been immersed in the business of international relations almost since the day he was born, and likely had as good an understanding of it as any of the grown men and women who worked in it.

"I've heard the speeches and read the bill. The vote was on live TV but I missed it. I was busy." Thomas had been busy composing a letter to the Empress. He'd promised Aurora he'd write, and now that he was past almost dying he intended to keep the promise. "Do you got anything for me to do?"

"Hmm?" Jarret had flipped on his computer and was already going into a word program to type up his report. "No, not at the moment Thomas. Feel free to toddle off and do whatever you need to do."

"Thanks." Thomas got up and left the office. When he was outside, he withdrew the letter from a coat pocket and went to send it off.

*************************************************************

Dear Aurora,

I promised I'd write, and here I am doing it! I'm sure you've heard about the mess in Glorious Humanity. I was part of that, taken hostage by the rebels and held prisoner. I don't care what adventure movies say, being a prisoner is not fun. It scared the heck out of me in fact. I was almost killed too. When the rescue team broke into the rebel base to save us prisoners, the rebels lined me and a few others up and were gonna shoot us. One guy pointed his gun at my head, but when he pulled the trigger the gun jammed! Before he could unstick it, I was saved.

Now guess where I am? Here in Lavenrunz, at our embassy. My dad wanted me out of Glorious Humanity for a while, guess he thought that if I stuck around somebody might go for me again. I'm working as an assistant to the ambassador. Everybody wants my opinion on what you'll do with the nonhuman bill. They seem to think that because we're friends I have an idea. You know something, I kind of hate that. What is it with these people? How could I hope to know what you're thinking? Ah well, curse of politics or something like that. Can't just be a friend, I gotta be grilled too. Ah well.

I hope you're doing great. By the way, would it be okay if I attended church with you while I'm here? I promise not to fall asleep. After that gun thing, I'm starting to think that maybe there is something to what you told me about God. I want to know more.

Affectionately,
Thomas

The Empress had in fact taken a couple of days off, which did not surprise those who had inquired after her. It was often the practice of the previous two monarchs to not be in Hofburg during a major vote, to make it plain that they were objective.
Upon her return, one of the first places she visited was the Palace of the Moon and Stars. It was the place where her reign had begun, in a sense, and it was still badly damaged and in a process of repair. But parts of the garden would always bear marks. There stood an oak tree that was partially shattered by a 20mm cannons rounds that had torn it when the marines were attacking the jaegers.
She had messages. One showed the progress--or lack thereof--with Viktor and his cronies. Maybe he preferred 'minions'. Another was about the negotiations with Melkor's people. Definitely minions.
The sound of repairwork came from the palace, making her think of the legends of the kobolds, those dwarves that haunted mines and, according to modern Lavenrunzian horror fiction, construction sites.
She read the letter from Thomas under the old tree. It had been strong and letting acorns fall when the Von Sachshausens had first taken the crown. Battered and scarred, it would survive. So would she.
And she wrote back.

Dear Thomas

I am very happy to hear about your recovery, but I'm not surprised by the rescue since my special forces took part in it. I am not surprised either that you are curious about God now; there are always going to be mysteries that are personal for people. It would be nice if you'd come with me sometime. There's a lot we need to talk about. Perhaps you could come to the Autumn Palace this evening. A pass will be given with this letter.
Take care

Aliria sighed as she came out. These kind of reactions were not exactly her usual behavior, but for the first time in a considerable amount of time she was really angered. Suffering the consequences of the act of another was really unfair, and she was angered at the stupidity of the rest of the elven countries, as she was angered at the blindness of Mirbach and his followers. To walk the path of hatred...Should we start the cycle again?, she thought as she came out of the hall, passing through the hallways without turning to see anything.

Maybe I'm being too rude with Carl, after all he helped me a lot. But do I really want to stay here for another day, seeing how this people start to manifest their hate for my race?, knowing that I could be the next target of their unecessary and relentless pursue for a scapegoat of their suffering?, thought Aliria, not exactly happy with the prediction. Better to get out of this country fast. It's a shame that something this beautiful suddenly turns into something so despicable. Even if the Empress gives her vetoe, already the general populace and the majority of the goverment despise elvenkind. I don't want to see the entire process, I have enough with watching the beginning. I'll return to Aelosia, get married, and have a nice, quiet life. After all, this is a human problem, and humans must solve it. It's not my problem, it's not...For sure it's not my problem, she said to herself several times, as to convince herself.

Finally she reached the street, extending her hand to make the international sign of calling a cab, not without placing her broad and delicate hat over her head, disguising her ears and her hair, her most prominent elven traits.

Thomas Pierce arrived at the Palace at six PM, dressed in the same nice suit. He'd wanted to change for more casual clothing, but Ambassador Sargos had brooked no argument on the young man's new dress code. "You're part of the embassy staff, that means you represent our country now. You'll bloody well dress the part."

Thomas sighed. He was half-afraid Aurora wouldn't even recognize him.

Thomas had been brought to the palace a Glorious Humanity state car, a simple black sedan. He was pleased about that part. He didn't care what he was representing now, he did not rate a limosine. Now then, to meet with Aurora.

He couldn't help being a little nervous. No, make that very nervous. No, make that very rattled. He had no idea where to begin or what to say to her. What was he going to say? He couldn't remember ever being this nervous before, not even on the previous visit. Ah well, if he stuck his foot in his mouth again, maybe she'd be more forgiving this time.

The sedan was inspected briefly at the gates by Imperial Cavalier Guards, who were wearing greatcoats against a spring drizzle but carrying very efficient looking G-3 rifles. An officer ordered a car brought round, and in fact Thomas' car was driven elsewhere by a man in livery. The other car, driven by a sergeant of the Cavalier Guards, took him to a discreet entrance of the Autumn Palace. The faint sound of leopards roaring in the garden was heard.
Then he was led up through a wood paneled hallway, and up a small stairway and into a smaller hall, where a group of guards waited. He was admitted immediately and there, in a room with a fireplace, a view of the gardens and a table set with covered dishes, was Aurora. The room was large enough to be a restaurant, and in fact Thomas realized that apart from the ever-present Thirty Camelias there was also Baron Ehrfurt and a female retainer he did not recognize.
Aurora's golden hair was swept back by two inlaid combs, and she was wearing a long blue tunic that came to her knees and was belted. Her slender legs were bare, as were her small feet. She smiled warmly. "Hello Thomas. Why don't you come and sit down?" A cross twinkled in the light, hung around her neck.

Thomas definitely looked a little different. There was something in his manner, his face, that said he'd grown up a bit since last they met. However, the grin that split his face had all the boyish charm he'd displayed on the previous visit. He bowed deeply to everyone of rank in the room, though the only person he actually looked at was Aurora.

"Great to see you again your Majesty," he returned her greeting, taking the offered seat. "You look beautiful." A standard small talk greeting, though Aurora probably knew it wasn't just a pleasantry. Unlike many people who flipped such compliments at ladies of rank out of pure habit, Thomas meant it.

She was very pretty indeed today, he noted, though he could not recall a time when she hadn't seemed pretty to him. That brought up the stinging memory of the first time he had complimented her on her looks, but he quickly suppressed it. She knew he took her seriously now. At least, he hoped she knew.

Aurora blushed but laughed softly, curtseying and saying, "why, kind Sir..." she looked pleased however, and indicated a chair. "Please...do sit down. Were you very frightened, Thomas? Was...was it awful?" she suddenly felt her throat clench. She was so glad he was alright...it seemed to bane of leaders and their families in this world to dread the threat of kidnappings...
Glorious Humanity
07-06-2004, 00:01
"The kidnapping, I suppose you mean," Thomas replied as he settled into the chair. "Well, I was treated okay, for a prisoner. That's what they treated me like. A prisoner of war. There was no rope or duct tape or any of those things you see on TV. They took me to Degrass and put me in a cell in the military prison there. I was fed, taken care of, allowed to get a little exercise."

He paused. "My guards all wore Army uniforms though. That was what was really bad. Every single person who was keeping me from escaping was wearing my country's uniform. Those are supposed to be the people that protect me. Anybody with that uniform is supposed to represent safety and defense. But the man who was going to shoot me when the rescue team arrived was wearing that uniform. I think that was the worst part. A guy who two weeks before I would've gone to if I needed help was going to shoot me."

Thomas looked down at the table, remembering the gun pointed at him. He remembered how it had felt to know, to know, that there was nothing he could do to prevent his own death.

"It's scary," he said quietly as he looked up again. "It's terrifying to realize you're about to die and you can't stop it. The team was only a few seconds late, but if the gun hadn't jammed I wouldn't be talking to you. It was that close." He took a deep breath and shrugged. "Well, it jammed, and I'm here, and everything worked out okay."

Aurora remembered their meal with fondness. It had been all innocence, and yet not somehow. Somehow, it was, for her, more charged than being in a sauna with him. She noticed him watching her eat; she found herself enjoying the way he spoke. Inside she wondered how wise she was being but couldn't think how to stop it.
These thoughts distracted her. He had promised to go to Church with her. The thoughts of this made her focus on what she had to do. With that thought butterflies also came, making her stomach tremble with anxiety.
Taking a deep breath, she as per custom stood naked before her ladies in waiting and matrons of honour, and was dressed from head to foot in her ceremonial garb.

The Audience Chamber of the Crown of Lavenrunz

Chamberlains in gilded coats, equerries with silver and black uniforms and swords, Cavalier Guards with burnished breastplates and plumed helmets, courtiers in ancient brocades and coronets made a subtle and intricate dance of devotion to the Monarch, Aurora I, Empress of Lavenrunz. At her feet crouched the glaring Thirty Camelias, a large she-leopard, whose blazing yellow eyes swept the crowd purposefully. The old Archbishop Heinz Wittmar, wispy haired, parchment skinned, blessed the youthful ruler as she knelt, her robe gold cloth with the roaring crowned heads of leopards and crosses.
Along with the courtiers there were ambassadors, cabinet ministers, members of the Volksraad, generals and admirals present. In the galleries and halls and in the room itself, were secreted Imperial Security Service and Jaegers in disguise.
The Empress’ immediate family, represented by Archduke Carl, her maternal uncle, and Archduchess Raven, her adopted sister, flanked the Monarch as she rose after the Archbishop’s blessing to sit upon the throne.
All bowed as she walked up the dias, and remained bowing till she had sat down.
Her voice was young but clear. “This has been a hard time for our country. But we are going to set some things right. First of all: I am accepting the following bills that have been put before me on the part of the Volksraad.
“One: a bill to improve health care in retirement homes and veterans homes.
“Two: a bill which will increase funding for natural gas exploration.
“Three: a bill to increase funding to the Ministry of War.
“Four: a bill to increase funding to the Arts programs in Imperial Universities.
“Five: a bill to give representation in the Imperial Volksraad to the Muslim subjects in Surya.”
Count Mirbach suddenly clenched his jaw, realizing that the Empress had no intention of mentioning the nonhumans bill.
The Empress met his eyes.
“I have also agreed to increase our troop strength in North Star with the aim of pursuit of victory over the United Muslim Brotherhood. Those who threaten our nation and do not seek any form of peaceful negotiation are going to be slaughtered.”
No one could, of course, express approval—since that would indicate possibly expressing disapproval but there was an increase of excitement and tension in the room.
“However, the conduct of the war is deplorable. Casualties have been too high, and I find that the grand strategy was very bad indeed. Furthermore, weapons of mass destruction were used without my authority. This has forced the policey of the nation towards North Star.” The Empress smiled coldly. “Those responsible for failure and disloyalty will be arraigned after this grand audience by the new Imperial Censor—Colonel Una Zimmerman.”
The dark haired green eyed young woman, wearing a formal blue dress uniform, bowed as her name was mentioned, but had her eyes lowered, her expression demure as befit one overwhelmed by the honour of the appointment.
“As to the civil war in Glorious Humanity—we will be increasing aid there to include two carrier groups, which will be added to Admiral de Goethe’s command.” Continued the Empress.
“I am proclaiming a day of national prayer for the victims of the bombing three months ago by the terrorists of the United Muslim Brotherhood, and for the casualties of war in North Star and in Glorious Humanity.
“Finally: I am vetoeing the following bills.
“One: the bill to permit bondage and discipline advocates to openly practice their trade. I believe that this encourages promiscuity and immorality.
“Two: the bill to put reckless drivers to the death penalty. I am instead recommending that the Volksraad pursue other options.
“Three: the bill to deny nonhumans citizenship. I believe that the Volksraad should again pursue other options.”
The Empress nodded to the Imperial Grand Chamberlain, Count von Chemnitz, who was wearing a white and gold uniform glittering with decorations. “Her Imperial Majesty will now receive petitions...” he intoned loudly. Among the ‘petitioners’—not necessarily those making appeals but those wishing to directly speak with the Monarch—was Archbishop Kronstein, envoy of Pope Leo himself.

Jarret Sargos' office door banged open, and the ambassador and Thomas strode in, laughing. They both fell into chairs, still blowing off mirth. Finally, when they'd calmed down a little, Sargos shook his head.

"Well, she made her point abundantly clear."

"Were you looking at Mirbach?" Thomas asked. "I thought he'd go nuclear when she announced the bill wasn't passing on top of everything else."

"He was in a right proper state, for sure," Sargos agreed. "That girl has some steel in her spine. You've got a hell of a girlfriend, Thomas."

"She's not-" Thomas started to answer automatically.

"-your girlfriend," Sargos said at the exact same time Thomas said "my girlfriend." That set them both off again. When they were finished laughing Sargos flicked his computer on and started to type up his report to send home. As soon as he was allowed to leave Thomas went out of the office to write a message of his own.

Dear Aurora,

I was with the ambassador today when you made your proclamations. You were great up there! I think you're going to do very well ruling Lavenrunz. You've impressed me for sure. I look forward to talking to you face to face again.

Affectionately,
Thomas

The Autumn Palace, Lavenrunz

Chancellor Mirbach, Foreign Minister von Effner, the Archbishop, Heinz Wittmar, Archduke Carl, and Claudia der Waal all rose and bowed as Empress Aurora entered the room. Thirty Camelias prowled past her and sat at her feet. She said, “Please, sit down.” Not far off, the new Imperial Censor, Colonel Zimmermann, stood quietly, her green eyes cool as a cat’s.
Aurora glanced up at Baron Ehrfurt, who whispered something to her. She nodded. “Chancellor, you and the others here are the senior members of the State Council. Now: I understand that apparently you feel very strongly about pursuing this nonhuman bill, Chancellor.”
“Majesty, I believe in every word I spoke during my speech regarding it. Furthermore, I acted only in the interest of the nation.” He said firmly. In fact, he was disquieted at this summons immediately after the Empress had held court.
“Which is also why you want an alliance with Dor Daedeloth, and wanted us to be in Greater Prussia.” Said the young Empress pleasantly.
“It is of the greatest importance, Majesty. It would be a denial of—Majesty, all reasonable people agree that Metus is the most powerful treaty in the world.” Karl von Effner stated, his fierceness only slightly subdued.
“I understand. But forgive me—I’m barely more than a child and don’t perhaps understand these things.” Aurora smiled almost shyly. “But tell me: why is it that Metus, which contains such nations as Iesus Christi and North Star, who have always turned on us the moment there was the slightest disagreement, and also Dor Daedeloth, which genuinely and nakedly has hopes to dominate the world, is better than relying on building our own alliance?”
“Majesty, it is sometimes wiser to build in terms of existing realities rather than ideals.” Said Count Mirbach with grave respect. “I realize that there are sacrifices we would have to make...but surely it would be better to deal with the fact that the Metus powers at least respect some of the ideals this nation stands for.”
Empress Aurora raised an eyebrow. “Really. Dor Daedeloth stands for ideals we stand for? Like what? We stand for free trade—they want to restrict us in trading with a major economic power. Iesus Christi? Their idea of Catholicism is murdering priests. North Star? You said yourself that they practically betrayed us in Tovin with their barbaric lust for vengeance. Kalessin? A nation which practices slavery and sorcery? It seems, Count Mirbach, that you just want to be on the side you think is going to win. You are avoiding the fact that we are a winning side, whatever the fools that have tried to oppose us think. As for Greater Prussia: they are protestant xenophobes who turned belly up to Morgoth the first moment that he asked them to sign a treaty. And Viktor is a dictator. I know he means well, but I have no intention of Lavenrunz being ruled by anyone except me.”
Count Mirbach was shocked. “Majesty...we have been negotiating for months with Lord Melkor’s envoys, you yourself entertained the envoy of Kalessin, visited Iesus Christi—for what?”
Empress Aurora was no longer smiling. She was very still, almost unaturally so. “That was to convince the whole world that we do not do anyone’s bidding. And if anyone still thinks so—more fool them. So, Chancellor, I of course want friendly relations with all the nations we are dealing with, but I have an idea that we should simply build our own alliance more formally of those nations that are already our friends. Those who really aren’t, well, we know who they are.”
Mirbach couldn’t believe his ears. If they had been alone, and he had posessed a weapon, he would have killed the little bitch on the spot. How dare she make a fool of him like this! Von Effner was a furious red; der Waal was still recovering from choking on her tea.
“Majesty, that cannot be done! To reverse such policey—“
“Chancellor Mirbach, you are forgetting yourself. You are elected to advise me, and I must consider your plans. I have done so for months, and have decided that I don’t like them. Really, this is a side issue, because I’ve vetoed the nonhumans bill and I might as well say now that I’ll veto a treaty with Metus too. What I really wanted to ask you about was this matter of North Star.”
Mirbach stared. “North Star—well, Your Majesty approved the bills regarding it.”
Karl von Effner added, “And a conference has been set with—“
“Excuse me, Minister, I know that. What I mean is: as Chancellor you received regular reports from the front and yet did nothing to stop the carnage in Tovin or the poison gas attack.” The Empress said severely. “And you acted rather in haste, on reflection, didn’t you?”
“Majesty, I acted in good faith because our people had been attacked by terrorists!” Count Mirbach said coldly.
“So you did order the gas attack?” she asked softly.
Von Effner winced. Mirbach paled, as did Claudia der Waal. The Archbishop crossed himself. Archduke Carl looked at his niece as though she were an apparition, as if he did not recognize her.
“Mirbach, what are you saying? That you permitted the rape, murder and use of poison gas on a civilian populace? That you acted in haste rather than in wisdom, permitting hundreds of our troops to die needlessly?” Aurora shook her head, her blue eyes cold and triumphant. “How can you possibly pay for your terrible crimes?”
Mirbach could only stare, like a man who came back from a splendid vacation only to find that his house had burned down.

"Well," the silver-haired man says, "this is the present I was talking about."

The kzintosh's ears twitch a little. "It is appreciated... now it all makes sense. The convenient leak and the involvement of the press..."

Razak nods. "I was just working for someone who was working for someone. Had very little to do with it personally."

"It is still appreciated." Speaker nods a little in thought. "I believe it is time to write another letter, Antarctica notwithstanding."

Empress Aurora I:

On behalf of my people and our memories I thank you. You have honored yourself, your line, and your people.

Karl von Effner shook his head. Who would have believed it? Mirbach's whole government was foiled by the fact that he had deliberately appointed a genial nonentity to be Vice-Chancellor, the end result being that the lugubrious and pedantic Ludwig Schnorr was now the head of the Empress' Government.
Mirbach was now at the Fortress of Matthew and Mark, being questioned. He himself had been grilled, but at least he could honestly say that he had been no party to any conspiracy against the Monarch. Von Hentzau was in a similar position, though both were guilty as hell of trying to abduct Aurora at the ball.
Now he had an opportunity to do the one thing that could keep the nation strong and make Mirbach a side issue: pursue victory in North Star and in Antarctica.
As the short but fiery Foreign Minister sat down in the chair occupied by great minds before him--Potsdorf, Konigsmark--he began to pen the first of many letters to foreign leaders.

Aurora boarded the Arctika class Destroyer Mittendorf with her heart singing. The letter from the leader of Scolopendra was something she would treasure always.

She had replied. And her mind cast back to that fateful day in the southern mountains when she had met secretly with Nathicana and Sirithil nos Feanor to plan the defeat of Mirbach.
She had no real experience of politics--but she was observant, intelligent and she could play chess several moves in advance of an opponent. The various pieces on her board might have been shocked to know their names and positions...

aliria left the country quietly, after looking for the rest of her simple luggage at her last residence. She looked for the kind maid that helped her when she arrived there, but she didn't find her, probably she was enjoying of her free time, riding her bike on a sunny day as she told Aliria.

She left to the airport, again using her disguise to not be recognized, after all, the people was celebrating something in the street, probably the passing of that thrice damned bill about non-humans. She finally took her plane to New York, hoping that once in the cosmopolitan city of Gregory she could forgot the bitter swallow of Lavenrunz. That happens to me because I always give myself false hopes. I need to make myself harder a little, she thought as she finally take a sit on her flight.

Hours later she came out in the crowded airport of NYNJ, and took some time to grab a newspaper and read it for a little, meanwhile she waited for the arrival of the diplomatic shuttle to the Craftworld.

Empress of Lavenrunz vetoed the Non-Human Bill, said in the second page of the international news section, and she opened her eyes wide as she read the information regarding the final decision of the Empress Aurora and the last fate of Mirbach. When she finished, she didn't know if cry or just laugh. She decided for the latter as, after all, it was a good new, and thought about how ridiculous and brash was her decision over there in the Land of the Leopard, as she liked to call the Teutonic empire.

The little elven Princess laughed a lot in the crowded waiting hall of the New Yor airport...and was still laughing when the shuttle arrived almost an hour later, the officers of security still puzzled, trying to understand what was so funny about the matter.

SUBJECT: A Personal Request

Greetings and best wishes your Majesty. As acting Head of State, I am contacting to discuss several things, including a personal request from the recovering Royal Couple.

First, I would like to honor our two nation’s friendship by pledging our continued support for your glorious nation. To further this, I would like to personally inform you that the Imperium will be support Lavenrunz's claims to Antarctica. We wish you the best in that endeavor and will do our best to help you with it. We are ever your friends and allies, no matter what happens.

But, to business. As I am sure you know the Royal Couple were recently the victims of an assassination attempt that nearly claimed their lives. They are now recovery and would like to request a visit to your nation to recover from their injuries. In the past, before when they were engaged they once visited Lavenrunz before, and in remembrance of that trip they would like to again. We would be most honored if you would allow this; they very much need the time away from the world to heal.

The attempt was more trying on them than is generally known. The physical wounds were severe, but the mental wounds go deeper. It is only known to their closest friends, but the Queen was newly pregnant at the time. The trauma of her wounded ended that, and it is a great loss to both. They are deeply saddened and we their friends are worried for them.

It is for this reason that I must also thank you. They have been closely following the Recent Events (http://www.nationstates.net/forum/viewtopic.php?t=152513) in Lavenrunz and upon learning the news of your actions, it brought a brief, but sincere happiness to them. It was a glint of sunlight in these dark times for them, and I thank you for it.

They are very much hoping and looking forward to recovery in your nation. If this is possible, they would like to stay for the most part, in secluded manor. They would also like to visit with you, hopefully after your return from the Antarctic. If this is possible, I would ask that you keep the conversation away from world events and politics, they are supposed to be recovery and there is ever a problem with them trying to fulfill their positions. (It has taken an entire medical staff and the Praetorian Guard to keep them in their beds.)

There are of course security considerations, as the ever overzealous Praetorian Guard keeps bringing to my attention. But, I am sure the Praetorian Guard and your own people can easily work this out. This trip would remain generally low-key until they have partially recovered.

I hope the necessary arrangement can be made, if this vacation is alright with your honored self. Thank you for your time and consideration; it is always a pleasure to have the privilege of your friendship.

Always at your service,
Nathan Lamb

To: Nathan Lamb

I have never stopped feeling bad about what happened back in that dark time. It is the most awful thing that I can imagine for a loving couple of whatever rank, in the midst of their having a child, for them to get attacked like that. For it to be the people who are your leaders, who represent your hope and glory, it is somehow worse. My prayers go out to them, and if they don't think that this is a bad place to come to, I would be very honored if they did.
Thank you very much for your support. Let us call this a rebirth of friendship, that will last for many lifetimes.

Your Imperial Majesty,

Your friends in Knootoss would like to express our great thanks at your vetoing of the Non-Human Bill. We share the common conviction that this bill would have done much to worsen the rights of those in Lavenrunz who could be proud of their Lavenrunzian citizenship despite their different genetic background. In the words of Alexander von Humboldt, “There are no inferior races. All are destined equally to attain freedom”

We wish you strength and wisdom in the coming time; to continue to govern the Teutonic Empire and be a voice for all of its peoples. Today, we are all Lavenrunzians.

Gratefully yours,
