You declaring martial by say you do, and even better, if you decribe it, like whats happening, and why....you can do anything, as long as its within reason, you just gotta roleplay it, it mihgt look something like this
At (insert time here) in the nation of (name here) The militay and goverment have declared that martial law is in effect tunil such time as (insert crisis or reason here)
or write a sotry about it, form the ppersepctive of a solider, a citizen, your leader, ANYONE, its all fair game
