My nation consists of earth on top of millions of empty plastic bottles. We float, and as such, we are never in the same place. Because of the fact that we can't sustain much plantlife, much of our land is barron. I am planning to ask my nation to raise taxes 1% to pay for the development of this area into a vacation paradise for people who want to sail the seas, but don't want to be limited to a ship.
I am currently looking for bids on labor and materials from other nations. We obviously don't have the resources on my floating nation.
