Once again, no. Militaries numbered in the millions are just ridiculous. Unless you're participating in an all-out war, there's just no justification for the drain on the economy. Someone who maintains a huge military without having a need for it should be expecting an imploded economy before long.
I'm not happy about the 7 million I'm using for the latest war, but when I mustered I was expecting to be going into the fight of my life. Once the threat has passed, most of those personnel will be phased out and returned to civilian activity.

Or maybe you should reduce the population percentage. There's just no way an army of tens or hundreds of millions is feasible, even in reserve. For one thing, you couldn't hope to equip them all.
