When Strangers Meet (Omz-Lietuveska Diplomatic RP, Closed)
Headquarters of Ministry of Foreign Affairs, Downtown Osaria
Press Building #1
10:22AM
This day isn't a special day, even though it is still sunny as usual in the northern ranges. No, it isn't the looming threat down south, and no, it isn't the recent 'incidents' with the military administration and the government. But yet, the day is still special for the Foreign Affairs Ministry -- they are going to meet someone new. Much like a first date, except that this is between 2 nations.
The press room of the huge (and guarded) Foreign Affairs Ministry complex, is a beautiful structure. Glass covered the whole building, and concrete providing support for the massive building -- although still compared small to the actual headquarters. A flag of Omzian Nation blew overhead, and the national emblem hanged. Inside, a massive group of people -- mostly Foreign Affairs Ministry officals and the press -- gathered. Endless amounts of video cameras were set up in front of the podium, and impatient journalists held their weight on the chairs, waiting to get ahold of the news.
A young man -- wearing a black business suit and a blue tie, walked towards the podium at a great speed, while trying to not make the speed obvious. Slowly, he turned his lead to the left as he was behind the podium and spoke, in ahead of the national emblem and the portrait of Oma Zee (the founder of the republic).
"Omzian Democratic Federal Republic, in consultation with the Parliament and the Administrative Council, and in previous contact with the nation in subject, would like to announce that the invitation sent to the United Socialist States of Lietuveska and its Foreign Affairs Ministry has been accepted by the new Lietuv Foreign Affairs Minister.
"The invitation, a formal offer of the establishment of diplomatic relations between Omzian Democratic Federal Republic and the United Socialist States of Lietuveska, offers the Lietuv Foreign Affairs Minister to visit Omzian Democratic Federal Republic and investigate the possibility of further relationships between the two nations. With the Lietuv side accepting the offer, the minister will visit Omzian Democratic Federal Republic for a reasonable time, and explore the Omzian culture, the Omzian government, and the Omzian military. Through this, we will set new horizons and place new stepping stones for both nations' relationships, as both sides are looking forward to this great meeting.
"With this announced, Omzian Democratic Federal Republic would also liek to congratulate the new Lietuv Foreign Affairs Minister, Minister Nathan Korvana, for his new rank in the Lietuv government. On behalf of the Omzian Democratic Republic President, Vice President, Foreign Affairs Minister, and the Administrative Council, I express my great hope that this meeting will bring the two nations closer and closer."
Finally finished the announcement, the spokesman quickly faced with the burst of questions by the press, as he patiently answered the most important ones, which costed another few minutes. Concluding that, he dashed towards the left at a fast speed, as another officer stepped out to make a final comment.
With this, the gun near the racetrack between Omz222 and Lietuveska fired again, giving a signal to start -- the start of new relations.

The large, old Foreign Affairs Ministry building in Hvittsted was standing stout on the outskirts of downtown. The old, exquisite building was full concrete, with small, tinted windows. In large letters at the center top among intricate design it read "LIETUVESKA MINISTRY OF FOREIGN AFFAIRS". The building was old on the outside, but stunningly new on the inside. The floors were complete marble, and there were dozens of chandeliers hanging in the main lobby. The walls were a deep blue glass, and many rooms and chambers branched off. The Press Room was the largest connected to the lobby.
Dozens of reporters, television cameras, and photographers were in the room. Others were milling about, mostly Ministry staff and aides. One such aide stepped up to the podium. "Please be seated, as Minister Korvana will be arriving momentarily." All sat down politely, and still talked rather quietly.
Nathan Korvana came in the room, wearing a dark blue suit and a light blue tie, with a white shirt under. He smiled at all in the room, and began.
"The Omzian Democratic Federal Republic, a nation of great history and power, has personally requested before this meeting that I visit their esteemed country. As a standard of embracing international visits, I gladly accepted the offer.
"It is my desire to reach out to nations of varying backgrounds, histories, and cultures. It is my desire to make many friends and few enemies for Lietuveska. And there is one major way to do that. That major way is to personally extend my greeting to those nations.
"Omz shall not be the last nation that I come into contact with, and I will gladly set up more meetings in the future. I have full intentions of returning to Lietuveska after meeting with Omzian officials to announce a new friendship. With hope and faith, I bid all of you adieu."
He stepped out of the room, answering only one question. "The date which we have planned has not been decided yet."
Public Statement by Foreign Affairs Ministry, Foreign Guests Affairs Management Board
As with Minister Korvana's cocnern, he may visit Omzian Democratic Federal Republic anytime during this month, although for security we'd much suggest the minister to initate the visit within a week. The visit, as mentioned before, will be lasting a few days, most likely between 3 to 4 days. Be assured, Minister Korvana will be under full protection within Osaria. In any emergency, we will handle them swiftly and efficently.
Once again, we welcome Minister Korvana and Lietuveska with our open arms, to open this new stream of relations.
Signed,
Gansar Lona
Minister of Foreign Affairs

Letter to Omzian Foreign Ministry:
Security Level: High
Recipient: Omz222 Ministry of Foreign Affairs
Sender: Lietuveska Ministry of Foreign Affairs
It is an honor to be arriving in the Omzian Democratic Federal Republic within the coming days, and I am most excited to spark new relations. I must admit my true and heartfelt passion to make many friends for the USSL as we progress further into the 21st Century.
I must also admit that I am concerned about security, though I do not intend to delay my visit to your nation. I have already contacted our Defense Minister, who has promised an escort of 5 F-22 Raptors. However, I must be assured that there will be full and tight security once I enter Omzian borders. If there should be any attack on any Lietuv property, we will be most upset.
I will not bore you with details of a wrecked diplomatic mission, and I am sure that Omzian officials well know the consequences. I put my full trust to the Omzian Democratic Federal Republic, because I know that your nation's people have the intelligence to know right from wrong.
I have decided, if it is alright, that I shall fly to Osaria on February 27. I must thank you for allowing me to stay there, and I am sure that it will be a worthwhile visit. I plan to leave on March 3, as I must return to my office to schedule more international visits.
In hopes of meeting soon,
Lietuv Foreign Minister
Nathan Korvana
OOC: For any idiots out there, the "high" security label means you didn't see that letter ICly.
OOC: A bump. Once Lietuveska's foreign affairs ministers makes the decisions ICly, I'll RP the arrivals.

Top Military leaders Willing to Step Up Military Coopreation with Lietuveska
June 16
OSARIA (OTN) -- Today, at a press conference addressing the diplomatic arrangement with Lietuveska, top military leaders from the Military Administration Office and the Military Department of Public and Foreign Affairs, has mentioned that the OHDF is willing to step up military coopreation with the Armed Forces of Lietuveska.
"It has been known that we, the military, is also prepared to welcome Lietuveska to the new meetings," Military Administration Spokesman Colonel Jan Vanska commented during the announcement. "As with this, the OHDF is willing to step up coopreation at all areas with the Armed Forces of the USSL, and is willing to assist in areas of training and expertise, technology, and the general relations between the armed forces."
The Air Force Administration spokeswoman, Major Sandra Long, also added another comment during the press conference. "With talks going with top Omzian military contractors, we can assure that the USSL military is supplied with the latest and economic equipments from the contractors. We are pretty confortable into striking military arms sales contracts with Lietuveska."
When questioned on what "training and expertise" the OHDF will offer to Lietuveska however, Col. Vanska replied. "We hope that we could provide top-class training to Lietuv serviceman, plus joint exercises in favor of both nations' homeland defence."
When asked about financial support, Vanska commented, "that is a possibility."
Finally, the spokesman commented on that they are looking forward to meet with the Foreign Affairs Minister of Lietuveska to discuss the general relations between the USSL and the ODFR.
OOC: To avoid confusion and the likes, I will be posting the response to the letter in this post. Hope no one minds.
Also, to avoid further mess, I will take Feb. 27 as June 20

Subject: [Omit]
Surely, it is an honour to have the USSL to visit the Omzian Democratic Federal Republic. Not only us Foreign Affairs Ministry, but all of the Omzian government, military, and the people welcome you to our homeland. We are willing to show you who we are, our motherland, and our culture.
Security is no problems, as the situation hasn't esculated from southeast Omz222. Osaria is not only under the protection of the web of the OHDF forces, but also the volunteers and the people. The escort is no problem, as the Air Force, the Army, and the National Air Defence Command are all informed of the escort. Be assured, Osaria is under full protection against enemy air strikes, missile strikes, and infiltrations by enemy forces. If the situation changes, we are prepared to put you into full protection. However, we must advise the Lietuv Foreign Minister to arrive as covertly as possible from the north of the nation to avoid enemy plots. Once entering Omzian territory, the plane will be under full protection by a coordinated air defence force. We thank the Minister for his trust in the homeland defence of Omz222, and the defence of the minister.
We are looking forward to meet you. It will be most certainly a pleasure meet.
Best hopes,
Gansar Lona,
Minister of Foreign Affairs,
Omzian Democratic Federal Republic
Vansark Air Force Base
18km South of Osaria, 10:22AM
June 20
The huge airbase was certainly an amazing sight for any air bases inside Omzian Nation. A total of three major runways gathered, with another bulk of fighter aircraft, attack aircraft, Boeing airliners, and C-130 Hercules lining up on the tarmac. Some fighter aircraft also circled overhead in the sunny, cloudless day, while some airmen and pilot gathered at one place for something. Today is a special day. No, it isn't a military exercise. It is the arrival of the Lietuv Foreign Minister.
A delegation team was already waiting. Composed of a group of people from the Foreign Affairs Ministry, the Parliament, the Internal Affairs Ministry, and even from the military, gathered on the ground. Now they await.

OOC: I'll just skip the takeoff and go straight to the landing.
IC:
The plane flew high over Omz, coming in from the North. Foreign Minister Nathan Korvana, along with 15 other officials from the Ministry of Foreign Affairs, were preparing for landing. Several unarmed bodyguards were also on board, and they would also get off at the landing site. Also coming along were two gotens from the Getczechen. (senators of the legislative body of the USSL)
The plane started its descent to the ground, with the normal vibration and shaking as it hit the runway. It sped down the runway, the tires squealing against the pavement, as it slowly came to a halt. The plane's side door opened, and slowly stairs descended. A blue carpet was rolled down, and Nathan Korvana made his way to the bottom, followed closely by his entourage.
He smiled at all of them as he stepped down the stairs, looking very important in his navy blue suit, and bright blue tie. Nathan always made a point to look educated, and never slumped when he walked. As he approached the bottom, he said in a very matter-of-fact manner, "Good afternoon. It is a fine pleasure to meet you all." He assumed they knew who he was, so he didn't bother introducing himself.
Ganon Loran stepped slowly onto the blue carpet, his black shoes tapping down and leaving marks. Dragging his red tie for a last time, he is a tall man. Wearing a black suit, a blue tie, and a badge from the Foreign Affairs Ministry is all that he would wear, for a young man like him.
A smile formed on his face quickly, as he looked at his Lietuv counterpart through his crystal-clear glasses. Extending his hand for shaking, he quickly said with an enthusiastic voice. "Good afternoon to you too, and it is a pleasure tro meet your delegation too. My name is Ganon Loran, a representive of the President of the Republic as he is on another visit. On behalf of the President and the Foreign Affairs Minister, welcome to Omzian Democratic Federal Republic."
A gathering of black limos is already forming behind Loran, as the military officers and other Foreign Affairs Ministry officials moved slightly closer, looking at their Lietuv counterparts, not so far away.

Nathan was pleased with the very friendly remark, and thanked Mr. Ganson. He looked over the limos, and then looked off around him. He concluded that the Omzian Democratic Republic was a very busy place, and was very important in world decisions.
As he was led to a limo, he said, "I've been wondering just how powerful your country is...I mean, I've heard many stories, but surely one nation cannot be that powerful."
OOC: Sorry for the long wait and short post.

As he was led to a limo, he said, "I've been wondering just how powerful your country is...I mean, I've heard many stories, but surely one nation cannot be that powerful."
Mr. Ganson slowly entered into the "lead" limo after Nathan as a friendly Omzian gesture, feeling the huge contrast between the shining summer sun and the cold air inside the air-conditioned vehicle. Closing the door softly by himself, he quickly signaled the driver to start the trip towards downtown Osaria. Military Humvees escorted the limos, and they can expect happy citizens welcoming them -- and the nation, Lietuveska.
However, to promptly respond to the Lietuv minister, Mr. Ganson replied, "oh we are not all that powerful. The war days were previous matters, and it costed us hugely. Although we are a pure defensive nation right now, we are still able to prevent the enemy forces to get beyond the invasion point in Sniper Country's invasion, if you haven't heard. Unlike what we were, we obviously aren't warmongerers anymore. We simply seek peace, while maintaining our lands and take care of our personnel overseas."
Thinking about the topic in a brief second, he continued. "Powerful doesn't also mean military might in our view, it also means the capability to persuade the people and the capability to procure peace and stability. As Oma Zee -- the founder of this Republic -- said, 'the mass destruction of an evil isn't a lesser evil'".
OOC: Sorry for the long wait and short post.
OOC: No probs, while you weren't posting I'm learning more about world navies

Nathan nodded to his statement. "Yes, I completely agree. I believe that power is not in the eye of the beholder, but in the eyes of others. One cannot have true power unless one is popular. I have stuck by that philosophy for most of my life." He turned slowly and looked out the window, and saw the many buildings of Osaria. "You're capital is quite elegant..Hvittsted is much older and filled with history. Of course we've zoned off a new sector to pave way for a new Embassy District, as well as to provide area for business, even though it is state-owned. Speaking of, what is the economic position of the Omzian government?" Nathan turned and looked at Mr. Ganson as he spoke.

Mr. Ganson looked outside with a smile. "While, Osaria was a beautiful city, filled with history, until it was carpetbombed by the military government forces at the end of the Second Omzian Civil War between the socialist rebels and the military dictatorship. But through developments, Osaria is indeed a beauiful city that serves as a nerve of the Omzian government, though the economy and the military headquarters much take place in Kanze, the so-called 'Osaria Junior' which is in the south of Osaria."
Turning to Nathan, he spoke again regarding the economic policies. "Oh, we are much open in the area of economics and free trade, and we are building a new market-oriented system from the socialist system we had in the Oma Zee era. Though there are still many state-owned corporations, private corporations and enterprises live happily under the umbrella of protection acts and granted freedom lately in the Earuage Ukan era. As well, we welcome any international trade, and are very keen to both strengthening our economic power and assist other states too. As always, a military nation with a weak economy is equally weak, and our docterine and principle is that an open economy is the key to success in the nation."

"Ah yes, of course. Lietuveska is much more socialistic, though I was as stunned as any when I realized our economic ranking went up to Frightening. Most people tend to think that socialistic economies cannot make it in a world of free-market systems. While Lietuveska's has moderated very much since Soviet occupation, we still provide an example. However, with the recent wins by the LCP in the Getczechen (legislature), I'm sure that we'll be more on the capitalist side...Either way, President Weston has supported free trade for a long time, though he first opposed it when he was first elected about ten years ago...
"Speaking of. The Lietuv Conservative Party is likely to try to pass new legislation turning our nation into a parliamentary government. Of course I won't be affected by this too much, as I am rather separate from the President's administration. It is an odd tradition, no doubt, but in Lietuveska the Foreign Minister is elected separate from the President's administration. Anyway, most people are expecting political pressure to be high, and it's likely that Chairwoman Lashira Vladonski will take on the role of Prime Minister sooner or later. Would you support her ruling? I have spoken with her several times. The only major difference between her beliefs and those of the Social Progressives Union, which the President is a member of, is that she is for a larger defense budget. I think she said about 10% of the entire budget. How would Omz react to her new rule? A forceful, unfair take-over or a way to help change Lietuveska? She has made plenty of statements wanting us to remain in UnAPS, and has constantly confessed her admiration for Knootoss. So..what say you?"
(OOC--Lol, sorry, I kept dragging that out. :P )
The Omzian man looked at Nathan as he spoke, before turning his head slowly and opened his mouth. "That's great to hear, and with the congratulation being ready to be sent, we are sure that the LCP can bring Lietuveska more benefit and wealth than harm, and strengthen relations between our two nations. In my personal view -- plus the view of us from the government -- a parliamentary system would bring mroe benefit as your nation walk away from a command-oriented and authoritian government."
Checking their location by looking at the window, he returned to the reply in a quick snap. "Of course, our main view is that we support the party which will bring, in our opinion, the most benefit overall to both the status of the nation in the international stage and the relationship between our two nations. We can perfectly understand a larger defence budget, as this is still different from creating a more aggressive foreign relations policy. But from an overall view, we are much personally grateful that she is in rule, and we are sure that she can function well inside your nation."
However, as the group of cars and automobile moved inside the city, motorcycles from the Armed Police began their company. It would be a short time before they arrive at the destination. Such a hot day, the Omzian man thought inside his head as a tiny amount of solar light slipped through the thin glass...

Nathan smiled and nodded. "Yes, I've always wanted a change to a parliamentary democracy. I will not be surprised if the change happens while I am here. I can assure you that my visit will not be affected by it."
Wanting to add to the conversation, Nathan thought of what they could discuss. The impression he had received of Omz so far was that of a very peaceful, socialist turned capitalist, internationally active government. Nathan had read about the far distant past of Omz, and wondered how much of it had carried to the present day on his way. He now knew, however, that the Omz was the total opposite that it was several decades ago.
Nathan looked out of the window, squinting his eyes in the glaring sun. He wondered what they would be doing today.."So, what exactly did you have planned for today?"
Mr. Ganson grinned and responded. "Of course, there are many changes in Omzian Nation. This nation's changes are just amazing... Ten years ago we still see an one-party dominated socialist government, just opening its door for democracy, and now we see a full democratic government moving towards a full democratic system. That's our goals and the benefit of the former President Ukan's janovarka movement: through an evolution, we hope to achieve a newborn democracy and abooming market-oriented economy. The old socialist system and economy is frankly, obsolete in our standards, and even the Socialist Party themselves are changing policies. Although obviously, I'm not afflicated to any political parties. But I'm sure that your fine nation is changing as fast as us, and are moving towards the glory and the international stage faster, Mr. Korvana."
It was a sudden moment before the car limo came to a slow descend in speed, and eventually stopped. but nonetheless, Ganson answered. "We are here, but anyways, our plan is that for day one you will meet with the Omzian Interim Foreign Affairs Minister Yanovan and introduce you around the government. Later days however, we got some suprises and twists, we hope that you have an exciting visit." He smiled, as he opened the door himself, as a gesture of welcoming Nathan to the nation, within Omzian customs. Holding the door, he said to Nathan, "welcome to Omzian Democratic Federal Republic".
The first sight he saw was the same: A beautiful-decorated and modern-looking headquarters, which looked much taller than what people might as perceived as the building formed an arc towards the group of limos. There it hangs at the front: the Omzian National Flag, the five-star coat of arms, and the sign:
OMZIAN FOREIGN AFFAIRS MINISTRY HEADQUARTERS
OMZAEN UAVSANOP OBIEANVOLUE TANAOVANS LEN CORANTE
----------------------------------
OMZIAN DEMOCRATIC FEDERAL REPUBLIC
DAKARIE UAVSAKA OMZAE
He looked at the Omzian Honour Guards, who has been saluting thee guest and Ganson, as Ganson returned with a quick salute. Turning to Nathan again, he formed a wide smile on his face and spoke again, "welcome."

OOC: I'm going to act as if several weeks have passed for RP purposes. Hope you don't mind.
IC:
Nathan Korvana had already received a call that a new prime minister had been elected, and that his nation was now among the ranks of conservative powers in the world. He had already known that Allanea was warring with the UnAPS, and that his nation was aiding, though little, in the great fight against Allanea. But the call he would receive that awoke him was one he had not expected...
The phone rang, and Nathan jolted awake. Rubbing his eyes, he answered. "Nathan Korvana, Minister of Foreign Affairs." His aide told him the situation, and said she'd be going underground. Nathan was obviously shocked. He would have to stay here for a while, and hung up to get dressed. He showered, got ready, and then went downstairs. He called Mr. Ganson, and informed him of the situation. "I will of course be staying, and perhaps we can discuss what Omz may have to help us?"
OOC: Really sorry for the late post, really busy + forums + bit of health problem.
IC:
Mr. Ganson was not in a necessarily happy mood, but he was calm. "Greetings, Mr. Korvana, delighted to talk to you. Indeed, we are much aware of the situation and the military already had presented a report themselves. As with our offerings to you in the light of the invasion, and although we are officially nertual, we will hope that our aid to your nation is satisfying."
Waiting for Nathan to respond, he quickly replied again. "Of course, of course, we already arranged your ride. It will be a secure and safe ride, we will assure you that. The regular meeting with our senate members is delayed, and we feel this is an utmost important thing to address."

Nathan stood talking on his cell phone inside the hotel lobby. "Yes, well we are currently engaged in a cease-fire, and we have been invited to talks. However, Phyrric is being very...hostile. We are still trying to decide whether or not to send a representative, even after Phyrric completely refused our peace terms. This is getting to a ridiculous point, Mr. Ganson, and I feel that Phyrric will have to deal with our guns sooner or later."
OOC: If Phyrric is reading this, this is an IC conversation between two representatives. There is no way that you know this conversation is occurring, so don't pull it out of your ass.

Mr. Ganson, over the secure telephone channel, continued as he got ready his documents. "A cease-fire is highly beneficial to all parties, I must say, and we hope that peeace can turn out later or sooner, although that doesn't much seems like a big possibility right now. Our offical and unoffical stance are both always towards an option of peace, and we will support a decision to send representives. Anyways, we will send you to my place, and we will have this talk. Peace is the utmost importance, but propping up your citizens' well being and national defence to ensure your country's sovereignity is also as important."
As he concluded, he quickly connected to another line, soon preparing the visit...
