Indianapolis and Monza

Their is a football (soccer) world cup put on by various countries so I propose this an Open Wheel Racing World Championship (OWRWC), somewhat based on the existing international series, sponsors, drivers, and teams. Proposals for names and rules will be taken on this forum.
Here is my proposal for an OWRWC
It shall be called the World Motorsports Championship (WMSC) this will be put on by the World Motor Sports Union (WMSU). The WMSU shall comprise any nation wishing to join and a up to 20 member world conucil which will decide all major decisions. The WMSU should also be open to creating new championships and categories such as rallying, stock cars, motor boats, sports cars, and motorcycles.

The WMSC will be run on various international tracks with up to 50 races per year. Teams will be allowed up to two cars with engines made exclusively by invited manufactueres. Engines will be allowed up to 3.0 liters naturally aspirated, 1.0 liter forced induction (supercharged or turbocharger but no superturbocharging) or 2 liter rotary naturally aspirated or 0.5 liter forced induction (supercharged or turbocharger but no superturbocharging). Engines will be allowed in V, strait, flat, W, rotary form. With 6, 8, 10, or 12 cylinders. Hemisperical engine chambers are allowed. Also electronic gizmos such as active suspension, lauch control, and traction control are outlawed If anyone wants to make chassis specifications, revised engine rules or a totally new proposal for the OWRWC please do so.

By the way Indianapolis and Monza is my puppet. I clearly am not avoiding stock cars I just don't want to draft a charter for that championship because I don't like it if you want to write it however be my guest. :D

Suppose my nation (composed of droids/robots/rutabaga) built their own self-aware car, but it followed all the rules and regulations for entering a vehicle, and the AI granted to it would be average human-level (to make the game fair, you know). Would this car still be allowed in?

Oh yeah, and does being a newbie affect joining the races?

In this forum, the one one I think has died and the NSIRC one is suffering from most of those who signed up nbot bothering with it.
