How does your government work?

Anaguum

Just curious to know how the governments of your countries work.

In Anaguum, the supreme ruler is the Czar. While this is usually a hereditary appointment, the current czar may name someone his successor if he has no children, does not feel his are suited to the position, etc. Below the czar is the Parliament, or Senedd. There are two houses in the Senedd, the House of Lords and the House of Commons. The House of Lords is made up of approximately 500 nobles, including clergy of the both the Orthodox Church and the Anaguumian Church. The House of Commons consists of 659 members from several political parties. The House of Lords does not hold much real power, and mainly serves as the highest court of appeals in the judicial system. Members of the House of Commons are elected by the citizens from 47 boroughs (bwrdeistrefi, singular: bwrdeistref). They serve 5 year terms. The Prime Minister is chosen by the party that holds the majority in the Senedd. He sometimes acts as chief of state, but his main role is to advise the czar on political matters. Parliament has the power to make and pass laws, but the czar has the final say in all aspects of government.

The Office of Secretaries (ministers) and the People's Prime Parliament (99 MPs) are democratically elected. They subject law proposals to each other (and often to the people, by referendum) for approval.
Hell Bovines

A short description of HB's government form:

Hell Bovines' government is an Ecotopia; a strange mix between marxism, enviromentalism and direct democracy. Under this government form, a duque is democratically elected for all his life, but he must call referendums asking if he should stay in power or not every 10 years. Also, the duque can only take small decisions; All major decisions must be asked to the populace through referendums. Finally, under this government form, private property is illegal and the economy is entirely collectivized.

BTW, very interesting Nodea Rudab! :D

The enormous, moralistic government is mainly concerned with Law & Order, although Defence and Healthcare are secondary priorities. The average income tax rate is 30%. A small but healthy private sector is led by the Uranium Mining industry, followed by Woodchip Exports and Automobile Manufacturing.
Wolfsreich

The Allied States of Wolfsreich is modeled loosely on the Hanseatic League. Each of our 18 major cities and its surrounding hinterland are ruled by a Lord Mayor, Alderman, or Governor (depending on the state in question).

On the federal level, a Reichsführer presides over a federal government that is similar to a libertarian's view of the US Constitution. The federal office exists to set unified foreign trade policies for the states when dealing with nations outside of the Reich, and administers interstate commerce and infrastructure, building highways, power plants, and other projects to maintain our industrial strength.
Kryozerkia

The government of The Nei Reich of Kryozerkia is a traditional parlimentary system, with a House of Commons and a Senate. The members of the House of Commons are elected into power and those in the Senate are appointed into position.

The People's Republic of Jamalya is a large, safe nation, renowned for its complete lack of prisons. Its compassionate, intelligent population of 45 million enjoy extensive civil rights and enjoy a level social equality free of the usual accompanying government corruption.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Social Welfare, Education, and the Environment. The average income tax rate is 49%, and even higher for the wealthy. A small private sector is dominated by the Cheese Exports industry.

Looks like a good spot for a 1st post...

The Colony of Normanites is led by recently elected Governor Henderson Stoops, formerly Expeditionary Leader Henderson Stoops. His power is checked by the Colonial Council, made up of delegates from the Colony's towns and villages, who are usually their town's mayor. The Council convenes in the capital city, New Norman.

The Krowemoh government runs a bit like this:

The people vote for a ruler from a selection of royalty. The only offically recognized "Royalty" is the Mew family linage. Strangely enough, only the royal family has the surname of "Mew." This ruler then runs the country like a dictorship, often taking advice from various appointed advisors as to what would be in the best interest of the people.

So it's a mixture of a monarchy, democracy, and a dictatorship. Strange combination indeed. ^_^

The Holy Saints
19-02-2004, 07:13
A constitutional Monarchy in which the King has no power whatsoever, just as a cultural figure. The President is the presiding judge of the parliament. there are seperate counties within the nation, each assigned a certain amount of Parliamentary Representatives, based on Population. This, however, does not mean there is an unequal vote.

First, each county has a minimum of 8 Parliamentary representatives, and the vote of the county is decided by ratio of ?:8 no matter the amount of representatives(always a multiple of 8 ). This allows for a fair visibility of most opinions of the county, unless there is an incredebly high amount in support of one area, and a very low by another group in the same area.

Decrees are posted by state leaders(a state is smaller than a county, lead by one of the 8 min parliamentary reps, so basically there is 16 states if there is 16 reps in that county) Which are voted upon by the entire County Representative board, expressing the majority of the opinion in their said States. If they are past by the board, they become Bills. These bills have to be passed by at least 80% of the Parliament before being taken to the Parliamental Bill Board, at which stage they are debated by 10 elected Parliament Representatives. If a bill passes this stage, it is brought to the President unless more than 90% of the Parliament or over 80% of the Parliamental Bill Board in which case it is immedietly enacted into law.

OOC: this was thought up in the last 10 minutes.
Kilean
19-02-2004, 07:24
Kilean is a "soft" fascist nation- more like the very early days of mussolini than anything else. The government is basically run by a collection of powerful labor union officials, large corporations, and lifelong civil servants.

The huge corporate cartels are so enmeshed with the government that nobody is really certain if Kilean is a corporate state where the government is run by corporations, or if Kilean is a socialist state where all companies are state-owned.

The state apparatus and army is another powerful (possibly the most powerful) group that runs Kilean. Together, the army officers, foreign office officials, and Internal Security Directorate officers basically run Kileans international policies.

Last, and somewhat least, the huge industrial and technical unions that actually run Kilean's huge economic machine constantly duke it out with the corporate cartels to control Kilean's domestic policies. The unions exist mostly in an uneasy balance with the cartels, however.

The people are semi-represented in the Heimatsversammlung, a not very powerful electoral body whose canidates spring mostly from lifelong civil servants, local officials, or war heroes. They form a sort of vent for popular dissent, insuring that if enough Kilean citizens get pissed of about an issue, something will be done about it.

Corporatisim, folks! The way of the future that sorta just fizzled out into corrupt badness.....

Hobbesian Republic, where elections are held, but the elected holds office for life. The Government is often heavily influenced by Corporation, which have semi-feudal controls. The omnipresent Internal Security Agency sees all, but at the moment is more restrained.

Well, according to our constitution, we're supposed to have a President, but we haven't had one in 70 years or so-not since the last one (and the father of our nation) died. Executive decision is handled by a Chancellor (an initially appointed position, it's been in the Ngo family since 1960 or so...) in place of the President. (when the Emergency is over, we will have a Presidential Election, honest!)
We Do have a Legislature to write laws and repeal old laws- it's a bicameral structure containing a Senate (Senators are elected in each Province), and an Assembly of the People (Elections are at municipal level by district) Residency in a District is a must for qualification, and the Legislature meets for three months per year to set the budget, pass or not-pass laws, etc.
We have a Supreme Court to hear cases. The Chancellor sits at the head of the court (This was according to the Constitution). Our Supreme Court is bound to Enforce, not Interpret the Law- this is different from the usual American-Style system.
Terms for the Supreme Court are fifteen years, and new members must be appointed by the consensus of the court, and confirmed with a 60% majority by the Legislative branch.
One of our own "initiatives" to prevent legalistic over-specialization, is that before a new law can be passed, an old law must be repealed, and no law may exceed ten pages of single-spaced ten-point type.
This is an economy measure, and prevents many of the Loophole problems plagueing older, larger, nations.
It also saves us a bundle on printing costs.
Education is a Defensive Responsibility in our country, therefore, the Department of Defense has a great deal of influence on our school systems, effectively running the K-12 schools, and administering our public universities and Community Colleges in addition to its other responsibilities. This saves on other costs in other areas-our "Regular" forces only need to attend AIT after High School, as our HS graduates are competent in basic Infantry Skills and Military skills as part of their education. Mandatory Service after High School is universal-those who can not physically qualify for Active Service in the combat arms are usually directed to support roles necessary for the defense of the nation.
Exceptional students will recieve a deferment-as long as they are in college, studying a Strategically Useful field (Medicine, Science, or Engineering).
The Military (through the Chancellor) also has administrative duties as regards ports, airports, bridges, tunnels, and the Power Grid. While their authority in those areas (outside of wartime) is much reduced (45% control of funding and prioritization), it is, nevertheless, quite influential.

Why do we have this structure? well... We've got that Chaos called Cambodia on our western border, and an aggressive, massive, terrifying monster called China to the north. Since we don't want to be overrun by the Khmer Rouge or the Communists, it's a good idea to have an efficient state where the population can defend itself from the rampaging hordes of vicious, evil, thugs sitting right next door-I mean, we don't really have anywhere we can run, right?

Jamlya's government has 3 branches: executive, legislative, and judiciary.

All elections are fixed 5 year terms. All voting is preferential (eg. If I vote for C but A and B have more primary votes than C then all of the votes that were for C are divided between A and B as indicated by the preference).

The executive is consists of a President and 20 ministers each with specific portfolio's. Once a president is elected he picks his 20 ministers in : finance, economy, trade, tourism, environment, health, major events, education, sport, language, foreign policy, defence, welfare, law enforcement, justice (courts & prisons), development (construction and infrastructure), interior (special services), research, natural resources, power (electricity, gas & oil).

The legislative is split into 2 houses a senate and a legislative house.
The legislative house has 200 seats from each of 7 states, whomever has majority in the legislative house forms government, appointing a prime minister and working closely with the exectutive writes bills that if passed are handed to the senate.
The senate has 90 seats with 24 as elected representatives of: industry, unions, health, science, defence, and environment. The remaining 66 seats are filled a preferential vote for a party. Each of Jamalya's 14 political partys is represented in the senate with the major 2 parties controlling many of the seats but the minor parties are advantaged in the calculation of seats such that many of the smaller parties have 2-4 seats each.
If a bill is passed by the legislative house then the senate reviews the bill and if it has no problem then it can be passed to the president to be signed into law. If however the senate knocks back a bill it can be re-worded by the legislative house. If an identicle bill is knocked back twice by the senate then the president may call an extra-ordinary meeting of parliament where all 300 members of the legislature vote to either pass or knock a bill once and for all.

Once the legislature has passed a bill the president must sign it into law, if the president refuses then an election is called.

Jamalya has no bill of rights, but we do have an exhaustive constitution.
All bills only require a 50% majority in the house to be passed but an amendment to the constitution requires a two-thirds majority.

The judiciary is a series of courts, with most courts being decided by a panel of 7 majistrates or judges. The lowest court is the small claims court where there is no legal representation just claimants, witnesses and 2 majistrates. A case once heard by 1 court can only be appealed to a higher court and only one appeal can be heard.
The highest court of appeal is the supreme court presided over by the most senior judges, this court is only called for matters of extreme importance and can hear a case even after it hs been heard by 2 inferirior courts.

The Captain
19-02-2004, 08:03
The Dominion of The Captain is run by The Senate, a 500 man group. Its positions are held for life terms, and when a Senator dies, a new one is appointed by The Senate.

It is suspected that behind The Senate is a mysterious man known only as "The Captain," but those rumors have never proven to be true. Only the most senior of Senators know anything about The Captain, but none have ever spoken of his existence. The citizens of The Captain are indifferent to the matter, as they have no say in their government anyways. They are happy to be mindless consumers.

The country is broken down into 25 provinces, with a governor representing each province. The governors are appointed by The Senators and enforce the rules set by The Senate. The province governors oversee more local operations, like education and police.

On the local city level, there are "mayors" who have only a ceremonial title. While they do enjoy the benefits of the office, their job is to enforce the rules of the governor, to file economic reports, and to inform the proper authorities of any dissent. The mayors are suggested by the local citizens, and those suggestions are considered by the governors.

The judicial system consists of trial courts, civil courts, and the Supreme Governing Court. The trial courts try criminals and the civil courts hear civil cases. The Supreme Governing Court is for appeals (only 1% of appeals are heard by the Supreme Governing Court, and 99% of those lose) and for high crime and province trials (treason, espionage, province disputes etc.). There are 9 Supreme Governing Court Justices, including a Chief Justice.

Ravea
21-02-2004, 19:03
Ravea is ruled by an emporer, who is mostly just a hereditary symbol. Its true ruler is the Prince, who holds almost all political power. The prince makes all major dicisions and is head of he countries armies. The prince is advised by a large board of 50 conselers (Consuler of Economy, Consuler of war, Ect, Ect.) The emporer is a hereditary system; to become the prince, one must display political fineese and must be an accomplished scholar and warrior. The princes is voted into office, where he ruled until he dies. A prince's decision can actually be overturned if more than 2/3 of the council Votes against it.

The country is devided into 7 Fiefdoms, Kingsoms, and powers. A small nable class rules these provinces, provinding for the people as they see fit. If the Lords, as the rulers of these provinces are called, are corrupt, they are immedietly taken out of power to ensure freedom and peace and prevent treason.

Laws are inforced by a large police force called Imperials. The army force is made up of Citizen Soldiers, Rangers, Infintry, and several armored divisions, plus a large ground navy and a smal;l space navy. However, Ravea tends to stay away from large conflicts, preferring to use assassins and diplomats instead. This legendary class of peoples are called Agents. Agents are often sent to other planets and civilizations as friendly diplomats, but are experts in battle and stealth. There is only a very small number of Agents, and all of them are full blooded Raveans, who have the astounding ability to grow and retract wings out of thier backs at will. Raveans were the original inhabitants of Ravea, bird-people who bred with humans.
