S.F.C. occupies Haiti & Dominican Rep. after bloody war.

Sandra sat at her desk reading the war efforts of the conflict between the Californian Republic of Transvaal vs Mozambique & Madagascar when General Vincent Wainwright appeared on the comms screen opposite her desk.

"Good morning, ma'm, I have some very good news for you. I am sure you are aware that in the last few months the Dominican Republic and Haiti have been at war. During the bloodshed between the two nations hundreds of civilian lives have been lost as well as the lives of both of the presidents of these nations."

Sandra sat looking at the comms screen "How can that be good news?"

Gen. Wainwright spoke up "Well, our peacekeeping forces were sent in and intervened in the conflict. During our occupation of the island we have met with the presidents pro tempore of the Dominican Republic and Haiti and have asked that they be taken in as protectorates of the Sovereign Federation. Also they have said that while under the protection of the Sovereign Federation that within months they would put together a vote to petition the Sovereign Federation for admission as states."

Sandra's jaw dropped "You're not sh×tting me... you're telling me that we have complete control of both nations?

Gen. Wainwright smiled "Yes, ma'am"

Sandra thought about this for a minute "Can you dial up both acting presidents and have them patched in? I have a very good offer for them."

Sandra sat and waited as Gen. Wainwright dialed in Haitian President Marco Fuentes and Dominican President José Marquesas appeared on the screen with Gen. Wainright on the left, Pres. Fuentes in the center, and Pres. Marquesas on the right.

Sandra then nodded "Hello, Presidents Fuentes and Marquesas. I am President of the Sovereign Federation of California. Correct me if I am wrong but I have heard through my general that you guys are wishing to become protectorates of the Sovereign Feedration? If so I am willing to do you guys one better if I may."

President Marquesas spoke first "I would like to end the bloodshed between my nation and Haiti, we have settled our differences and would like to enter into a new era of peace under the protection and supervision of the Sovereign Federation."

President Fuentes followed with "I concur with President Marquesas. However we would like to hear your offer."

Sandra smiled "Very well then. I am willing to offer both of your nations admission as states to the Sovereign Federation, also when that happens the two of you will be demoted from presidents pro tempore to governors. And under the provision as states of the Sovereign Federation allow the Sovereign Federation to build military installations in your nations. Also upon agreement, General Wainwright here will send in some Marine Engineering Corps divisions to help with the reconstruction and rebuilding of your economies. Would you agree to those terms?"

Presidents Fuentes and Marquesas pasued in deep thought for several minutes. After a while President Marquesas gave a deep sigh and broke the silence "As the acting president of the Dominican Republic I agree to your terms, I am hoping my nation will be able to rebuild now that we have put an end to this catastrophe."

President Fuentes followed "If the Dominican Republic is in, Haiti is in too. I concur the sentiments of Pres. Marquesas, and wish to unite our peoples in peace."

Sandra thought for a moment. "You know, you just made me think of something... would the two of you object to the merger of your two nations? As President of the Sovereign Federation, I will grant the two of you the title of dual governors."

President Fuentes spoke "I have absolutely no objection to a merger of our two nations."

President Marquesas followed "If Haiti doesn't object, neither will I."

Sandra remembering a question she forgot to ask "What about a capital? which city is to become the capital... Port-au-Prince or Santo Domingo?"

Both Fuentes and Marquesas talked between each other before turning back to the screen "We have decided on our state capital as Port-au-Prince."

Sandra smiled "Excellent. As the President of the Sovereign Federation of California... I, Sandra Michelle Devnostræva appoint the two of you as the dual governors of the State of Dominica. Gentlemen, welcome to the Federated States of Sovereign California."

Both Fuentes and Marquesas returned with a heartfelt "Thank You.[i]"

Fuentes humbly spoke "[i]As a governor of the State of Dominica, I will not fail you Miss President."

"—Nor will I, Miss President."

Sandra blushed and smiled "Thank you, very much gentlemen." She then turned to General Wainwright "General, can you send six Marine Engineering Corps divisions over there to help them with their reconstruction?"

General Wainwright nodded "Yes Ma'am, I will call my people over in Baton Rouge, Shreveport and Houston this instant."

Sandra sighed "Well Governors Fuentes and Marquesas, I will be keeping in touch with you all. Until we speak again you can talk among yourselves and decide who to appoint as the senator for your state. Until then I have to talk to the Parliament Chairman, so I will see you guys later."

She waited until they had all said their good-bye before picking up her remote control and turning the comms screen off. She then picked up her phone and dialed Californian Senator John W. Kenworth. "Hello... Oh, Good morning, John. I have some really odd, but good news."

Sen. Kenworth "Good morning to you too, Sandra. why are you calling so early?"

Sandra sighed "You know that conflict between Haiti and the Dominican Republic that erupted a few months back—"

Sen. Kenworth gasped "You didn't have anything to do with that did you?"

Sandra taken in by John's statement "No... Absolutely not, It is just that my peacekeeping forces intervened fourty-eight hours ago and stopped the conflict from escalating. And through the talks managed to hash out an agreement where Haiti and the Dominican Republic have merged to form the brand new State of Dominica."

Sen. Kenworth dropped his jaw "You're not sh×tting me are you?"

Sandra smiled "You can talk to General Wainwright is you don't believe me..."

Sen Kenworth laughed "I just don't know you sometimes Sandra, Anyways I will inform the Parliament of Dominica's statehood first thing this morning, before we get into our debate about the military plans for Mozambique and Madagascar."

Sandra smiled "Excellent. John then hung up the phone.

Sandra then jumped out of her chair, balling both fists she pulled her elbows back with a jubilant "YES!".

California has also secured the island of Dominica as a territory that was taken by the forces of the Dominican Republic before our peacekeeping forces intervened and subsequently annexed the Dominican Republic and Haiti as the state of Dominica.

We would like to keep it on record that the people of Dominica have no objections to being a part of the state of Dominica.

At the moment, I am not permitting the sale of any land on this newly admitted state. However, as an 'ally' I can grant you the rights through written contract to construct a military installation a few miles from the city of Santo Domingo under the provision of that members of the Californian military are allowed on base to supervise the activities that are carried out on this military installation.

that is acceptable. whenever you are ready to begin supervising the construction we can bring troops and engineers in.

25 thousand troops and 10 thousand engineers are being sent to the Island now to begin construction of the base.
