Population cap announced

Today the Government of No-Dachi Yo announced that it was to cap its population at 200 million. It took this move as at current food production rates and urban encroachment into the green farmland mean that the Community cannot support any more than this at the present time. However her research into GM crops means this policy will be reviewed over the next few decades.

-Advertising campaign in papers, TV etc
-Education programmes across the nation.
-Tax incentives for families with less children
-Restricted home building
We accept that this will not totally cap at 200 million, as we only just set this up then the figure will be more like 250 million, and we do not expect to stop growth either, we would like to but it will not be entirely workable; but we seek to slow it down as much as possible.
