Jupiter, the largest planet in Sol-System, dominated the icy horizon of Ganymede in the morning, as it does every day. Only a few were around to see it however; some engineers, some military workers around the dock, and various others who were willing to brave the cold of morning on this rock to see the planet rise.

Beneth the surface, nobody knew; in fact, very few cared much. Aside for the many elevators and even more ventilation tubes, there was no way to head "upstairs", to the surface. Nobody wanted to, it was much warmer down here. And safer, for that matter.

The underground capitol of Aedato (pronounced Eye-duh-toe) was already at work. They seemed to never sleep down here, as the lighting above give the impression of perpetual daylight. The city was inside a massive cavern, with different structures built into the walls fitting the role as "buildings", connected by a system of walkways, MagLev systems, and conveyor belts. Very few knew where all these different modes of transport led, and nobody had the time to find out.

The suspended layout left most of the "floor" empty, and this area was covered in grass, trees, lakes, and sidewalks, forming an expansive park. The only structures on this floor level were those of governement, and in the greatest, most magnificent of these buildings-- the Capitol-- was where the meeting was to take place.

Executive Eric Allan Bolan, chief of the administration of the Jovian Konanian States came to this building every day. But never before had he felt so-- nervous? In less than an hour his guests were to arrive for the signing, and he was rushing from staff member to staff member, telling them to do one task or another in preparation, who then told their subordinates to take care of it, who in turn told -their- subordinates to take care of it, all the way down to the poor interns who were the buried part of the Capitol totem pole.

Bolan glanced at his watch. They'd be here any minute now.

Ivanova enjoyed the trip in the brand- new MagLev tubes deep below the icy surface of Ganymede. Granted, there wasn´t much to see, they were too fast, and the tunnels fairly narrow... While they headed for Aedato, the MagLev`s velocity bringing them to their destination with about 1000km/h, she talked about the whole thing with Mr. Morden, who sat opposite to her.

It wasn`t the first time they had this discussion. As a matter of fact, they didn´t talk about anything else since Morden had arrived on Ganymede.

Slowly, the train decelerated, they were arriving.

Lets just hope all goes as smooth as it should be...

Well, there wasn´t really a reason to be worried. The really important negotiations had been done beforehand. Anything that was left to do was a bit of small talk, signing... Well, and the problems on Leda and Io...

A few minutes passed, and finally, they stopped. They left the MagLev, and finally, they were in Konanian Ganymede.

It could begin.

Effortessly, and with a grace defying simple mechanics and motion, the Kaeneian delegation arrived en-orbit. The alien form of both the cruiser, and the accompanying support craft ensuring their identity was unmistakable. Their swirling, vortex-like green tinted hulls reflected the in-system light only barely, ensuring a menacing silhoutte, though little threat was likely.

The two interceptors that accompanied the massive form drifted out towards, assuming unobstructive, yet ready positions, and without a hesitation willing to carry out their design instantly.

And onboaed, preperations were made, for the coming announcements and political procedures. Persons briefed, communiques dispatched, and orders processed.

The Serene^Union had arrived at Ganeyemde.

The entrance of General Lord Harima was less then spectacular, but sometimes the best way to travel was incognito. He had travelled to Gammak aboard one of the many tactical destroyers, and hence to Ganymede on one of the long-range dropships. These flying bricks were ment to carry troops and supplies independant of the normal fleet vessels, and be durable enough to survive the rigours of long-range space travel. Flanked by a pair of Thunderbolts, the hauler approached Ganyemede and signalled its desire to land.

The Capitol was quite impressive, Ivanova & Mr. Morden had to admit. So was Konanian Ganymede in general. Trees, lakes... It was an impressive environment, not nearly as cold and unpersonal as the Angstian settlements. Of course, they were used to the cold, dark, unpersonal structure of Angstian cities, but then, it was a change, and an interestign one.

Noticing a man in front of the Capitol, they sort of figured that he was there, waiting for them.

Stepping towards him, they begun talking. "You`re our host... Allan Bolan, right?"

PETROS Starbase, Ganymede Trailing-Orbit

A decidedly human voice hailed the inbound vessels as a small group of Archangel fighters pulled alongside the group: "Ships of the Serene^Union, you are clear to enter Ganymede space." A similar order was given to the the ships of United Indiastan. All groups would land at AeroSP-Four, and from there be escorted into the city.

City of Aedato -- Floor Level

Bolan glanced at his watch again, much to the amusement of the surrounding NISAK personnel. They were armed, of course; not overtly, but armed nonetheless.

They were on time. Well, two seconds early really; but that was forgivable. Bolan nodded once, hoping his hair wasn't as unkempt as it felt. "Yes," he said, in the same, level, slightly British-proper voice this political figure was trained to have. "Please, please, come inside." He led them up the steps-- marble, of course-- toward the entrance to the hall. A thought came to mind. "Davis!" he called.

An attendent on the other side of the rail, apparently on his way to the bottom of the steps, stopped. "Sir?"

"Gather a group; when the others arrive, please escort them to the Grand Hall." Davis nodded and continued down the steps, a few of the group went to follow. They continued up the stairs, walking through the main hallway of the building. Along the walls were different symbols of Konanian achievement, from the plaque that once marked Konanian prescence on Ganymede, to a picture of Jefferson Crader, the commander who died on Freedom starbase years ago...

Moments later, his earpience informed him that the other parties would be here soon, so he had some time for chat... "So, how was the Maglev ride? You're the first to ride it, other than those who constructed it."

City of Aedato -- Capitol

Bolan nods thoughtfully, his face suddenly troubled. Leda. Io. Menelmacar and Morgoth. And Earth, for that matter. Sol had to be the most troubled of the Stars. "You're right there, there's much to discuss..."

He continued up the steps wordlessly, his mind working. The Triumvirate of Yut had Titan, and thus controlled most of Saturn-space--if not all, but very few were willing to risk breaching it and finding out-- and Mars was cut into more warring states than he could count. Jupiter was largely free, and divided among many factions.

The most pressing question came to mind-- What if we lose Jovia? He shook off the thought, as they walked nearer to the Hall's doors. He prefered to think of brighter things. "Much worry in the world, but trade and this League will be good for the both of us, neh?" he said with a grin.

Ganymede -- Outspace
Meanwhile, above the miles of icy crust, above the thin atmosphere, Konanian's newest station-- A sister to the only recently constructed Petros-- was being constructed.

[ sorry, have been busy. RL can be a harsh mistress, eh? ]

The lighter's landing thump was accompanied with the dry hissing of the landing thrusters that did their best to soften the impact on the passengers from the freighter's bulk slamming down onto the landing gear as they met the deck. As the engies cooled down, the gangplank dropped open, from below the raided cockpit, and two guards rushed out quickly. At the bottom of the plank, they stood at attention as General Lord Harima leisurly strolled out. He wasn't a large man by anyone's standards, being all of 5'9" and 160lbs. But dispite his size, he seemed to exude an air that commanded attention. He dusted down the front of his pristine white uniform, trying to eliminate some imagineary dirt while waiting for the Konanian embassy to greet him. He debated taking off the grandiose fur-edged sable overmantle he wore, but decided that as it was a few degrees colder here then out in space, he'd keep it on. Smiling to the dock handlers, he stood akimbo and waited.

AeroSKYPORT-Four

AeroSKYPORT-Four descended slowly and carefully into the ground. At the bottom, Mikhail Ivanovich Sergetov, a man who had been working for NISAK for most of his adult life, waited for his vistors to exit. In the distance, the city of Aedato is visible. Nearby was a vaired group of government of officials, who had come to greet the incoming delegates, and behind a column of eight Amvee-C rovers, a civilian version of the KNDF vehicle. He began walking toward the group.

"Good morning!" Sergetov said, bowing and shaking hands where nesscessary. "Welcome to Konanian Ganymede!"

"Indeed." It´s Mr. Morden who replies. "Although 'Necessary' might be a better term... In any case... the real work is just beginning..."

He was, of course, thinking about Io. And the, by now, basically starting direct conflict between the Alliance of Arrogance and Arda. Something he didn´t like... He didn´t like it at all.

Well, yes, the war could be useful, but why here?

In any case, he and Ivanova would have to wait for the Representatives of Kaenei and United Indiastan, anyway.

After the usual diplomatic pleasantries, the various delegates were shuffled into the cars and driven to the Capitol.

The motercade arrived, avoiding the very little ground traffic. The Delegates were shuffled up the stairs and into the building, where Bolan and Morden were waiting for them.

The ride was generally nondescript, and when the motorcade arrived, Harima allowed himself to be shown into the conference room. It seemed that a few of the other delegates were already present, so he took his appointed seat and waited for the few others.

When the Corporation had initiated the construction of both a colony on Ganymede and a space station above it, their fellow SFN member Der Angst had quickly noted it. A week later, negotiations between TVC and DA had started in closed chambres. Though they finished a little later than expected, a satisficing conclusion was still reached, causing a Corporate carrier to have left for Jupiter from the Corporate territories on earth.

The pilot of the carrier entered several commands into the vessel's systems, through the neural links that connected her with the ship, essentially making her the living core of it. Shortly after, the crew on board of the ship could feel it slowing down slightly, as a portal out of hyperspace was opened.

In Jovian space, a deep purple hyperspace gate opened above Ganymede, as the carrier slided out of hyperspace. Immediately after it had entered normal space, loading docks opened and large civilian barges exited the hangars. they would head for the construction site of the TVC colony on the other site as Ganymede, delivering resources and personnel for both the space station and the surface colony. As the carrier itself came to a full stop above the Konanian colony, a separate hatch opened, out of which an Ambassador Corvette came.

Hanging still next to it's mother vessel, the corvette contacted the Konanians.

"Konanian air control, this is Nejra Paktu, Daiamid Council member for the Vortex Corporation. I am here in name of Council herself, and am requesting permission to dock inside the colony. Please respond"

Mr. Morden nodded to Harima, basically waiting for the Kaeneian & TVC delegates to arrive. Always this delays...

Since he had nothing better to do, at least for the moment, he connected to The Eye on Ganymede, checking on a few other things, mainly regarding Melkors recent nuking on Mars, occasionally checking footage of the battle between Trium- and Arda forces at Io.

Aedato -- Surface

An air traffic controller breifly waited for a freighter to get off the ground before responding: "This is KASC-Ganymede, Pektu, you are cleared to land. Welcome to KG, please enjoy your stay."

The ship landed, and TVC delegates were whisked away.
[ooc: I guess you can assume we dragged you to Aedato soon after landing]

Aedato -- Capitol

Bolan leaned back, greeting the UI officials cordially. He was doing his best to remain patient at this moment, but fortunatly it left time for the others inside the hall to finish preparations. "I apologize for this delay, ladies and gentelmen. But as soon as the others arrive, we may begin."

Moments later, the door opened, and the final delegates entered the room. Greetings were exchanged-- once again-- and Bolan finally was able to open the door to the Hall.

The Hall was a circular room, large enough to fit all yet small enough for this conference. One could tell this was it's intended purpose. It was rather well lit. The seating of the room was not unique-- the round table filled nearly the entire area, with space between itself and the wall for chairs. At the center of the table sat a holographic-projector, and by each place was a well-prepared meal.

Having left his two marine guards with the Corvette, Nejra looked around the room. He imemdiately noticed his DA collegue, and after some informal chatter about mutual Corporate business, he decided to take his seat and see what the Konanians had planned...

A small pod, illuminated powerfully by a blue beacon that shone from its aft end brilliantly disengaged from the Khandriyata effortelessly. A few short bursts of propellant were sufficient to allow the clawing arm of Ganeymede's gravity to snatch up the landing unit, and pull her groundward.

Slowly, she eased into a spin, her nose rapidly drooping as she began her entry through gas and dust, and out of the coldness of the void.

Her attendance delayed, but inevitable and incoming. Threats, gestures and barely contained countermeasures had conspired to bring war to the Jovian sphere, at the same time as the Serene^Union marched to conflict.

But they would not be denied their voice on Ganymede, and on statements regarding their own property.


The landing pod disappeared from heaven view, plunging toward continent and great sea.

"Yes! Food!" Ivanova hadn`t had anything to eat in the last twelve hours, so she didn`t overly care for dignity and, well, begun eating. In the end, it took her about a minute to realise that Mr. Morden was looking at her... strangely. "What? It´s food, so I eat it."

Mr. Morden just sighed and continued his conversation with Nejra, mainly stuff that concerned Neptune. She`s good in her job, but sometimes...

The spacecraft-- or, capsule, rather-- from the Khandriyata was identified quickly, and a small Konanian force went out to check it, wondering if they would need any assistance. This was relayed back to Aedato.

Aedato -- Capitol -- Small Conference Hall

Bolan was, above all else, watching these leaders and diplomats that might very well become his future allies. A few of the capitol staff and security raised curious eyebrows, at Ivanova but thankfully knew better than to make a fuss about it.

He pulled a datacard from his PDA, but didn't hook it up to the holo just yet, and took a seat. He wanted to get started quickly. "Alright. I've received word that another visitor should be arriving shortly. Before we begin, is there anything of particular intrest that anyone feels a need to bring before the... council?"

But then, this things are better discussed later, when we have finished this. I assume that so far, everyone read and agreed to the charter? So, there shouldn´t be a problem."

Charter of the Jovian League

Introduction: The jovian system is one of the most important strategic positions in the solar system, and thusly one of the most endangered, since the control and/ or free passage over/ by jupiter is of extreme importance for every advanced space- faring nation, making it a primary aim for military operations, and thusly endangering the peaceful nations having jovian assets. The signatories of this document decided that the risk of losing what we worked for so hard is not anymore acceptable. To guarantee a safe and peaceful jupiter, we decided that it is best to work together, to create the community, to create an island in the midst of the storm, to withstand the storm.

Membership: Applicating nations must fulfill the following requirements:

1. They must have sizeable assets in the Jovian system (Moons and/or space stations) Or they intend to aquire them (very) soon/ are under construction

2. They must agree and abide to/ by the charter

3. They must provide a satisfying reason why they want to join the Jovian League and what they intend to commit to the League

[ooc requirement: There must be infomation (e.g. considerable activity in the forums) about the applying nation that proves its 'quality'

AND None of the founding (preferable no members at all) should be against the application]

Application process: The founding members of the Jovian League have the exclusive right of deciding upon the acceptance of any applications, however, suggestions by later members are wished. In the case of an rejection, a reason for it may be given, however, this is not necessary, and the reasons for a rejection may be kept secret.

Defence: All members are required to help each other if one or more of them are attacked by other nations and/ or organisations. While the jovian league concentrates on the Jovian system, attacks on members anywhere, not only in the jovian system, enact this point

Members are not required to help other members in aggressive wars.

Jovian system: The Jovian League aims for a secure and peaceful Jovian system. The Jovian League is willing and able to enact all necessary measures to guarantee security and peace in the jovian system, should non- members with jovian assets prove to be a threat for peace in the jovian system.

The Jovian League does not generally restrict the colonialisation of the Jovian system by mankind, however, it does reserve the possibility of restricting the amount and/ or size of assets nations known as 'troublemakers' may have in the Jovian system. In extreme cases, a complete restrction from aquiring any assets in the Jovian system may be enacted. This point does not restrict members from demanding special conditions for settlements near their colonies.

All members guarantee each other the possibility to start settlements everywhere in the jovian system.

The Jovian League may act as negotiator should conflicts between differen non- membernations wth assets in the jovian system arise, provided that the conflict does indeed center around their Jovian settlements.

Trade: All members of the Jovian League have most favoured trade status with each other.

Member status: All members of the Jovian League have equal rights in any and all decisions processes except the application and expulsion process, in which the founding members have absolute control.

Expulsion: Should a member of the Jovian League endanger it`s purpose by warmongering in the jovian sysem or elsewhere, should a member conciously leak classified information about the jovian league to non- members, should a member fail to abide by decisions of the jovian league or it`s charter, it may be expulsed from the jovian League. In this process, as well as in the application process, the founding nations wield absolute ower, although it is strongly suggested that they listen to suggestions of normal members.

Harima nodded as he flipped through the charter, double-checking to make sure the version they'd sent him last week was the same. One always had to be sure. After the cursory examination, he spoke. "Everything appears to be in order. As I am here as an official representative, I'm able to sign it at this time. Shall we?"

Mhm... he edited it a bit, didn´t he? Mr. Morden read over the charter, again, as he did so many times in the last days. Well... content is basically the same.

Looking at Ivanova, who, for some vaguely defined reason, was still eating, and, basically, ignoring the 'historical event' around her, he took his pen. He nodded to Harima. "We shall, yes."

With that, he signed the charter, slowly, taking care of his (usually unreadable) handwriting.

Nejra Paktu did the same as every other delegate in the room: double check the document before him, making sure that no changes and alterations had been made. After all, it was an old Corporate saying that the bold man will be the first to shoot, but the paranoid one will be the last left standing. Reading through it, he noticed that the slight changes in the document did not pose any problem whatsoever, so he decided to sign it and get it over with.

Using a black with silver pen, he signed the documents before him:

Bolan uncapped his pen, twisting it nervously in his hands as he watched the others sign. Technically, the Konanian Assembly had to approve of it, but he was without doubt that they would.

He lowered the pen onto the paper and signed in traditional Konanian blue, using all his willpower to keep his hand from shaking:
