Sir James Pierce's face appears on viewscreens across the galaxy. If a viewscreen is not being used to recieve the message, the jingle of ice in a glass is heard. Pierce puts down his brandy after taking a sip and looks sternly at the camera.
"Greeting, allies and enemies alike. It has been known to me that many nations share the resentment I have regarding the Steel-Orion Star Empire, along with the Emperor, Alexander Nemerov. You may ask why I interupted you for this transmission, so I shall get to the point right away."
Pierce took another drink and straightened his tie. Behind him stood no flag, but instead a bookcase.
"The Aeisis Resistance has already fought off the invaders from the Empire, who attempted to 'reclaim' our territory after we declared independance along with the planet of Bivens. I ask you all to contemplate the death toll - 80,000 in one battle."
Pierce paused for effect, finishing off the glass.
"It is with the utmost respect that I ask you all to in whatever way possible, assist us in our struggle. The corruption and disregard for life flaunted by both the Empire and NiMBUS Biotechnologies, now basically one in the same, is appaling and on the scale of genocide. Alone, we are merely rebels fighting for an ideal, although I am sure that more nations have a equal respect for life. Choose as you may, but the Empire has already stepped outside its borders in its dealings, murdering hundreds of thousands in the nation of Tappee. Who's to say your nation is not next? What's stopping NiMBUS from reaching out further for their horriffic experiments? I can only hope...we can only hope that others realize the level of danger involved. The Corporation must be stopped."

Admiral Munro looked across the cherry desk at the Emperor. "We can render assistance. The Third Fleet is ready to mobilize." There were only two publicly recognized fleets in the Imperial navy, but there was one kept in reserve and with FTL capability. "The question is... who do we support?"
Lord Reil Tian looked at her. "We will not render assistance to either side. We do not support rebels in any form, and the Steel Empire has effectivly shut us out with that embargo." He smiled. "80,000 in one battle... They think that will sway us?"
He flicked on a comm channel. "Mr Pierce... as you know, political ties with the Steel Empire were severed when the government cut itself off from Sol. We have no love for them, we find it offensive in fact that they consider anything from Sol to be corrupt. Now... do not think we support you. We have just fought a very bloody civil war. We lost 100,000 lives, 90% civilian in a nuclear attack on one of our cities. There's nothing left but radioactive craters... We lost nearly 350 million lives on both sides in that war. Good soldiers, gone to die for their nation against rebels against my government. Rebels who fought each other and us, trying to free themselves to fall back into anarchy. We support no rebels, ever.
If this Nimbus, whatever it is, threatens my nation and has the support of the Steel Empire... I have no qualms about making planets unlivable... If it save my people from death." He flicks it off, a strange grin on his face.
"Sir..." Munro spoke softly, "Would you really order the Fleet to commit mass murder?"
"We did it against our own rebels." he said coldly. Munro didn't have answer to that.

Msg:
There is but one legitimate rule over the Steel-Orion Star Empire, and that is the rule of Emperor Alexander Nemerov. We of Sketch will recognize no other claim of ruling power within empire. It has been our policey to not interfere with the inner workings of any government. However, should the rightful ruler of Steel-Orion decide to call upon us as allies, we will not hesitate to terminate all rebel sympathizers with extreme prejudice. Your loses are of no concern to us, your cause is of no concern to us, and your beliefs are of no concern to us. We suggest that you cease all insurgent activities and disappear before your emporer decides to call upon us for action.

Msg:
The latest transmission received from the rebel insurgents has left us with some concern as to your handling of the situation. Out of intrest of preserving the principles of sovereignity and self regulation, we of Sketch have chosen to overlook this disturbance in your social order. However, it is apparent that you are dealing with more than you can properly handle. In recognition of your legitamate rule over the Steel-Orion Empire, we offer you assistence in quashing this rebeling. While our methods may be crude, they are thorough and sound. Let us be rid of this irritation at once.
We also have much to discuss concerning NiMBUS and Tappee...........

((OOC: If you're at all interested in getting a covert offer of help from the slowly-growing Resistance among the Anonymous Lepers, we can work it.
Anonymous Lepers is not a spacegoing power, but because Eldrad the Supreme actually originated on Kastria, one of His projects has been to re-establish communications with spacefaring society. His to-do list more or less reads: 1. Conquer Earth; 2. Use Earth Resources to Develop Humongous Space-based Military Power Based on Kastrian Model; 3. Conquer Universe; 4. Miller Time.
So the Lepers' Resistance could theoretically receive/send transmissions to SB resistance, and offer such limited assistance as they can provide-- mostly some of the fearsome bio- and chemical weapons being created in Eldrad the Supreme's laboratories. But you'd have to pick them up.))

Greetings your majesty, I have heard you plea and now that things in my own Empire have become calm I am here to offer you support in the forms of somethingmore tangible.
Several cargo ships under the guise of goods transportation will come to your nation, the cargo will be soldiers. Five thousand of Eizen's finest and highly trained in the art of crushing Subversion, they are the elite from the Eizen Venom Corps.
With your consent they will attempt to contact the rebels under the guise of support from the New Order. Once they have sucessfuly infiltrated and become entrenched withi their network they will be able to deliver a painful blow. These soldiers accept this task for the glory of the Order, of which we are allies. The Right to Rule must be maintained.
To: Pierce

MAX ENCRPYTION
I understand your plight in the struggle for freedom. Nemerov is an aging Tyrant and is unfit to rule his nation. under the guise of cargo transport we will be sending you soldiers, equipment and financial support. WE also have knowledge of Nemerov's defenses throughout Orion and we will share these with you, we only ask that the new government be more efficient than the old one.
I await your reply.

Grand Overlord merely laughed at the message. "Need help, Pierce?"
His wife, Melissa Bentor-Fyre, also Cspalla's Chief Diplomat, frowned. "You know, Rob, they do have some points."
"Mel, can it. Cspalla does NOT support rebels! And you will be making an international release to that effect. Clear?"
"Fine!"
International Release From The Cspallan Diplomatic Division
Cspalla will, as always, support our allies in Steel Butterfly. Never will we support insurgent agents such as this Aeisis movement.

eh?
Send them down then...make them meet someone! Too much stuff is going on right now. The rebels have a war to win!
What I mean is...don't wait for a response if you, or anyone else, posts something that doesn't warrant a direct response. If all else fails, give Pierce or Nemerov a "call". They answer mostly everything.

The heavily shielded transmitter was in an unused mineshaft, far underground, with a tiny microdish perched heavily camoflaged halfway up the slope above. The position meant that they could only actually use the transmitter for a few hours a day if they wanted to reach the relay satellites. It had been four days since Leper 1568442-T had been able to slide unobtrusively away from his work assignment at the mine to make the transmission.
Today, however, looked like an opportunity. The transmission was all recorded already, on a blinksquirt chip that would send the whole transmission in about an eighth of a second. If they could reach a relay sat, it would DL and transmit at normal speed.
Leper 1568442-T slid behind the pile of rock blocking the mineshaft. It didn't need light. As a mining unit, one of its adaptations was darksense. Saved a lot of resources, not needing to light the mines.
Listening, preternaturally alert, it waited. Sometimes if they put a dog on you, it followed as far as thirty yards behind. Wait.
No faint droning sound. No electronic dog. Good.
The Leper slipped into the shaft and made for the transmitter. It took an agonizingly slow four minutes for the directional seeker to find a relay sat whose coding could be matched by the blinksquirt transmitter.
But once the match was made, it was less than a second to UL the transmit. Then Leper 1568442-T found the crevice that served them as a waste disposal. Down went the chip.
Ten minutes later, Leper 1568442-T was scanned in for the midday shift.
The transmission was simple:

TO: Sir James Pierce, Aeisis Resistance
We, too, are a resistance. We have no ships, no space-going power. But among our number are some of Eldrad the Supreme's most trusted and accomplished biochem generators and designers.
If you wish biological or chemical assistance in your struggle, perhaps we can make an arrangement of mutual benefit. However, your operatives will have to deal with transit issues.
It is not part of Eldrad the Supreme's plan that the world should know exactly how advanced our biological and chemical weapons engineering is. Our capabilities now rival those of the Kastrian Empire under Eldrad the Supreme.
If you are interested in making an arrangement, transmit a blinksquirt message to the following wavelength: .00r4 You may have to transmit once hourly for up to 24 hours. Our receivers are not in favorable LOS for relay satellites.

It took some day-periods for Leper 1568445-T to get to the mine shaft and retrieve the recording of the Aeisis response. It took some days more, via varied and dangerous routings, to get it to its intended recipient.
At the moment, the embryonic Revolutionary Council of Anonymous Lepers was made up of Lepers X, Y, and Z.
Leper X played the transmission for the others.
"Huh. Stuffed shirt." was Leper Y's comment.
"This could be useful information," Leper Z's voice synthesizer hummed.
"Useful?" Leper X questioned sharply.
"There may be a market with the... what is it? The Steel-Orion Empire?" Leper Z's synthesized voice could convey no nuance of pitch, but the phrasing and cadence indicated satisfaction.
Leper Y nodded. "Perhaps we could set it up as a win-win, yes? If this Steel-Orion shares the feeling about biochem, we can set up... HIM... as a target. Blame everything on.... HIM. But if they are interested, they can do business with us."
Leper X was silent for a while. "We should know more. Nikross take the stupid breeding pod who allowed that "library" thing to be bulldozed. I think these matters are probably more complicated than they seem. We may be out of our depth."
Leper Y's robe rippled, as though whatever was within it had shrugged. "You know the motto of the Revolution, X."
As one, all three chanted:
"What have we got to lose?"
Days later, via torturous and twisted expedients, another transmission found its way to the stars:
Emperor Alexander Nemerov, Greetings
We understand you are currently dealing with some rebels. We understand rebels very well.
We are gathering resources for a secret project. To do this, we would be interested in selling or trading your Empire useful things.
We have a number of very interesting and effective biological and chemical based devices which you might find useful in dealing with your rebels. You have not heard of us because we keep our project secret. Our biological and chemical engineering capabilities now rival those of the Kastrian Empire under Eldrad the Supreme.
However, we have no space travel abilities. If you wish to deal with us you must provide transportation.
Since our project is very secret we must ask that you be very secret in contacting us, if you are interested. You can transmit a blinksquirt message to the following wavelength: .00k7 You may have to transmit once hourly for up to 24 hours. Our receivers are not in favorable LOS for relay satellites.

Transmission From: THS Central Command Beurau
Message:
Us here in The Holy Saints would like to help, but rather than significantly assisting your nation with military aid, we would rather aid with any volunteer force and whatever ships that can be lent to their cause in helping your nation, i.e. 2 Light Frigates and 3 Light Cruisers.
These volunteer forces are being sent at your request. Volunteers amount to approximetely 150,000 men and women. We hope that these forces will be acceptable.
The views of these volunteer forces are still in debate in THS central government and so we only send sparing numbers of ships and men.
Thank you for your attention, and Good Luck!;

"Neutrality. Order. We help if requested..."
"I assume you mean the Emperor."
"You assume correctly. We don't help upstart rebels in allied nations. To do so would be to invite the same."
"Shall I wire a message of support?"
"Make it short and vague. Unless requested, we're not touching this with a ten meter pole."

"I send my condolences to those 80,000 and the countless others who also have perished so far. People are so longwinded these days. They approach you without an ounce of respect or decency. They give you responses that are full of text but say nothing. If this is how people respond to your Civil War, I’d be disgusted.
“What’s more, I don’t believe you require help at all. When other nations aid revolutionaries it is always with their best interests in mind. Why would somebody assist you? Why does anybody do anything for anyone? If you look down the road you will find a special interest at the end of it. If you dismantle their war machine you will find greed and corruption as its fuel. You may think that because you are the underdog or because you are in the supposed right of things that people will come to help you. Quite the contrary. People only help when they can get something out of it.
“While I am not fully briefed as to what as happened in your war, I do find your whine–like drivel to be as sickening as mixing red wine with fish. To truly test your mettle as a leader you need to fight this thing yourself. How can you (or anyone for that matter) be expected to lead when you need the support of outsiders? If they are the ones doing the fighting, if they are the ones making the decisions you will find yourself subjugated by them in the end. This NiMBUS corporation may very well be a bad thing, but if there is an organization as bad as that within Steel Butterfly, surely there are more out there. There may be a NiMBUS assisting you right now, under the guise of friendship.
“Your fight for independence is flawed at best, good sir, and I find it to be utterly tasteless. When your revolution has grown up a little and can fight for itself, you will realize what it truly means to revolt. When you are killing tens of thousands on your own, without the help of bloodthirsty outsiders, you will truly understand what it means to revolt.”
