Lemmy is the head of the WCC now, it's up to him to start the WC13 Signup thread, or decide who should do it.
I'll try my hand at heading the WCC, though never having been voted in, I'd call my authority dubious at best. At any rate, here is the signup thread for World Cup Thirteen (or WCXIII as it's commonly known).
To join the WCXIII qualifiers, post to this thread with words to the effect that you would like to participate. If you would like to bid to host the tournament, please state this. Note that nations that have not participated in at least one World Cup will not be considered for hosting.
Places will not be held for nations who do not post on their own (and this includes puppets). So if you want to enter a puppet, post in their name.
Please, to give all interested parties a chance to participate, only one puppet per nation (though any actual regulations regarding the entrance of puppets into the tournament will be determined by the WCXIII hosts).

'Deleting double posts is a major health detriment,' says leading Oglethorpian physician

OGLETHORPIA (BT) -- A report published by Megalopolis City MD Jim Brown last week has sent shockwaves through the Bureaucratic States' medical field -- citing that the deleting of double posts is a major health hazard and poses a threat to all Oglethorpians as a significant health detriment. Already sides have been chosen, those skeptical of the findings and those calling praise to Doctor Brown for his findings in the field of the effects of double-post deleting.
Doctor Brown took a sample of 30 Oglethorpians off the streets of Megalopolis City, who averaged double and triple posts roughly 1/4 times they posted -- the mean amount of double & triple posts effectively being 25%. Of the 25% posted, a little less than half admitted to deleting them -- that's about 12% of posts deleted for those of you keeping track.
What Doctor Brown recorded in these 'double-post deleters' was a strange malady that caused long fits of coughing, minor bronchitis and in severe cases, a mental condition consisting of tourettes-like shouts of "god damn forums" and "work, damn you."
"Ze best vay to afoid dese zymptoms iz to avoid deleting your double postz. It iz a fery debilitating illness, ya. Fery bad mental condition. You don't vant dat, do you? Da?" said Doctor Brown concerning the posibility of contracting the condition that the good Doctor dubbed as "Double-Post Disease," or DPD.
While the illness is quite unpleasant, Doctor Brown cited no long term effects and that one could get well in a matter of weeks with the proper steps taken.
"It is all fery zimple," said Doctor Brown. "Just don't delete your double postz, and you should be vine, da. Even if you hafe ze dizease, just avoid deleting your double posts and it will go avay in a matter of dayz."

Please understand that we had been seriously considering this before yesterday's little tiff. And that's all we consider it to be. I am confident that I over-reacted to LE's post.
RM has a new part-time job, and just found out she must be away for about a week during the WC13 timeframe. She also has to devote a big chunk of time to Grad School Application (many of you know what a pain that is)
SN38 just lost a key employee (my deputy), and will be doing two full time jobs for an indeterminate time. Also have to be away (filling in for that same deputy) for a week in the WC13 timeframe.
We're sorry to have to withdraw, but would rather be sorry about withdrawing our bid than sorry we completely screw up a WC after accepting responsibility to run it (include an "if" in there somewhere).
No hard feelings. See the beginning of my response to LE yesterday. I was in a very bad mood, and probably should have wanted before I replied.
We're still in, just not as potential hosts.

OK, before I type, a few apologies, first to LE, hope this doesn't ruin the bid, second to people with small screens, sorry if this is a long post, thirdly to people who are easily offended by strong language and sorry if this sounds very ego-tistical, good, now that's over
OK, with the vote coming up in the next couple of weeks I would just like to express my feelings on the WCC. To me it seems exceedingly strange that someone of my spreadsheet ability has not been chosen to host the World Cup. I have proved myself to be a stunning host in several cups which I have hosted, the Champions' League (Just ask Giant Zucchini), the Cherry Cup (ask Kalliat Nunat), the Handball World Cup (ask Cockbill Street) and The Field Hockey World Cup. All it seems to me is that most of the World Cup Committee is too far up their own arses to see that actually I would be the best host. All you can see is that "Snub Nose 38 is nice", but I sorry, but nice is the thing that leads to mistakes in World Cups such as Giant Zucchini buggering the match days for my group, Outrage at Warnocks Wizards and Total n Utter Insanity and Lemmy making a spreadsheet that is not compatible with KPs computer. And in hosting 6 times I have never fucked anything up. Explain that please. So, I may be 13, I might be an annoying shit at times, but how on earth does that make me a worse host than those I've lost to.

It's hard to know how to address this, TBF. It's probably worth noting that many hosting bids (including mine for wc7, TnUI's for wc11 and KP's for wc12) have been premised largely on "improving the formula." Myself, I don't see what it matters whether you're a wiz with spreadsheets. None of our "new and improved" formulas have been complete successes. Does being able to post scores at 5pm GMT each match day really make one the best choice for host? IMHO, getting the scores up daily isn't critical. Personally, I feel like scores are posted too often; I never have time to RP more than a third of my matches. Perhaps the WCC is weighted toward people who feel as I do, simply because we've tended to choose new hosts based on our affinity for their RPing... thus creating a group of like-minded wardens for the WC.
I can't speak for anyone else on the WCC, but I don't think that being a good host is about making the trains run on time. It's about enjoying the trip. And I very much enjoy the trips SN38 takes us on.
Note, for reference: I haven't promised my vote to anyone, yet.
I am soooo tempted to rip TBF apart here.... but I'm going to hold my tongue.

It all works a little like this:
With the current setup, 98 teams enter World Cup 12 qualifying.
96 competitors are setup in groups of 8 -- a total of 12 of them. 2 co-hosts are automatically qualified.
After 14 matchdays, the top 2 of the 12 groups advance -- 24 teams are automatically qualified.
The 12 3rd-place teams enter a randomly picked 3rd-place tournament -- after 2 matches, the 6 teams with the highest aggregrate score of the two games go with the other 24 auto-qualified teams into the first round.
With the co-hosts, that makes 32 teams -- 8 groups of 4 play each other once, the top 16 teams after three matchdays emerging into the second round, the single elimination point of the Cup.
From the second round you go to the quarterfinals, with only 8 teams.
That goes to the semifinals with 4 teams -- this determines the final, and the other match of the day is the not-so-prestigious 3rd place match to determine 4th, 3rd, 2nd, and the World Cup champion.
Voila -- done eleven times over, and we're on the 12th iteration.

The president of the CHFF, after reading a message from the BFA during the Commerce Heights-Praying2God halftime, announced the nation's formal acceptance of a Bedistan-Commerce Heights hosting bid for World Cup 13.
Another announcement was made, but it has not yet been internationally released.
The BFA confirms this statement.
On another note, Bedistan and CH plan to use the tried-and-true WC7/8 qualifying method of 92 total teams in 15 groups of 6. Short, simple, no extraneous playoffs necessary.
Sliponia will enter it's national team again.
You guys have Melmond twice on your list of competitors. Although we are a rather big nation and could in all theory field two teams...in our first foray in the world cup...we would like to remain one unified team.

I've looked over the list I'm "keeping" (the one on page 6) and Melmond is only there once as far as I can tell (# 71).
If you're referring to the fact that Melmond is on the list on page 1 and the list on page 6 - well, they're really both the same list.
If, on the other hand, Melmond really is on the page 6 list twice, please point out to me the number(s). I will fix it, and make an appointment with my Opthomologist.
In going over the list on page 1, I do find MELMOND TWICE: 3rd up from the bottom, and 12th up from the bottom. Not to worry - Lemmy will fix it before we get WC13 underway.

Yes, we did (WC5 and WC6). I'm a fan of simplicity though, and I care about more than just myself. ;)
I would love to be accepted into world cup XIII as i am at the moment particpating in WCXII and it is great.

The Snub Nose 38 and Runaway Moose bid to co-host World Cup 13 is withdrawn without prejudice.
Please understand that we had been seriously considering this before yesterday's little tiff. And that's all we consider it to be. I am confident that I over-reacted to LE's post.
RM has a new part-time job, and just found out she must be away for about a week during the WC13 timeframe. She also has to devote a big chunk of time to Grad School Application (many of you know what a pain that is)
SN38 just lost a key employee (my deputy), and will be doing two full time jobs for an indeterminate time. Also have to be away (filling in for that same deputy) for a week in the WC13 timeframe.
We're sorry to have to withdraw, but would rather be sorry about withdrawing our bid than sorry we completely screw up a WC after accepting responsibility to run it (include an "if" in there somewhere).
No hard feelings. See the beginning of my response to LE yesterday. I was in a very bad mood, and probably should have wanted before I replied.
We're still in, just not as potential hosts.
I'm sad to hear that Snub Nose :(
I wish you two luck in your work, and hope we continue to have your presence known in the football world :)

It being Saturday, with most of the folks who inhabit my house currently somewhere that is not in the house, and not having to worry too much about the Hooligans, who have already managed to get themselves a ticket home instead of to Lemmitania/Kaze Progressa, and etc reasons, I had some time free.
So...I went back and read this entire thread. And found that, in my attempt to help Lemmy by keeping track of entrants (on page 6 of this thread), I very nearly screwed that up as bad as the Hooligans screwed up WC12 Qualifiers.

The Snub Nose 38 Unofficial List has been corrected. The Snub Nose 38 scribe who had been assigned this task, apparently color blind in the "Green-Indigo" spectrum, has been fired. Actually "Fired" - we burnt the little sucker at the stake.
The Snub Nose 38 Ministry of Correcting Our Own Stupid Errors will carefully review Lemmitanias Official List on page one, and if either of these two is missing, will telegram Lemmitania immediately.

Either -
1. Establish a fixed number of participants (including hosts) that will be accepting into each/all World Cups.
- or -
2. If the hosts are allowed to establish the number of participants, then select the host(s) soon enough each time so they can take over the sign-ups and end them when their particular number is reached.
(in this case, no one knows what number, between 92 and 102, will be participating in WC13)

I'm guessing that will be over sometime around the last week of March - and then WC13 Qualifiers will start.

Thanks, Beddy. I'm also going to check the WC13 Bid thread and make sure that part of my post is correct. I think it's not right the way it is now. (checked - fixed - I think it's right now)
After rather stupidly forgetting the password for 'An egg' (after all, eggs have no memories), the egg has emigrated, and is now 'Just an egg'. However, this requires a 'new' nation to sign up, though it is to replace one already entered. We would like to request that 'Just an egg' be a direct replacement for 'An egg' in the listings, but if this is not possible, then we would like to re-enter this humble egg onto the list at the bottom, and allow Fahigland to enter their first World Cup instead.
This announcement was made by the FANCD on behalf of 'Just an egg', as the egg is without the ability to speak.

I believe I was the first to say this back in the good ole days when the WCC wasn't laughed at...wait those days didn't exist...anyway I said to the 'gools that they couldn't enter a puppet as it was a privilege to those who had been around a bit and/or RPed.

Advantage for the Bedistan-CH bid: Enough nations have signed up to allow our plan to work. ;)
Here is an idea of how we can group this....
93 teams signed up - 2 host countries = 91 countries in qualifying
13 x 7 = 91
We will have thirteen groups of seven.
The top two finishers of each group as well as the third place finisher with the most points will automatically qualify...thus 27 spots are taken
the remaining 12 teams are randomly matched and will play home-and-homes, the winners of those will again be randomly matched and play home-and-home.
Everyone is in and the qualifying should take as much time if not a little bit shorter than the last World Cup
