International Fact Sheet.

Biotopia: Name for the sub-continent landmass in the northwest of the Greenfields region. Also the name of the nation that covers the Biotopian sub-continent. Biotopia is the current UN delegate for the Greenfields region and Foreign Minister for the NHU.

Biotopian: Either a ‘Blue Biotopian’ as in the species, or a citizen of Biotopia. ‘Blue Biotopian’ is used to distinguish between reference to the species or the non-species denizen.

Non-Human Union [NHU]: An organization of both human and non-human nations combined together under one organization. All members must sign to the Universal Declaration. UN members can be admitted to The Bunker, the tactical and central intelligence office. UN members in Greenfields can contest for the Delegate position. NHU members do not have to join Greenfields and are not compelled to adopt the Union Paw or the IFTA.

Greenfields: The official region for NHU members. It houses the administrative nation of the Federal Republic and only UN members within the region may represent the NHU as official delegate. All nations that join Greenfields are automatically entered into the IFTA and must adopt the Union Paw. Nations in Greenfields are also able to access territory on the Greenfields continent.

Universal Declaration:All NHU members must sign the Universal Agreement, it is the founding tenant of the NHU and the basis for NHU diplomacy, politics and society.

*All non-human sapiens have the right to live their lives with the rights all humans have as covered in the UN human rights charter.

*No sentient being will be eaten

*All non-human sapiens and humans are equal

*All non-human sapiens have the right to self-determination

IFTA: The International Fair Trade Agreement is an economic treaty that rigorously protects workers right and establishes trade regulations for signatories to generate the economic support and incentive necessary for the IFTA to be an effective treaty. The NHU voted to sign all Greenfields nations into the IFTA, a motioned issued in the belief that it compliments the Universal Declaration.

Union Paw: The Union Paw is the intra-regional currency, used for foreign exchange and payments to the NHU, it has also supplanted some of the domestic currencies, although many nations still maintain a local currency for domestic use. The adoption of a regional currency was forwarded to reduce the economic imbalances caused by foreign exchange rates and helps consolidate the NHU and Greenfields into an economic entity. Non-Greenfields members are requested to adopt the currency, although it’s not compulsory.

The Central Trade Market/Central Bank: The Central Bank was established to oversee the standardisation and integration of NHU and Greenfields economic infrastructure and management of the currency. It’s also an important body of the Central Market which operates to expand trade amongst NHU nations and organise NHU-Greenfields trade with other nations.

Federal Republic of the Non-Human Union: The ‘nation’ where the institutions of the actual NHU are located. The FRNHU was solely created to locate these institutions in a centralised and neutral territory. The Federal Republic is highly experimental in that it is a national showcase of the NHU and is administrated by the NHU.

Non-Human Executive: The Executive is a council made of nations that hold ministerial positions within the NHU. In theory the Executive has one nation representing a ministry, rather like in the UN where a country ‘hosts’ a committee or sub-organization within the greater UN. The Executive can then meet and discuss what issues should be raised to the senate, organising for a [very hypothetical] war, other crises and periodical reviews. It can also sets the budget and can declare war or states of emergencies.

Non-Human Union Senate: The senate is made up of representatives of from every member nation of the NHU. They can vote in or vote down resolutions, amendments to the Universal Declaration, dissolve the executive and block declarations of war. The Speaker of the Senate is the official spokesperson between the Executive and the Senate and organises the proceedings of the senate.

Federal Republic Supreme Court: The court deals with constitutional and political crimes but can also persecute against those from within the NHU who violate the Universal Declaration.

Greenfields Continent: Greenfields is not only the official home of the NHU but a geographical region inhabited by Greenfields nations. The Greenfields map is for Greenfields region nations exclusively. It is situated to the east of Aperin.

The three key criteria that matter for something to have rights: they are sentient, able to experience pleasure and pain, they have complex feelings, and they have interests -- goals, aims, and wants, things that matter to them whether they are gained or not.

No nation is forced to adopt compulsory vegetarianism, although some have opted to do so for various reasons. The issue is really one for the domestic arena. However point two of the Universal Declaration; “No sentient being will be eaten” prohibits the consumption of a species deemed to posses’ sentience. However the wording regularly flips between sentient and sapient.

2 out of 18 members of the NHU also belong to the CACE, but this is incidental. All nations in Greenfields are supposed to have been brought under the IFTA, seeing as there as a vote on the issue, it passed and the result as accepted by both CACE and IFTA nations. We also have non-IFTA members and our organisation remains strong.

NHU and CACE do not share many mutual goals, one wishes to blow up capitalism, the other is a mix of economic styles and various governmental forms. The NHU operates its own political, defence and economic affairs regardless of what is happening in CACE. In fact we see ourselves as very important in diluting the CACE monopoly over the IFTA, we’re a counter balance of such.

The relationship has always been civil; we signed the IFTA because we believed it safe guarded the elements of our Universal Declaration. Being rather economically self-contained we didn’t lose any major markets. Currently I would describe the situation as ‘tense’ or ‘strained’ after SeOCC illegally placed sanctions against Biotopia only to drop them when they realised their error (without apology) and then place them against our headquarter nation the Federal Republic. SeOCC is yet to approach the NHU to resolve the problem.

To clarify, SeOCC has in fact placed trade restrictions upon all IFTA nations which are attending the Lavenrunz conference. Biotopia, as a member of the NHU, which as sent a delegation, has been included in these sactions. These sanctions are not illegal given that there is no clause in the IFTA requiring signatories do business with each other, it merely sets an agreed standard for labor and investment practices.

So fail to understand the relevance of your actions. You’re placing sanctions agains the SEVENTEEN nations of the NHU that have signed the IFTA, because ONE NATION sent delegates to stand for the interests of an multinational organization?

To clarify some terminology that has been misused and should clear up the confusion.

Sanctions were placed on CACE nations who attended the conference because, under the CACE charter, SeOCC has an obligation to provide goods on a need basis to CACE member nations.

No such requirement is written into the IFTA, and therefore the MoE has agreed to boycott those IFTA nations which are represented at the Lavenrunz conference.

According to the NHU, the Federal Republic is a non-entity, representing the collected international government of the NHU, and therefore we will not let the NHU avoid this boycott through a technicality. The NHU authorized the Federal Republic's delegation, and therefore the NHU is included in our boycott.

Both of our nations major allies, the Protectorate of the Undrerealms and the Armed Republic of Muktar, will be quite interested in this NHU. The people of the Underrealms have lived underground for so long, they are technically no longer human. As for Muktar, they have such a genetics obsessed government, a lot of the population is no longer part of the human race. As for our nation, we have some minor quirks in our genepool that allow us to live the way we live. We will contact the others of our Trinital Alliance, but we are almost certain they will favor membership.

The Armed Republic of Muktar hopes to join this NHU. Too long have those in our nation who choose to be genetically altered have suffered under our human population, despite government intervention. Hopefully joining the NHU will bring our nation one step closer to internal peace.

Our nation used to span the subterrainean globe, until the humans developed their nuclear weapons and radioactive waste. Our crops have been wiped off nearly the entire planet, the only safe refuge being underneath our ally's region. We asked for aid from other nations, but they looked down on us because we were not human. We have recieved word of this NHU from the Blood Cabal, and we hope to join an organization that will respect us as sentient beings.

[a] You may remain in your current regions and join the Non-Human Union. Adopting the international Union Paw and/or signing the IFTA agreement can be done so at your discretion.

[b] You can not only join the NHU but can join our region and adopt the Union Paw [at a trade only or trade and domestic level], in which case you will come under the auspices of the IFTA. Preamble:

The Coalition of Anti-Capitalist Economies was formed as a co-operative multinational economic platform from which nations concerned to put the interests of the people before the interests of profit can work together to create a strong economic alliance that is fair to labourers. Previously, CACE economies have been closed to non-members. Now, having succeeded in our ambitions and in recognisance that humanitarian interest can be served in adherence to capitalist as well as anti-capitalist economic models, we invite nations of any economic model, capitalist and non-capitalist alike, who with us refuse to treat labour as a resource to be exploited, upholding instead the rights and welfare of the labourer, to create and maintain a growing economic alliance based on fair trade and worker rights.

The International Fair Trade Agreement
The following treaty was ratified by the Coalition Body on October 22nd, 2003, and is now a requirement for membership in the CACE. Any nation, regardless of economic system, may sign this treaty providing they meet the terms as detailed under Section 1.

I. Terms of Compliance

Signatories must pass and institute legislation to meet the requirements set in below within 1 year (365 days) of signing this treaty. Full compliance will be assumed from the signing of the treaty, and will be evaluated after one year. Signatories that have failed to bring their nations into compliance with the treaty will have all benefits suspended until they have met the treaty’s requirements. After the first year, any nation that fails to meet the treaty’s requirements will be placed on one year probation, with re-evaluation at the end of that year. Failure to comply with the terms of the treaty at the end of the one year probation will result in suspension of benefits until they have met the treaty’s requirements.

Signatories that meet the upper tier requirements as noted specifically will be granted Trade Primacy status. Primacy grants greater access to markets and resources, and the requests of nations with Primacy status will receive preferential treatment over base level nations. Trade Primacy status is cumulative; the more areas a nation meets upper tier requirements the greater the benefits.

Signatories are required to enforce the dictates of this treaty and may not act in a manner contradictory to the treaty. Signatories must honor the requirements the treaty places upon their nations. Signatories which fail to enforce a section of the treaty, or act in contradiction to the treaty, will be immediately suspended and must reapply for full benefits.

II. Labor Requirements


A. Wages

1. Companies operating within, or doing business with companies within, the signatory nation must pay their workers a living wage.

i. Living Wage is determined individually for all nations: it is calculated by adding the mean cost of food for the worker and one dependant, housing for the worker and one dependant, electricity, water, local telecommunications, schooling for a dependant and +30% discretionary spending.

ii. Signatories which set a Living Wage 10% or more above the amount listed above will be granted Trade Primacy.

2. Wages may not be denied for time worked. Companies found to be in violation of this clause will be fined no less than 10,000 WD a day until all back wages are paid.

3. Wages must be paid on a regular basis not to exceed one calendar month in duration. Companies found to be in violation of this clause will be fined no less than 10,000 WD a day until wages are delivered on an acceptable schedule.



B. Work Schedules

1. The work week is set at 40 hours per week. All hours from 41-60 must be paid time and a half. All hours from 61-80 must be paid double time. No worker can work more than 80 hours a week.

2. Full time workers must have health and pension plans provided by their employers or the state. Part time workers must have health plans provided by their employers or the state.

i. Full time is defined as working 30-40 hours a week, or 35 hours or more on average for a 50 week year. Part time is defined as working 15-29 hours a week, or 20 hours a week on average for a 50 week year.

ii. Signatories that set a full time work week at 35 hours or less will be granted Trade Primacy status.



C. Workplace Environment

1. No company may operate a business in a hazardous environment. Companies found to be operating inside hazardous environments will be fined no less than 50,000 WD a day until operations cease in hazardous environments.

i. In situations where hazardous conditions cannot be avoided, workers will be fully informed as to the nature and degree of risk, and companies shall have the responsibility for the implementation and maintenance of measures minimising worker risk, i.e. the provision of protective clothing and equipment; provision of adequate and appropriate training; medical and psychological support; maintenance of sufficient staff; other measures as appropriate to minimise individual exposure to a hazardous environment and increase worker safety.

2. Workers will be protected from all types of workplace discrimination and harassment, including but not limited to harassment based on gender, race, ethnicity, creed, sexual preference, or political beliefs. Companies may be brought to court on civil charges by individuals for violating this clause.

i. Workers shall not be dismissed on the ground of calling for investigation into workplace conditions. Companies may be brought to court on civil charges by individuals for violating this clause.

D. Labor Unions

1. Signatory nations must recognize unions formed for the purpose of collective representation of workers.

2. Signatory nations must take appropriate steps to ensure the ability of unions to strike, and must appoint unbiased mediators to resolve disputes if a strike continues for 60 days or more.



III. Investment Requirements

A. International Investment

1. Taxes on foreign direct investment from signatory nations will be capped at 12% in addition to local taxes. Firms must have 66% of their stock owned by local stock holders in order to be eligible for this clause. Nations which set FDI taxes at 6% or less will receive Trade Primacy status.

2. Signatory nations must institute a 1% tax on FDI, which must be spent on either education or social welfare projects. Nations which set this tax at 4% or higher will receive Trade Primacy status.

3. Investors with residence of holdings in signatory nations may only invest in holdings and nations which abide by the regulations of this treaty.



B. Domestic Investment

1. All companies must be at least 25% worker owned, either through direct ownership of stock or through stock options in retirement investment funds. Companies which are worker controlled, where workers own and vote 51% of stock, will be granted Trade Primacy status. Nations which require companies to be 51% worker owned and controlled will receive Trade Primacy status.

2. Signatory nations must regulate banking investment. Nations which make bank investment in the open stock market illegal will receive Trade Primacy status.

3. Signatory nations must regulate domestic stock markets. Nations which criminalize to felony level trading violations such as insider trading, fraud or stock manipulation will receive Trade Primacy status.



IV. Trade Requirements

A. International Trade

1. This treaty will establish four levels of trade between the CACE and capitalist nations.

i. CACE Autarchy: This level is available to CACE members only, and constitutes a non-monied, need based industrial alliance network.

ii. Primary Trade Partner: This level is the highest level available to non-CACE members, and is made of nations selected by the CACE Production and Trade Board. These nations are free to sell their goods to CACE nations and CACE nations need not seek permission to trade with them.

iii. Trade Partner: This level is available to all other signatory nations of this treaty, but CACE members must seek goods from CACE members and Primary Trade Partners first before purchasing goods from Trade Partners.

iv. Non-Treatied Nations: Nations which are not members of the CACE and not signatories of this treaty reside in this level. CACE members and Signatory Nations are barred from trading with them without explicit permission of a simple majority of treaty signatories.

Our government is interested in increasing its diplomatic and economic contacts with the Non-Human Union. We already have an embassy in Hell Bovines, but would be intersted in opening another in the Federal territory of the NHU. The NHU or Biotopia would of course be welcome to establish an embassy in the diplomatic quarter of Ukun Rasikan City.

We would also like to expand our trade contacts with the NHU. (We make no comment on the "boycott" declared by SeOCC, let's just say we are looking to other countries for trade.) Biotopia's expertise in medical technology, i beleive, offers a complentary fit. Our country's health sector is not well served. We have a healthy population, but the health care sector is focussed on prevention and wellness initiatives, and is inexperienced in treatment. Therefore we are interested in purchasing medical technology of all types in order to establish vilalge-level health treatment centres.

In exchange, we can offer natural rubber, various tropical fruits, educational systems design, aloholic and narcotics substances, professional prayer services, and alternative energy geenration technology, among other products.

We are also interested in a joint project. The rain forest of Tanah Burung is unexplored in many ways. Scientists have already distilled drugs from various rain forest products, but we are only beginning to scratch the surface, since our health research capacity is very limited. We would be interested in inviting Biotopian medical scientists to take aprt in a joint medical research project in the rain forest in search of traditional indigenous remedies and plant sources which could be used ot treat a range of diseases. We have the expertise in researchign which indigenous fold remedies are present, and Biotopia has the expertise to discover the chemical medical propoerties of these plants.

We look forward to a deepening of the already good relations we enjoy with our Non-Human friends.

We are more then happy to accept your invitation of interest in establishing mutual embassies. It would be an honour to gain association with such a well known and respected member of the international community. As for trade we are always willing to share in the fruits of prosperity and even more so with so deserving.

We note from your previous communiqué that you believe your healthcare services are not adequate for the needs placed on it. The Mona Lisa International Institute has A grade medical training facilities and would be willing to train Tanah Burungs in how to manage ‘clinical treatment’ as well as training surgeons.

No doubt their will be students and teachers alike interested in working in Tanah Burung health facilities and learning Tanah Burung insights on healthcare. If the National Academy of Medical Science and the appropriate Tanah Burung authorities are enthusiastic enough I can foresee that student training in some fields may soon include working in Tanah Burung, is the policy of giving students ‘field work’ – especially in those nations most needing medical assistance.

The exchange of Natural Rubber, tropical fruits and alcohols has hit the spot. Biotopia has a limited capacity to provide goods of a tropical basis, yet an insatiable demand for them. I do not suppose you are able to offer sustainably harvested timbers are you?

Indeed I believe that the MLII would be very interested in co-operating as they offer the largest [and dare I be so bold as to say it, best] medical training facilities. In co-operation with Tanah Burung efforts to unlock to mysteries and treasure of their rainforest bounty we will look at setting up a research facility in Tanah Burung. We simply ask that the research be shared and the profits from direct developments be shared at a % reflecting the funding ratios of the said project by our two governments. We will also assist in subsidising the construction of facilities in Tanah Burung to capitalise on the research.

[How these things work is that profits are divided by the funding per project. So say there is a breakthrough in developing a cancer-preventing frug that was funded 65/35 by TB and Biotopia respectively. Then TB would receive 65% of the profits.

Then say TB doesn’t have the facilities to manufacture the drugs, but Biotopia does. Under a point system a weighted % of the profit earned by Biotopia is dropped from our claim at different stages of ‘foreign production’. Meaning we decrease our cut of the profit when the manufacturing occurs outside of Tanah Burung.

So it encourages Biotopia to invest overseas and keep employment at the home of the research, in order to gain more of their entitled profit back.]

I hope this is reasonable.

The response of the NHU is beyond what we could have hoped for.

We shall begin plans for an embassy and trade mission in the NHU immediately. Perhaps details as to exact prices could be worked out through that mission (ooc: it's more detail than i really want to get into!)

As a point of information, there is no adjective form for Tanah Burung -- we speak of Tanah Burung rubber, the people of Tanah Burung, etc.

Our alternative energy capacity began with wind turbines in a large project funded in part by the Developing Nations Aid Commission. We have recently begun energy generation through solar power, biomass (decaying garbage emissions are used to produce energy), and waves from the ocean, channelled into tidal estuaries. The automobile industry remains in its infancy but our cars are being fuelled with used vegetable oil. We are also engaged with some of our Emerald Heights neighbours in a collaborative solar energy generation project which we hope will be announced soon.

We have a small capacity of timber available for export, although old-growth hardwood may not be exported. We would be happy to give Biotopia first claim on any excess tropical timber production.

Biotopia's willingness to collaborate on health care is very welcome, and we are grateful for it. The exchange of personnel is especially welcome. We have begun to invite memberships in the Rainforest Health Research Cooperative, which has been designated as partner organization to the MLII.

Technically, foreign investment is banned. Therefore, the "ownership" of any facilities constructed must remain local. However, the cost-sharing and profit-sharing arrangements outlined seem acceptable between the RHRC and the MLII, on the understanding that the RHRC retains ownership. We are prepared to agree to shared copyright on any medical drugs that may be discovered, although our laws prohibit actual copyright of plant, animal or human genetic material.

We look forward to continued collaboration with both Biotopia and the NHU.

We are very happy with the preposed trade deal. The tropical timber that we are able to import will be used for craft and furniture construction, so it will not be ‘wasted’ in the production of pulp or woodchip. Are you able to confirm Tanah Burung’s capability to export rubber, tropical fruits and alcohols to Biotopia? We would like to make sure our trade inventory is correct.

On the services side of things the conditions for the joint-biomedical relationship are satisfactory. I must admit my knowledge on the facilities in Tanah Burung is rather scant but am under the presumption that some/most of the technical tools will have to ‘exported’ to the research facility? However this is a joint initiative and because of Tanah Burungs’ special status as a less economically developed [is this appropriate?] nation we will ensure that at the termination of the project full ownership of the facility, including the equipment belong to the unit will be awarded to the Rainforest Health Research Co-operative. As to the copyright laws we hold that the genetic information of all life forms is their property. In this regards our copyright will be a standard 10year non-renewable joint patent on the production process.

It doesn't matter if your noble nation is socialist (like us) or capitalist, all ideologies are welcomed in the NHU, provided that you have a basic respect for your citizens' rights.

Re: Sapience - As for defining what a 'sapient' being is, I consider a sapient being to be a creature able to think with complexity, to have an awareness of itself and the world that sorrounds it, to be able to build basic technology, to have complex aims and desires, to be able to communicate with those of its species and together be able to share thoughts and create common social structures.
In other words, thi means that humans, elves, hell bovines or biotopias are sapient beings, but that common chickens or horses, for example, aren't.

To Tanah Burung: As we said before, we agree and expect your visit in our country. We hope it serves to expand the long and lasting friendship between our nations. We will discuss this trade relations more in detail in the Tanah Burung Trade Commision thread in the IFTA forums.
