It has just recently been anounced by representatives of the Empress of our nations that we, the people of the Great White Holy Empire of Kecha, will NOT honor the United Nations Resolution calling on the legalization of prostitution, prostitution is still a crime in our nation, we shall not be swayed.

Simply do what we did and pass laws making it virtually impossible to ply this trade unqualified; all members of the trade within our nation must hold a degree in phycology and a degree in sextology(sp?) which normally takes a total of 10 years to achieve and a lot of $$$$. Also the have to meet other requirements which I won't go into :P
