“At a summit…” the voice stops and the sound of moving paper can be heard. The voice continues, with an undertone of anxiety “…there are as yet unconfirmed reports that all out war has broken out on Mars, presumably a coalition effort against colonies on Mars held by the Dark Lord Melkor. We will have more on this story as it develops.” The paper shifts again.
“At a summit in sunny Ale-Yarok, Knootian and New York negotiators agreed on an exchange package of economic and military aid. The NYNJ military will assist in building on the Knootian fleet, providing funds in an allied effort. In return, the DDR has agreed to direct some of its development aid to the former SATO nation. Both Knootoss and New York left SATO on the same day. Six month wise, the structural economic aid given to NYNJ will come to 100-200 billion dollars, with a similar investment made into Knootian naval/space assets. For Knootoss, this makes for an added investment of anywhere from 200-400 billion euros yearly in the military.
When asked by the press, negotiators denied that this was a way to deceive the people and slush funds into other areas, instead they commented:” (voice of negotiator standing outside) “each nation simply provides the other nation with what it is good at, its perfectly normal. They have a military budget they need to spent, we have excess aid. We could of course lower taxes, but uhm… hey, there is my cab!”
