Overlord Addresses World

The scene is not unlike one that would be seen in films of the dictators of past days. A huge crowd of several hundred gathered under a balcony. On that balcony stood two armored gaurds, motionless.

Then he stepped out. Within seconds the sound of the crowd grew from quiet to deafening. Only when he rasied his armored gauntlet did they quiet again, albeit reluctantly. He spoke with confidence, addressing his people first. "I am Overlord Riok Oran. I am your ruler and your savior. I have taken the place of our formor leader, Overlord Var'chak. He will be missed greatly, but we will survive, as we always have." The crowd drowned out his entire next sentence, but he simply waited for a few seconds, then raised his arm again, silencing them. "I speak now to the world. Baggera has conqured ten nations in it's history, adding them to our nation, then releasing them after the designated time limits. Those limits are hereby revoked. We will smash our enemies and make them ours forever. They will tremble before our might!"

As if on que, which they were, one of the ships that looked and was armed remarkably like a Sky Furnace roared overhead, with fighter escort. Riok tried to continue, but the crowd refused to quiet for nearly a minute. When they did, he tilted his head. "Our allies on the other hand... they are as powerful as we and are plentiful. They will always be welcome in our lands. The GDODAD, nations of Arda and the Coalition of Evil are always welcome. Also welcome are choice few independants, such as Damien Dreadfire, despite being allied with our greatest enemy... Crimmond."

He pauses. The crowd went silent as he leaned forward. "A few have mentioned the treatment of our people as 'deplorable'. 'Inhumane'. 'Monsterous'. I have something to say to them....

"Bite me." He said bitterly, the venom of the words causing gasps in the crowd. "I will explain once, and only once, how we treat our people."

"There are several castes in our culture. We shal start from the bottom. Prisoners. These are the ones that have made it across our borders or have been captured during conquests. They have no rights and are treated like dirt. Slaves. These are the working backbone of our nation. They, depending out their work, are treated fairly and with a certain amount of respect and care, to ensure thay are healthy and bear no strong amount of ill will towards us. Worker. These are the working class that are paid. They provide office and management positions over slave details. They are provided with apartments and the necesities of life, so that they may spend their money how they choose. Citizens. These are the same as workers, except they work for the government and are permited superior rights, including voting. Military. That speaks for itself. Rulership. The highest caste, this is my caste, as Overlord. It is also the caste of my aides and advisors, as well as ministers." The crowd listened carefully, despite having it memorized. "I will not repeat that, ever. So you had better learn it before accusing me of mistreatment of my people."

He stands for a few seconds, then turns and enters the building. The cheers of the crowd followed him. "Listen to that. They love me. They know what we can do." His aide nodded and informed him of his next meetings.

About an hour later, he looked out the window. The crowd was gone and the cleanup crews had arrived. No... wait. One young man stood there still, watching the balcony.

The Overlord stood and stepped out, watching him. The boy snapped to attention and saluted. Oran returned the salute. The boy bowed once, then left. That spoke louder than anything I, and perhaps anyone else, could ever say or write. That boy stood there over an hour, waiting. The Overlord stepped back inside and went back to work, not noticing the cameraman who had filmed the entire seen. He saw it on the news a few minutes later. The press ate it up, as did the public. You can't beat spontanious propaganda... he mused.

It is good news indeed that the Dread Fires are still thought of highly in Baggera, despite the obvious conflict of interest. Baggera has indeed been a giant awakening after a long slumber, and I have no doubt that some time soon the world will feel the sting of Baggera.

For Glory and Honor, Blood and Fire, may the Gods guide you on your conquest, no matter to what end of the Earth it may lead you. Again, it is good to hear that we have not dead to Baggera, especially during the regime change.

This is in response to Riok's statement. It gave my emperor a pretext to defend himself internationally on his actions against some unsavory elements in his populace.

IC:

The sounds of hammers and saws were prevalent in the air surrounding the Imperial Palace. One wing had been blown out with a missile attack. Not only was the palace attacked by "moralists", but churches and schools as well. Alexander watched over the entire scene. It had been two months since his wife and three of his children were killed in the attack.

A cosmopolitan crowd of Jews, Valerians, Italians, Greeks, Austrians, Frenchmen, Elves, and even Visigothic soldiers from the Fortress of Valeria were gathered below the massive veranda that opened the palace and the emperor's mind to the world. The crowd had people of all ways of life: laborers, farmers, civil servants, beggars, and wealthy aristocrats. They wanted to hear what the emperor would proclaim.

Even if the emperor had killed ten million people, they were all rebels, the citizens believed. They deserved to die.

The emperor, Alexander, read the communiqué from the press of the proclamation of Riok Oran, the leader of The Annexed States of Baggera. He saw that the overlord was defending the way the people are treated in his country, and so, Alexander would do the same. He wanted to seek revenge against the countries who invaded him. They needed to taste what the meaning of the word retribution was. He needed to eliminate them, and subjugate them under the heel of Valeria, and the hell of the emperor. The emperor had his speech memorized in his head, and after a few preparations, he emerged out on the balcony, facing a crowd of thousands. Press people were all over, with cameras and notepads ready to get "the scoop".

The crowd cheered as the emperor emerged before them. He was loved by his people. People waved the national flag, with its blue background, its white cross, and its golden double eagle. The emperor only had to raise his arms to silence his crowd, showing the immense charismatic power he had within him. "Citizens of Great Valeria, and denizens of the world. I am Emperor Alexander I Vassilakos. Magnus Valerius has been nothing in the international community due to our splendid isolation, but that isolation is now over!" The crowd roared, and the Visigothic soldiers raised their guns and flags. It took two minutes for the crowd to die down again. "I wish to make clear that our nation is taking on a new plan of imperialism and we shall also take on revanchism. Those bastards who dared to tread on our nation will pay dearly with their blood! The blood of their soldiers will flow in their rivers, and the blood of their citizens will fill the street. Their armies were consumed by us, trampled under our boots!"

Alexander stomped the balcony as forceful as the time he crushed the skull of the Orissan rebel leader, Baron Moustaka. He resumed with great fervor. "I wish to make clear to those in the world that the way our people were dealt with was perfectly just. They had committed treason against The Crown, and the price for treason is death. The way to deal with it was eliminating those who were treasonous, who were poisoned with ambition. And we did it! Frankly, I do not give a damn on what anyone else thought on those executions, but I must say that our nation is on the path of a new age! I now have to congratulate Overlord Riok Oran for his stance on the treatment of his people as well. The international community is bristling with those ignorant types who do not understand the cirucumstances of different societies, and they, in the end, are inhumane, genocidal maniacs." Some soldiers fired off artillery to add to the cacophony of the roaring crowd. The crowd was fluttering with blue and white flags, golden eagle insignias, and portraits of Alexander and Theodora, his late wife.

The emperor stepped towards the edge of the balcony. "I would like to say that our empire is now taking a much more aggressive stance. We shall seek out new lands to subjugate, to open land up for our peoples. We shall take imperialism as a priority in the court, in which we shall crush our new enemies and annex them to The Crown Empire! They have to understand that they have angered the Valerian people, and they can not be set free without proper charges against them for pre-emptive strikes." The emperor looked bitterly out to the horizon, knowing that those nations, whose leaders were stupid enough to create a worthless coalition against Magnus Valerius, will dearly pay for setting their soiled feet on The Crown Empire.

The emperor bowed out from the crowd and entered his palace. The Visigothic soldiers raised their guns and marched. The piece of Hands Across the Sea was played, even though it was nearly drowned by the noise of the cheering crowd. Eventually, the grounds were cleared. Soldiers once again began parading around the palace, including some pompous uhlans who despised the noisy citizenry that appeared on the grounds this day. Journalists leapt into cars and went out in droves to send this speech of the emperor all over the world in newspapers.

"Well, I guess we shall enter a new age after all. An age of modernization, and an age of imperialism," Alexander stated to his aides. Alexander filled a glass with chilled vodka and took a toast to his genius. He wondered if Magnus Valerius truly was ready to be on the world stage, but he did not doubt the power of its people. The empire was changing... It now may be on the irreversible path of war...

"Get Riok Oran on the phone," muttered Alexander to his aide. He wanted to open relations with the country of Baggera.

"Sir?" An aide said, rousing Oran from his thoughts. Normally he got angry at such interuptions. This was no exception.

"What is it Richard?" he asked with annoyance the aide had prepared for.

The aide pointed to the phone, a light blinking on it. "You have a call from the leader of Valeria." He got a blank look, or as blank as a man with a nonremovable mask could look, in return. "I had to look them up as well. Apparently they wish diplomatic relations. They have undergone a rebelion recently, it seems. The ones that were captured have been executed."

The Overlord nodded. "Keep them on hold another five minutes." WHen those were up, he picked up the reciever and placed the speaker against where his ear would have been. "Overlord Oran, whom am I speaking to?" he says flatly.

Alexander waited for five minutes on hold. The emperor waited in an eerily silent office - an office silent except for the grandfather clock ticking in the corner of the room and the pulse of the emperor's blood. The emperor wondered how the Overlord of Baggera would react to Alexander.

Finally, after five pondering minutes, the emperor heard the voice of Overlord Riok Oran. The emperor replied with the same outright tone, "This would be Emperor Alexander of Magnus Valerius, or Great Valeria. Your proclamation was impressive. If you may know, we of Valeria have been placed in a bad light for the treatment of a certain group our people: rebels. Since the same type of nations might be troubling you on how your people are treated in your nation, I would like to extend the hand of friendship in an entente cordiale and the establishment of an embassy in your capital city. If you happen to be invaded by a loose confederation of 'righteous' nations, we shall send aide in the form of soldiers or funds, if they are needed. However, this does not have to be a mutual entente. You may not wish to defend Valeria in case of another invasion of such foolish nations and their leaders, and I would understand in that case. If such an idea is not feasible, then we still wish to establish an embassy."

Alexander wondered if he would be received well. There was no telling how Riok Oran would react. However, one thing is certain: both nations that they reigned in were ready for war against enemies and for expansion. Magnus Valerius and its military spending is fast approaching 20% of the state budget. Not only that, but the population of the empire was increasing rapidly. New colonies would only solve as a temporary fix to the problem; the empire is in need of finding nations to prey on, to subjugate, and to colonize and annex. It has been centuries since the empire annexed new lands, but it is never too late to start another imperialistic program. The soldiers of Magnus Valerius were ready, and were numerous.

Baggera seemed like a potential friend and maybe an ally, and Emperor Alexander wanted his empire to open up and begin relations with other nations, especially those with similar interests.

OOC: This would be the precursor and reason that will lead Magnus Valerius to that War RP that's being planned.

I watched the scene on TV with interest.
Interesting. I thought. This Emperor will do much, for good or for ill in the future. I will have to keep an eye on this.
I then noticed the boy on TV, ignoring the propaganda. Truly that is more than words. Speaks volumes, he does.
I got back to work, but not forgetting the Emperor, or that boy.

OOC: I'm sure that kid will be important in the future, right?

OOC: Perhaps he will be. I dunno.

IC: Oran smiled beneath his mask. "Yes, that sounds favorable. We shall send an ambassador at once. The treaty may be worked on at a later date. I believe that you could indeed be valuable allies" He said, lieing through his teeth, he had never heard of their nation before today. No need to tell him that though... "Baggera stands ready against the 'good' of this world at all times. Request and ye shall recieve." The usual praises. After they had ended the conversation he called the war department's information division. "Get me all the info you can on Magnus Valerius. I want to know who I am dealing with."

The Overlord looked at the aide. "We may be able to expand quicker than we thought. That nation may be of use in many ways."

Oran gave his response through the phone, the emperor smiled cautiously. "We shall see, then. I believe cooperation is key, and we have plenty of soldiers ready to aid you in any conflict, if we shall cooperate." Alexander hung up the phone as soon as their conversation was completed. Something made the emperor uneasy. Two lines made the emperor cautious: "Baggera stands ready against the 'good' of this world at all times. Request and ye shall receive." What unnerved the emperor was the nonchalant diction; Oran spoke as if Magnus Valerius was superior, even if it had been the first time Magnus Valerius might have been heard by the overlord. Should Oran be trusted? The emperor thought deeply for half an hour. Coming to no definite conclusion, the emperor went to continue with his plans of militaristic mobilization.

He picked up the telephone and summoned Archduke Bastilus to the room. The busybody of an Archduke soon arrived, after talking up a storm with a maid whom caught his eye. The emperor looked coldly upon Bastilus before giving his order.

"Archduke, I want you to lift the armament restrictions against the Fortress of Valeria and The Valerian Mines. They need to be added to the manpower pool. And make sure you appeal to Visigoths - they are useful to us." The emperor sat back and awaited for Bastilus to show a sign of response.

"Aye, so it is your demand, so it will be done," saluted the Archduke. He hastily exited to call for the removal of the restrictions against the colonies. That would add several million men to the ranks of The Crown Empire. Especially many more Visigoths. Those Visigoths make excellent, almost unsurpassed soldiers in the Valerian ranks, and the huge amount of Visigoths living in the Fortress of Valeria would bolster the pool from which more of these men (and women) can be drawn from.

Alexander sat back in his comfortable chair behind his desk. He knew the defense budget will increase with this action, but the extent was unknown. It could very well make the defense budget balloon from 16% to 40%, even 50% of the state budget. This increase, of course, counts the increased manpower pool, along with massive amounts of weapons development. His scientists were busy perfecting a new weapon to Valerian soldiers - the missile. The KW-1 Rocket was to be tested within a week...

[Keiji slumps over in his seat.]

Bodyguard 1: Hmmm...he seems to have fallen asleep.

Bodyguard 2: Must have been tired of reading all of the captions on the TV. Those are some really long speaches.

IC: Oran walked into the Intelligence office, scaring and suprising several low and mid-ranking officers. He didn't care. He strolled up to and into the CO's office. "Colonel. You have my reports?" He asks, deadpan.

"Uh... yessir!" the startled man said, leaping to his feet with the reports.

"Good." He opened them and scanned them. "We have technological and population superiority, yes? They are also war weary and have much of their nation's holdings under arms restrictions. How interesting." He steps out, returning to his office in the palace soon after.

He called his Minister of Defense into his office. "What can we spare, to assist them if needed?"

Minister Turrice Roon looked at him for a second. "The... fourth and sixth gravfleets are battle ready. Also, we have 500,000 assault marines currently undergoing another round of boot camp, for lack of anything else to do."

The Overlord laughed. A harsh, grating noise that ended none too soon. "Good. We shall send a diplomat and establish an embassy. We will make the decision by their reports." They both knew the question to be decided. They did not have to say it.

IC: Alexander Black did a nice cartwheel down the hallway of the palace. "Ha!" He spun through the air, kicked back against the wall, and laughed. "Var'chack is gone!"

Alysanndra looked sad for a second. "Yeah... I'm going to miss him and his insults."

"What? What are you babbling on about? No more Var'chack!" With another laugh, he took off down the corridor.

IC:

The week has passed.

Alexander was out, 50 miles north of Valerius Prime. His military researchers, from studying weaponry used against The Crown Empire in the recent wars, have devised a new weapon - which the international community called a "missile". It was named 'King William 1', or KW-1. It was a simplisticly designed weapon, with an explosive payload as large as one of the 1,000 pound shells used by the larger artillery pieces in the army. The emperor watched in awe, as the 'winged bomb' fired off in a cloud of smoke and flame. The rocket struck a visible shack as a target on a hill half a mile away. The first true rocket now was developed in Valeria. But, Emperor Alexander knew he needed international aid in order to modernize at a fast pace!

Alexander, satisfied, ordered these missiles to go into production and for further research on rockets. The emperor hastily boarded a train and returned to Valerius Prime. He had received a report that a diplomat has arrived in Valerius Prime from Baggera. The moment of truth was to be revealed.

As the Baggeran diplomat arrived in Valeria, he had to take a train from the major Imperial port, Trentino. In that harbor lies gigantic dreadnoughts, recently completed and under construction. These beasts of the ocean were armed to the teeth, and were unlikely to sink easily with "modern" missiles, thanks to their armor and the fact that missile tech went 'soft' when battleships were no longer on the seas.

Upon arriving the city of Valerius Prime, the diplomat would notice the gigantic plumes of smoke coming from the northwestern sector; that was a booming industrial area. Along the streets, patrols of soldiers, pompous uhlans (OOC: German-style WWI cav.) and grim cossacks can be found on nearly every street, and definitely around the palace. AA gun installations are abound in the city. The guards opened the wrought-iron gates of the palace walls, allowing the Baggeran diplomat entry. Alexander was waiting in the foyer and main hall for this guest. If he were a wanted guest was to be determined.

Ambassador Fenjex looked around. The only thing he saw that reminded him of home where those plumes of smoke. The sky was clear here. The fresh air was almost burning to his lungs afer living his life in the industrial cities of Baggera.

He marveled at the appearence of the dreadnaughts, which he saw breifly, and was suprised at seeing cavalry. The anti-aircraft guns were some of the few things that told him he had not travelled back to the 19th century. By the Overlord... have these people been living in a military bubble for the past hundred years

When he stepped up to Alexander, his face showed none of that. He bowed once. "Emperor. I am Ambassador Fenjenx, of Baggera. This is a very... beautiful nation you have here."

Open Address to the International Community:

The people of Justitium are horrified and appalled at the barbaric policies adopted by Riok Oran and the leadership of Baggera, which are a clear and unabashed affront to all the values of the civilized world and its people; truly, Baggera has shown itself an enemy of all who desire peace, democracy, equality, and prosperity. Let Justitium be the first voice of opposition to this imperialist regime, but let it not sound alone! We urge our comrades around the globe, who share our vision of a bright future and a world of honest friendship and our contempt for brazen avarice and brutal military aggression, to join us in our condemnation of the actions of the Baggeran government and to pledge their support in containing its borders and ending any further attempts they may make at conquest and subjugation.

They all have either realised it would be mutual destruction, a smackdown of the spectacular order, have been annexed, or just shut up about it and went on with their nation's business, hoping we would not notice. It depended on what they said.

If you stop talking now and go about your business you will not be noticed again. If you do... It's shout your own risk.

OOC: You know why I hate Baggera? Everyone forgets just how evil I am when GDODAD nations are around. I recently got a tm congratulating me on my kind and just policies, in comparison to unnamed nations and my earlier ones.

I tell you, you take all the fun out of being evil. Than again, so does working for the elves.

As the envoy entered into the grand hall of the Imperial Palace, Alexander turned to attention and saluted the man. Ten bodyguards marched up to the side of the emperor. There was a red carpet leading to a pair of double doors at the other end of the hall. Marble columns support second-story indoor verandas that overlook the hall and a grand spiral staircase leads to them. Servants, diplomats, officials, and guards were busy with their daily businesses.

"Greetings Mister Fenjenx, and I assume that Riok Oran is well. Magnus Valerius is vast, and you say it is beautiful. Indeed, but Valerius Prime and the countryside between it and Trentino is only a fraction. There's the beautiful smell of industry in the industrial cities of Meijis City, Tabriz, and the like... and there's the pristine beauty of the nothern mountains and the cities there. Anyway, I believe you are here on some official business?"

Alexander raised his brow. A moustachioed man in a blue uniform came down the spiral stairs to join the emperor and his entourage of guards.

"Ah, here is Phillipe Mauclerc. He will be dispatched to you native Baggera to establish an embassy there."

Phillipe bowed breifly, and then hurried out of the palace.
