Li Chang announced his retire for the Office of Secretary General and government service. Secretary General Chang’s departing speech:

“I was honored with my appointment to lead our great nation through the time of turmoil and strife. We, the proud citizens of Penglai, together struggle to hold back the anarchy and lawless that consumed much of the People’s Republic during those dark days. During the darkest hours and when all hope seemed lost, you defiantly declaring that we would not be lost to the chaos that surrounded us! We would not be consumed by the ambitions and greed of others! We would no longer accept that we are to be ruled, control and governed! Together, we choose to build the foundation of a new society – a society of abundance, freedom and equality!”

“We have become the light of hope for all that still suffer from want and need. We have achieved what has only been dreamt of … true prosperity, real freedom and absolute equality. Thanks to our National Liberation from the Price System and our Emancipation from enforced Scarcity, today we are truly free. Tomorrow our children and grandchildren will never know, first hand, poverty and greed. They will wonder at the concept that we once suffer need when other suffer for excess”

“But to move forward away for a Republic that governs and rules, to a Technate that guides and products, it has become apparent to me that new leadership is needed. I have served to long, see too much and still hold on to what has pasted. To move forward and establish a fully functional Technate able of producing the abundance that our society is capable of will require skills and knowledge that I neither process nor can learn sufficient to best service you, my fellow citizens.”

“I here by resign my post and will retire from government service, in hopes that my replacement will be better able to service you than I can. Thank you for your trust and faith during my years of service.”
