Biodomes for Defenceless Marines!

In light of the constant threat recently brought up to the leaders of defenceless Marines, we have decided to construct large biodomes around all major cities. However, as we have no experience in this matter at all and will require some advice on materials.
First: What materials the domes should be made out of, and what systems for life-support, etc would be needed.
Second: We will require the blueprints or a working model of a flyer capable of moving on all three axis for policing and maintenence.
Any materials or prints will, of course, be paid for - by our sponser, Noble Kings.

I need to know if theres a material stronger than steel, where i can get it, how to make it or how much.
And a hovercraft or equivelent.
