How much is a good figure to use for the upkeep of planes and armoured vehicles per year?

Aircraft are a monster when it comes to upkeep-I would recommend somewhere in the neighborhood of 20% of the purchase price/plane/year as a basis.

Depending on the Armoured vee, it can be lower-or, it can be higher.
Upkeep and Maintenance isn't just changin' the oil-IFV Crews have the nastiest habit of finding the strangest ways to screw their equipment up ever.
All that accounted for, if you're running a high "Readiness" rate, figure the cost of your total IFV force, multiply by .3, and that's your base cost- that is, how much you'll have to replace in peacetime training excercises under strenuous conditions. Multiply by three in wartime (but remember, that's short-term cost, and includes ammo, enemy-inflicted damage, and boneheads who panic and drive it into a swamp that can't support its weight.) These're just ballpark figures, the costs can be more, or less, depending on the model, how advanced it is, how much your consumables run, and how well-trained the crews are.
