I'm sorry to be stupid etc. but could anybody please explain to me how the forum works in terms of alliances, wars, trade etc? And is there a website or something where I can get help on this kind of thing?

Not a website, but the stickies at the top of the first page of the forum.
Your first stop should be a thread titled, "New to NationStates? View these great threads." A lot of what you need to know is already in there. Make a note of the posts that wer emost informative for you, and contact the authors by telegram if you have questions.
Next, I recommend reading the rest of the stickies. We've been at this game for over a year now, and a lot of newcomers have been asking the same questions you will. Many of those answers have been put into the stickies.
