Greetings,

As with much of the world, Zeronia is experiencing quite the population boom. With our population projected to reach two billion within the next five years, we must prepare to brace this growth or face many of the problems that affect nations of similar size. In order to protect our natural resources in the west, we have begun the planning of a long-term land reclamation project on the eastern coast. Within the next 45 to 55 years, we expect to reclaim 400 sq km of land, which is planned to house at least 175 to 200 thousand individuals. Within 65 years, the infrastructure should be complete.

The cost for land reclamation is about $5 million USD per sq km, plus $65 000 USD per sq km to stabilize ecological trauma for marine life. Construction estimates are somewhere around $72-$80 billion USD. Our government can easily pay for ecological stabilization. However, we are in need of at least $8 billion USD to reclaim the land and initiate construction. We are requesting to loan out $8 billion USD from a nation or institution, while promising to repay $8 billion USD plus an extra billion within twenty years.

Please note that we are in no way, shape, or form wishing to form an alliance or establish a mutual political friendship with the said nation or institution. This is simply to be a friendly, no-strings-attached business deal.

Sincerely, and with great respect,
Mr. Chester Olderfell
Minister of Finance
