The crisp sound of the flag snapping filled the unusually silent air on the roof of the capitol building, the yellowish burning skull standing out from the red, blue, and black background. Speaker Victoria Powell stood on the roof of the one hundred and fifteen story tall building, built in the exact center of New Hosdin. She looked out in the distance, sighing. She wore a simple dress suit, a deep crimson red.

She realized that Imitoran relationships with the rest of the APTO were weak, well, weaker than most, and that the island nation was also a little disliked among some of the other member nations of the region. She was, of course, perfectly alright with it, as Imitorans generaly could care less what anyone else thought of them. That was what had made them strong, the disregard of what ohters felt. It wasn't Imitora's job to please the rest of the world.

But, it wouldn't hurt to know exactly who her allies were. Powell looked on into the distance, when an idea occured to her. She turned, and left the roof, flag still snapping in the wind.

She sat behind her desk, and removed the keyboard from the small cabnet next to her desk. Her keyboard, like most in Imitora, was touch pad, and there were no actual keys, just readouts on a screen that represented keys. She accesed the Protocol database, and checked a callender. She smiled.

Time had come for yet another APTO confrence to decide on matters, and what better way to get to know others in the region than to hold the confrence. She agains accesed the Protocol base system, and was now 'speaking' directly to the system. After being granted permission, she sent out notices to the heads of state of the other nations.

The clear plastic cards (OOC: Like the one you got in the Tweekend album, all you TCM fans) were placed in stiff off white envalopes, with the Imitoran seal, the burning skull, holding the envalope closed. Very few nations still used the wax seal, and Imitora was one of them.

On the plastic card was a barcode, as well as a registration number, and in the center where the invatation was printed was blacked out, with the letters being clear.

It has come to my attention that yet again, it is time for another confrence concerning regional matters. For the first time, my fair nation will be hosting the event in the capital city of New Hosdin, Imitora. Imitora has taken a back seat procedure of acceptance, generally accepting anything decided by the region, however, we wish to take a bigger stance in the region. It is with great anticipation that I await your reservation for the confrence, and hope that this event will only further relationships between our nations. Respectfully

Judge Harry Bell swivelled his chair around from his temporary office windows and leaned on the desk. The President of Adejaani nodded at the sight of the capital being rebuilt from the fiery ashes of nuclear devastation. The short term loss of twenty one million lives, plus a projected long term health problems for around five million more due to radiation induced illnesses and the like shook the country deeply.

"Now what do we have here?" Bell said as he adjusted his glasses. He picked up the envelope, and read it (the Secret Service having screened it through any and every available means available for threats). "Seems there's yet another APTO conference. If this one works, well, fourth time lucky, I suppose. Since our Secretary of ah, Foreign Relations is off in Storal for trade negotiations..... Send the Vice President."

Two hours later, Vice President Hannah Goodwin was flying to Imitora in "Air Force Two", a luxuriously equipped Boeing 747. Goodwin sipped at her carrot juice as she made a mental list of Adejaani's priorities, things that had been said before at the previous meetings and what was left to be done.

Widely regarded as someone who knows a lot about the subjects she was talking about, she was, in fact, the near textbook definition of dull. It was a little known fact she was Vice President of Adejaani for a long time before she was quietly shunted off to an advisory role. Insulted at this demotion, not even allowed to be at the upper echelons of government, she'd quit the government. Now, in a strange twist of fate, Judge Bell had recalled her as Vice President.

She was dull, but she knew what she was doing. Eventually, "Air Force Two" landed with a dull thump at New Hosdin, capital of Imitora.....

Corinth Dleroes sighed as "NE One", a high altitude Supersonic liner decked out with C4I and luxury rooms, crossed over the ocean toward Imitora.
"The left is going socialist again, the right wants to annex someone, and the Centrist party is taking flak from both for not slanting enough. Maybe this meeting we'll actually get something done."
An aide stepped into the office.
"We've loaded everything onto the Tablet PC, ma'am."
"Thanks Burnside."
She replaced the report on the upcoming elections with her Tablet.
"You're welcome, we'll be landing soon."
The aircraft began it's descent, thudding onto the tarmac as airbrakes deployed.

"Aye, Mr. President, the next APTO Conference has been organized in Imitora."

"Hopefully it won't crap out like the one here. Nothing was solved or resolved. Just suggestions. Anyway, I can't attend this one, so send dear ol' Jonathon Hammond to fill my stead, eh?"

"I'll call him right now, sir."

The assistant exited the room, made a short phone call to Ambassador Hamilton, and within minutes Mr. Hammond was preparing for a trip to Imitora. Documents at the White House were being assembled, ordered, and numbered to be ready to be delivered to Hammond when he had finalized his flight schedules...

This could be quite interesting... he thought to himself. He had only attended one other APTO meeting; the second one that was held in Ticonderoga City. And he had only attended when the President was needed to be called home...

The airport was all but empty, as it had been closed down a week in advance for the confrence. Sam Byrnes walked the length of one of the terminals, wearing the signature reflective aviator glasses and biege suit with kahki pnats and a black polo. Sam was the director of The Corporation, and his company had been hired out to perform security for the confrence. All body gaurds would be asked to remove weapons, and of course frisked.

He himself was carrying a FN 5.7, and his overt secuirty crew wore standard black assault gear, and carried FN 2000s and H&K UMP45s. Sidearms were present in the form of Berrettas and Colts.

As teh first three planes landed and taxied to designated hangers, a black Lexus GS limmo pulled up next to the aircraft, flanked by three IS 300s and one RX 430.

Meanwhile, Speaker Powell had changed into a simple black Japanese style dress, with a slightly lighter black Asian dragon snaking up along the length. Imitoran women, especially the leaders, were good looking, and Powell was no different. After all, Imitora Christan University in New Ft. Wrath had been voted most beautiful campus by Playboy nine years in a row, and it wasn't because of the architecture or landscapeing.

She waited on the fourth floor of the Presidential and Governmental Building in the center of New Hosdin for the arrivals, looking out over the city. An aide arrived by her side, and nodded. "Madame Speaker, Mr. Byrnes just called. The first few have arived."

Victoria only nodded.

Goodwin stepped unshakily off off the stairs at the bottom of the aircraft and nodded as she reached Sam Byrnes, the Imitoran representative. "Vice President Goodwin of Adejaani." Goodwin called out loudly over the howl of the still loud engines of the aircraft.

Dleroes exited the aircarft, two Marines in dress blues behind her. The jet engines of the aircraft had begun to quiet, but the howling engines of the Adejaani craft would have drowned out any noise they made anyway. The two marines stood to her side, the compact black forms of bullpup M81 carbines slung under their shoulders. She signaled to the men in the cockpit to close the door, and as the door closed, the marksman inside watching the scene unshouldered his weapon. The last time the UCSNE had sent govt. to Imitora, it was during a period of internal strife.

Goodwin wrinkled her nose at the display at the New Empire aircraft. By this time, the loud whine of her aircraft's engines were going down. "Sorry about that, Mister Byrnes, this particular aircraft is overdue for refit." Goodwin nodded first at the NE Marines, then at her own two Secret Service Agents, who looked uncomfortable, reached into their holsters, clicked the safeties on their weapons and handed them across.

"Now where do we go from here?" Goodwin said, turning back to face Byrne.

The envelope was intercepted at the Capital Post office, before it had reached the capital building. A CLF Boarder Guard Patrolman took it, and walked it across the street to the Capital's Boarder Guard Post, and into the hands of a man not in Uniform. Wearing a simple dark blue suit, with back tie, sunglasses and hands in his pockets as he stood in his office watching the TV screens. The Patrolman walked in and handed it to the man, who quickly tore it open and read it.

"APTO Confrence eh? Take this down Martin, 'Due to recent events, the CLF is unable to sent a representative to the beginnings of this meeting, and would ask if one could be sent later, and not be rude'. Word for word martin, now hurry and get back to the post office, I want everything."

Sam pocketed the agents weapons, and extended his hand towards the limmo. "Right this way miss. Your agents will be allowed to stay with you for the time being. It wont be a long drive to the building."

Byrnes lead Goodwin to the Lexus, and opened the door for her. After she had climbed in, he closed the door, and got into the GX. The GX took the lead, and the other four cars followed.

An Imperial transport arrives at the airport about an hour later, the same tall bald woman that attended the last conference stepping out. Larea dinAthos walked towards whatever escort was waiting with her gaurds, both armed with small arms. Both seem rather reluctant to give them up.

The two men lead the group over to the car, and hold the door open for the ambassador. After she and her gaurds were in, they closed the door, and the two suited men got into one of the following IS 300s. The convoy left the airport, and was soon behind the first group carrying the ambassador from Adejaani.

A response was sent to the CLF government, noting that it would of course be possible to send an ambassador at a later time.

As the cars rolled into New Hosdin, the buildings rose towards the sky, and the traffic heavied. However, the two convoys pushed on with little resistance. Despite being the capital of Imitora, New Hosdin was one of the smaller Imitoran cities with a population of 22.7 million, and was one of the only cities that wasn't rebuilt after the war.

"Nice architecture." Goodwin muttered beneath her breath. The Secret Service Agents merely looked at each other. It looked just like any other modern high rise city in any other country of the modern era.

President of Storal, Lysander Jacobs sat in his office reading over the financial reports for the spring mining season when a voice came through over the intercom. It was his most trusted aid and advisor Micheal Saunders. "Sorry to bother you sir" He stated in his usual monotone way. " But the Limo has arrived to take you to the airpoort for the Atpo session." Thank you Micheal" The president replied. "And Micheal" He said half laughing. " You are never a bother to me." With that the president put the financial report on hold and grabing his suit case quickly headed out to the limo as he did not want to miss this most important flight.

Emergency manuvers, has they were called by Sam, were made to get an extra convoy of vehicles to the airport intime to meet the flight from Storal. Powell was alerted to the new arival, and a quick intell search, also performed by Sam's men, was done to bring her up to speed on the new nation.

Dleroes didn't mind the security at all, but the two Marines looked irked. Stripped of their M-81, FN Five seveN, and Knives, which was technically against Marine code to be unarmed while guarding the President. Dleroes was fine with it, and took some time getting up to date with Imitora. It really had changed since she last got the UCSNE involved in it. She scrolled through the information on her Tablet PC, and then turned it off and looked at the scenery.

The Empire had long been isolated with the rest of the alliance, and even more so, the rest of the world. Mainly working on internal problems, the Empire had little time for forgieng affairs. But with the urging by the Emporer's daughter, Syrla, more open foriegn policies were adopted. To show this new 'openness' the Trinesee would send a delegate to the APTO confrence, and who better than Syrla Oakheart herself?
The Woman sat on a seat in the Black Hawk/Mod chooper as it flew the short distance to Imitora, and neared the New Hosdin Airport. As 'TE-1' got clearence for landing, Syrla addressed her guards.

"Imitora isn't going to allow weapons, so I hope you don't make a fuss giving up yours boys. I know it makes me un easy too, my father told me of the last meeting ThirdEye attended, he backed Pantera and it led to the drawing of weapons on the Imitoran delegate and his men. But this will be different." She said as she shifted her legs. She wore light armor of the traditional Trinesee fasion, being closley related to the Panteran Reavers, they shared many similarities. She also wore a blade, it was a famous one, classified as a falchion, it was far from it. Light and agile, but heavy enough for cleaving, the blade had been a gift to her for her graduation as 1st in her class from the Trinesee National Military Accademy.

The chopper touched down and Syrla along with 3 Trinesee Executive Escort Agents (TEEA's) the agents had all left thier arms on the chopper with the two gunners who sweeped the area with thier eyes for trouble. Syrla had kept her blade with her, hoping she could reason with the Imitoran Delegates, it was a very bad thing for her to part from her blade on important occasions.

They stepped ou of the chopper and walked towards the Imitoran greeeting personel.

Lera looked out at the city. "Ugh... too stolid. Reminds me of Myer, but without the smog." She said, comparing the city to the largest city in Crimmmond, which doubled as the singlemost industrial and poluted population center in Europe.

The gaurds nodded. Modern architecture was not very popular in Crimmond, only seen in the downtown areas of cities.

The gaurds leaned close to each other and muttered soemething. They obviously didn't like being unarmed. Larea didn't seem concered though, most likely because of the gun strapped to her thigh, hidden by the folds of her outfit, yet withing easy grasp, should she need it.

The small private jet, its side bearing a the flag of New Genoa, descended slowly and gradually towards the runway; skidding forward as it landed. Slowly, ever so slowly, the wheels came to a halt and the plane was completely still.

The doors opened, a staircase unfolded, and three Marines followed by a man dressed in a business suit walked down the steps to the ground.

Mr. Hammond looked down at his wrist watch.

"Will they be picking us up soon?"

The Crimodian group made to to the building in the center of New Hosdin first. More operatives in suits, as well as some dressed in assault gear, surounded the building, and many looked on, hoping to see ambassadors and others important in the world of politics.

The men in assault gear formed a human baracade as teh ones in the suit escorted the ambassador into the building. A single metal detector stood, manned by two men in suits, also armed. "Right this way miss," one of the men said, leading her towards the metal detector.

The man appraoched Syrla, smiling. Two men were with him as well. He spoke quickly, as he had a bet with a friend that he could get his group their first. His friend had been asigned to the New Empire delegation, and they had arrived at about the same time.

"Security is my job ma'am," one of the gaurds said. He stood strong, not moving either. "Its all standard proceedure, and you should have no problem with it unless you are carrying a weapon. So please miss, right through here," he finished, holding his hand out towards the detector.

The machine hummed, and the man sitting next to the operation unit clicked away at computer keys. He kept his look almost blank as he stared at the screen.

"Of course miss," the gaurd said, smiling, pocketing the handgun. The machine chirped as she walked through, signaling that she was indeed clean. It did the same as the gaurds walked through as well.

One of the men in suits escorted them to a room on the thirty seventh floor, the standard confrence rooms, with data tablets integrated in the hard wood oak table, and a podium in front of the table. Other than the Crimond ambassador, the room was empty. Coffee and hot water for tea was on a table in the back of the room. Two small cammeras scanned the room. "The other delagates will be here shortly."

The gaurds were escorted to another room, where CC TVs allowed them to veiw the confrence. "Sorry, but security means no gaurds or SS agents in the room. Coffee and snacks are on the table over there."

"Is everything ready?" Victoria asked, looking out the windo over New Hosidn.

"Yes ma'am. Every move made will be seen by analysts, we can really the interpretation back to you through the ear piece. Everythgin the type or write on the data pads will be intercepted by the mainframe so we can see what they are saying. And if anyone makes any hostile moves, the gaurd room will be gassed. There will be no problems security wise."

"Thank you agent Barstal, I believe I will make my entrance now. We can bring the other delegates up to speed as they arrive."

Moments later, the large oak door opened, and Powell walked in. She was an attractive lady, 29 years old, five eight, slim, but not to skinny, and a well porportioned body. Her dark brown hair was done up, and she wore a minimal amount of makeup that complimented her face. She smilled at the two delegates already in the room, and walked up behind the podium.

"Good after noon. I know the other delegates aren't here yet, but I'm sure they will arrive shortly. My name is Victoria Powell, and I am the First Speaker of Imitora."

The Marines removed their pistols from their holsters and handed over their pistols to the guards.

"Keep 'em safe, mate," one Marine said to the guards.

They convoy and ambassador proceeded to follow the Imitoran guards, hopefully to a transport.

Goodwin waited for the rest of the delegates to arrive, whilst pulling out a pen and notepad and scribbled away for a while. Like the other newcomers to APTO, Adejaani had taken Storal under its wing and was giving them a leg up.

My name is General Thelious of the Free Sambizie Forces. Please forgive my intrusion as I know my presence is less than welcome. However, as yet another show of good faith, I felt it necessary and only fair that everyone view the information contained on this tape. If I may be allowed, I promise to keep this short.

It is no mystery to your national leaders, the situation within the Peacekeepers. As a matter of fact, we have had economic sanctions placed upon us, we have been called "rebels", and even at this hour USNE Forces occupy our land. Forgive my bluntness, but for a region who preaches, Liberation, Freedom, and the desire to allow others to run their nations. You have all taken a somewhat favorable step in ensuring that we be viewed as the "bad guys". I know this to be true due to the loyality you hold for the former Emperor...Mwto'ar. But when do you allow a nation to proceed in the direction chosen by the people, instead of imposing defunct ideas and beliefs of the past. I know your governments are in favor of the Empire, but I stand before you today and state, "We will return to our ways of a diplomatic, Presidential run nation". If this means our presence is to be ignored by APTO, so be it...The Sambizie have lived in isolation before and will do so again if warrented.

The man walks over to a tape player and inserts the tape...

After that was said, he pressed "play" and walked out of the room.

The SSF has secured this and many more "Honest John" sites throughout the nation. By order of the Emperor, you will have 72 hours to completely disarm and surrender your equipment and positions within Uganda City. This is non-negotiable, and we will use force if necessary.

Withdraw your military from our shores or face decisive actions and sanctions against your nation. We will no longer tolorate a foreign military upon the sovern lands of the Sambizie. President Jacobs watched as the large complex rolled into the view. The grounds for the cponference were immaculate. He had heard that security was going to be extremely tight so it had not occured to him to bring along a security detail. Soon the Limo that had been sent by the conference came to a stop and President Jacobs was given an escort into the conference building.

Alarge security scanner and a rather impressive looking marine stood at the door. "Greetings sir . Please wait one moment while i check your weapons." He said. Lysander just waitd for the security process to be finished. He had not brought weapons ,but procedures were procedures.
"All clear " The Marine said. Lysander walk into the lobby prepaired to ffind his room so that he could be refreshed and ready for what he knew would be gruelling hours of diplomacy.

Syrla sighed, she could tell these people had no idea it was a cultural symbol, but being a late guest she didnt make waves, and took off the scabbard from her back and gave it to her guard who placed it back in the chopper. Victoria watched the man enter, put in the tape, leave, and then watched the tape. She made a mental note of the tape, and then made a physical note to respond to it. She then looked at the few members of the AP there, and began to speak.

"Well, Im sure that issue in its own will be taken care of later on in the confrence. However, I believe that we should get on to work. We can use the minutes," she pointed to a small data recorder sitting on the table next to her, "to bring late commers up to speed. Now then, are there any matters anyone wishes to bring up? If not, I believe I have one that we could start with."

Victoria began typing on a small wrist mounted touchpad.

"Jesus... This is getting out of hand. If you'll allow me to explain what our troops are exactly doing there. The landing force was planned to be a base force for relief supplies into the area. As of now, we are practically a refugee camp. We allowed FSF to use our area for troop deployment because frankly, we have no other choice. If combat broke out at the landing area, thousands of civilians would be killed. Now, we won't pull out, because these guys are all slaughtering civilians. They herd them into battle zones. But, should this meeting come to the consensus that the appropriate action is pulling out, or fighting, we shall do it. But we aren't leaving a few thousand wounded refugees without a good reason."

You know, allow the Sambizies to solve this problem on their own. After all, as I see it, none of us have any real jurisdiction over the area. As I see it, New Empirian forces in the area are a violation of soverignty of Sambizie territory."

Victoria took a sip of water, and then looked at the other delegates. "Any other ideas?"

Larea dinAthos watches the tape and listens to the conversation. "The Imperial Totality will stay neutral in this conflict. We are still rebuilding from the war in our own lands and cannot spare what we have left. In a year and a half, we lost two thirds of our Marine Corps, our only standing ground defense. That compiled with cleanup of the radioactive hole that was Prague... we cannot afford to be involved in any conflicts.

"The Crimmond leadership does not, however, recognize the rebel government as the leaders of a nation any more than we thought that about our own rebels. We abstain from any vote for decision on this issue." She leans back and her eyes go blank for a few seconds, then refocus.

Bellow that, three votes were shown for reckognizing the Sambize Peace Keeper forces as a legitimate government, and one for not. "Anyone else? Arguments?"

After all....." Goodwin looked around the table. "There are numerous nations which have come into being after seceeding from larger nations, sometimes after an armed conflict."

Larea shifted in her seat. "I realize this. The Imperial Totality was born of such a conflict. We were rebels who fought a fourty year long war after Hitler's army was driven from Poland. These people are rebels. They have declared independece and have backed it up with force. Bear in mind that being declared a rebel is not automaticly a bad thing, if your cause is just. When the Sambize government announces it accepts theirclaims and when all foriegn militaries withdraw, we will accept them as a nation."

"Well, here we bring out the spectre of standardization. Let's look at one basic level, like small arms. Here in the UCSNE, we primarily use the 6.5, 7.62, 5.7, and 10mm rounds, for assault rifles, medium machine guns, submachineguns, and PDWs respectively. Now, some people go with the NATO and American 5.56mm, 7.62mm, and 9mm rounds, others with Russian 5.45mm or 7.62mm rounds, some others with calibers of their own. Now, to standardize that, it will take major overhauls and the implementation and/or design of new weapons, which is going to cost a lot. And that's just bullets."

"The fact is, despite some of us using the same designs and military equipment (most notably the KAF-90 tank), the fact is, each nation has different methods and doctrines. Adejaani, for example, deploys huge Divisions of around twenty four thousand personnel per Division.

"I see the problem here as not being a matter of stocking, but of distribution. Our respective countries make more supplies than can be used up by our military forces, even in times of war. Which makes it a question of how do we effectively move it from our factories at home to wherever it's needed."
