HOW TO DECLARE WAR:
Step one: Go and buy sixty individual rolls of toilet paper and ten frogs a can of sliced pineapple and a canopener, if you don't have one with you.
Step two: See if the frogs can cross the street.
Step three: If they get squashed, throw six rolls out into the road, to disrupt traffic.
Step four: When the police show up, open the can and dump it on yourself, screaming like a maniac and making pig jokes.
Once you complete this task, come back for your next mission.

See Super Jews? Simple as that. No telegrams, no hassles. But seriously, read the informative stickies. A lot of hard feelings can be minimized and even avoided if both sides iron things out (such as tech levels) beforehand. so, yeah, telegram first. As well, I'd suggest perhaps also looking in the archive forum and read a few war threads since there is where the "best of the best" of NS reside.
