Here is a carbon (well, actually, electron) copy of another post I made regarding the excact same thing. With minor changes of course.
You say "I declare war on XXXX because of reasons YYYY and ZZZZ"
Of course, you need to have a military first! :wink:
To create your military, look at your pop and economy (there are numerous GDP calculators that assist with this, such as http://www.pipian.com/stuffforchat/gdpcalc.php?nation=Snooty%20Kings&defenseprovided=1&defense=5&militarybudget=1
That should tell you how much money you have to spend on weapons. Now onto armies themselves, you should have, at most 2% of your people in the military (in peace time) so this means that your army is very small indeed.
You purchase weapons from storefronts (or make your own, but keep it realistic, you can't afford multi-million dollar aircraft carriers or space ships yet.)
One important rule is the one month rule. No nation under one month of age may have access to nuclear, chemical, or biological weapons. (this is to prevent flagrant godmoding and poor RPing.)
Now, you should really read the stickies, because they really help you learn some of the intricies of NS. (They did for me!)
But, you grow your nation with issues, which you have to answer.
When people look at your military, they will look at your nation to see if it can support that kind of military (ex: having a 50,000 man army in a 5 million man country is okay. Having a 4 million man army when your country is only 5 million people large is not okay. It is considered Godmoding, the bane of all good RPers.)
