Creation of the Vroshnak Freedom Force
This is basically a replica of the British Territorial Army/The Homeguard
Every civillian will now commit to 5 years military service, 5 main battalions will be set up as additional police force to support the current police. It will take 2 weeks to fully commit and create the batallions

the military will still exist, but the Vroshnak freedom force is basically incase my nation is attack, They defend at home not over seas. It's basically a more diciplined and armed police force. As for the economy, could be much worse but as they will be trained via category it wont have so much of an effect.
My military power should be greater though if everybody has a basic knowledge of what to do during an invasion.
