Nuclear catastrophe in Yn

Official announcement by the Yn government.

A somewhat elderly man, half-bald, what remains of his hair thin and grey, appears on television screens around the world in news flashes as the Yn government-controlled media releases the images. He seems almost unnaturally pale, and a little shaken.

For many people, these are the first images they will ever have seen coming from the reclusive, paranoid nation of Yn.

“Twenty-two minutes ago,” the man begins in Yn, without introducing himself, his words translated into English subtitles, “a meltdown occurred in a reactor in the nuclear power station Bryetya Espyir, not far from the city of Ayze. Alarming quantities of extremely toxic radiation have spilled into the atmosphere. We estimate approximately two hundred and fifty dead, but many more will not survive the lethal dosage of radiation they have received.”

He pauses, and seems to catch his breath. Compared to the steady flow of propaganda usually emitted by Yn’s unique television channel, this brutal honesty is the last thing most foreign governments will have expected.

“We have begun evacuating all inhabitants in the most severely contaminated areas. Although Breytya Espyir is well within our borders, we fear the radiation clouds will expand to neighbouring countries. Those countries should prepare.”

Again, he lets that sink in.

“We would appreciate any foreign aid. That is all.”

The transmission ceases abruptly.

His Omniferocity has authorized the dispatch of 10 STS-22 Hessian strategic transports to Yn carrying 60 Decon specialists, 4 LAV-12S vehicles equipped as field hospitals, 300 tonnes of medical supplies, and 400 tonnes of Decon gear.

4 more Hessians will depart Mikalgard in 24 hours with a Disaster Recovery Team and 30 engineers to assist in surveying the site and correcting the problem.

Normally, no foreign aircraft are allowed into Yn space. It's a very tightly controlled dictatorship, which rarely lets any of its citizens go abroad, and which no one ever visits. If your people want to snoop about a bit, it's a golden opportunity, since there's nothing much the Yn authorities will be able to say about it.

Incidentally, they may also realise that the nuclear power station wasn't only used to produce electricity, but also to conduct research into more efficient nuclear weapons. Yn has never denied having nuclear weaponry, but has kept it secret what sites and facilities were involved.

Dr. Carrol Winterhart will be pleased to operate as liaison officer with your own disaster response teams on site. He will be arriving in two hours.

Once containment is achieved, Evil Overlord Enterprises has a means of reducing radiactive exposure from contaminated matter. This equipment is far too large and bulky to travel by air, so the freighter Amaterasu Maru is loading equipment and qualified operators for immediate departure. Please advise of the nearest large container-ship capable port facility. Trucks for transporting the equipment are onboard the ship.

The engineers would likely determine the probable true use of the facility fairly quickly just by examining the site. They probably won't be too interested- so long as there is no weapons-grade material present (this would make cleanup that much more hazardous).

Some of the folks being sent (especially truck drivers and such) will very likely be in the employ of my External Security Directorate. They'll probably talk to a wide variety of folks near the site (victims, soldiers, scientists, etc) but won't bother doing anything overtly connected to espionage. Their questions are mostly going to be fairly innocuous- names, ages, number of children, home town, local beers, etc. They will not take pictures, wander into prohibited areas (not after being instructed to stay away), or any of that sort of thing.

Fortunately for us, we are not landlocked; the port of Kaer is being readied for the Amaterasu Maru to dock. The roads between Kaer and Ayze have been cleared of all traffic.

Industrized Serfs, your power plants are most needed and most gratefully welcomed. You are, of course, cleared to enter Yn.

No, there is no actual weapons material on the site; it was merely conducting research, not producing nuclear weapons or parts of such.
Most Yn soldiers and scientists will instinctively be very tight-lipped and wary of talking to strangers, answering only what they deem to be absolutely necessary. Some civilians/victims will probably be more open, but not all. There's a strong fear that the government will look upon them with suspicion.

In their nations first act of duty, the rouge nation of lustfull pig slappers offer their sincerest condolences to those and their families affected by this terrible tradegy.

We, as a new nation, don't have much to offer but we are willing to send Dr. Freddie Buzznickle on the first flight to your country. He's a urologist, I think that has something to do with Uranium or something (I'm not sure) so he may be helpful.

The Dictator looked up from behind her desk at the attendant who had just handed her the latest report. The man gulped. He could see she was tired, which would probably make her irritable, and nobody wanted to be near the Dictator when she was irritable.

"They want to send us a what?"

"A urologist, Dictator," he confirmed, speaking the English word. He paused. "Is that a specialist in uranium, or...?"

Dictator Zina Ramirez wasn't quite sure herself. Not that she could admit it.
"Well, any help we can get... Send thanks to his government, and let the man in."

"He might be a spy," Zina mused. "Though that would be the worst cover story I've ever seen... Still, we'll have to investigate his tools when he lands. And his pie. How are things going?"

Her adviser winced.
"Help will be reaching us soon, but for now the response teams are fairly overwhelmed. We've never had a disaster like this."

The Dictator lowered her gaze, and shook her head. Finally, she stood.
"Take me there. I'll meet our benefactors personally."

"Sir, Dr. Winterhart is on the ground at Ayze. She reports significant radiation 10 klicks from the site and suggests that casualties will soon overwhelm available medical facilities. She's requesting more medical equipment and personnel, and a couple more Decon Teams."

"Very well. Tell her that the Amaterasu Maru is on the way. What's her ETA?"

"She's due into Kaer in 39 hours, sir."

"Hmmm ... get a message out to Captain Hernandez on the Benedict. Tell her to rendezvous with the 41st Maritime Support Squadron at Point Zed for refuelling and resupply. Once she's loaded, Benedict is to make her best speed to Kaer. Jabberwock will be detached from the 41st to follow Benedict to Kaer and refuel her as needed."

The Warlord called up information on the hospital ship on his screen, then continued. "Get another message out to Yn and let 'em know Benedict's on the way. Tell them that Benedict has three MedEvac helicopters and request permission to use 'em in Yn airspace. Agree to whatever security precautions they feel necessary if that's what it takes to get the use of those helos. Now, mister!"

The hospital ship Benedict with one oiler for refuelling is enroute to Kaer for assisting in the relief operations. Whatever security precautions you deem advisable agreed to in advance.

Send word if more assistance is needed.

The Imperial Dominion will immediately send a full contingent of medical personnel to care for the sick and injured citizens of Yn. We will also send a group of our top nuclear physicists to investigate the meltdown and determine the cause of the accident, so the government of Yn will better be able to avoid such a catastrophe in the future. All the Imperial Dominion requests in return is the sharing of some of your nuclear research. The Imperial Dominion is always eager to upgrade its military technology.

Very well. Our medical personnel will be deployed to Yn within a day. We are dissapointed that Yn refuses our nuclear physicists, however. We hoped with our help Yn could avoid a similar catastrophe in the future. If the Ministry of External Affairs believes Yn can avoid another such disaster, the Imperial Dominion will comply with your requests. If further assistance is required at a later date, the Imperial Dominion would be more than happy to assist. We hope that this event can draw the nation of Yn into the international community.

Sitting in the back of the state car rushing through the streets of Wirsav, Yn's capital city, Zina Ramirez listened to an official's report and tapped the mobile phone thoughtfully against the side of her head. After a few moments, she brought it back to her lips.

"Bring us into the international community, did they say?"

Yn, of course, was perfectly content on its own. No one to pry and criticise and try to gain footholds into their economy or raise an outcry about human rights. What people didn't know, they couldn't be upset about.

"Reply and thank them for their suggestion. Tell them we'll keep it in mind, and that we're ready to welcome their medical personnel."

She waited just long enough for acknowledgement then hung up. Looking out through the bullet-proof car window, she could see people going about their business. Most building windows were dark. Everyone had been told to save on electricity. Soldiers patrolled the streets and made sure the order was enforced. Life still went on... more or less.

Minister Targas sits in his office in the Commerce and Trade building overlooking the ruins of Old Sdaeriji, leaning back slightly in his oversized leather chair.

"'Keep it in mind' she said, huh?" he says aloud to himself. "These damn Yn and their secretive nonsense. They don't understand genuine concern when they receive it, do they? Always thinking someone's out to get them. No matter. They'll take our aid and our money, but they won't open their borders to our industries."

"Yes sir, of course sir," says his assistant. "What shall I tell the Chairman our course of action should be?"

"Ilsuo? He doesn't need to deal with this. He has enough to worry about. No, we're not going to do anything about this. Not yet anyway. Just recommend the medics proceed as scheduled. Maybe diplomacy is the way to get into their markets."

sounding like the roar of the largest crowd imaginable, forty large aircraft appear over the horizon. they are flying in low over the water. the combined thurst of the ducted fans throws the water into a mist behind the craft. the sunlight catches the mist, the resulting rainbow arcs over the forty craft. in the lead craft fitizwalis smiles at the visual effect of the ships under his command.

"yn airspace control, this is colonel fitizwalis of the fisaf. i've got the power that you guys ordered. can you provide me flight patterns to the required locations? the sooner i'm on the ground the sooner you guys get hot coffee at home again."

He would have liked to thank them for making it so quickly, but his superiors would not appreciate anything personal over the channel - especially in talking to foreigners. "We're feeding you coordinates and flight paths now. Proceed. You will have fighter craft to escort you."

fitizwalis vectors the craft under his command to their locations. "it may be nothing but i think we may keep things secure with this visit." he thinks to himself.

Carrol Winterhart stepped to the head of the table and waved the computer console 'on' to signal the start of the briefing.

"All right, people. We've got a metric buttload of work to do, here, and the contamination spreads farther with every minute that passes, so let's get this over with ASAP." She called up a map image to the screen behind her.

"I'll be coordinating the Decon work from the CP here. I am supposed to get a local representative to work as liaison with the Yn government. That will speed matters considerably.

Each team will be working with locals who know the terrain and the infrastructure. The government here is even more insular than our own, so their internal security people are probably shitting broken glass at the thought of so many foreigners wandering around their territory." She glared fiercely around the room at the team leaders. "That means that you will follow the instructions of your local liaison workers or I'll turn you over to the locals for espionage. Don't screw around. We are here to try and contain this mess, not toadie up to External Security back home."

Another glance at the faces, and she relaxed slightly. "Right. Our first priority is surveying the contaminated area and posting it for the follow-up Decon Units. They should be arriving at a nearby port this afternoon, so it'll probably be tomorrow before they get on-site. Note the locations of any casualties and let your local representative contact any ambulatories you find. We're setting up field hospitals next to the CP for now, but there's a hospital ship enroute."

She highlighted several streams on the map display. "Make damned sure we get samples all along the streambeds- even if they're upwind of the primary site. All samples come back to the lab tent next door. All meters get calibrated in the presence of local security personnel before a team takes 'em out. Any questions?"

One of the Survey Team Leaders stood up. "What about our containment here?"

Dr. Winterhart nodded at the astute question. "Good question. We're in a 'hot-field' status here. The CP and tent city areas we've set up are relatively clean, with the emphasis on relatively. Everybody gets into the full ensemble inside the Decon One and exits through Alpha doorway. On return from the field, the meters and recorders go to Decon Two and pass through Omega doorway. Personnel go back to Decon One and enter through Omega also. Full field Decon on all personnel- even the locals, if they ask for it.

The Personnel tents are as clean as we can make 'em. There are detectors inside each tent, and they're military tents- they each have an entry chamber which work just fine as airlocks. Each 20-man tent has a compressor and is getting 5psi overpressure to keep airborne crap out."

The man sat down, apparently satisfied. Dr. Winterhart looked around. "Anything else?" No one spoke, She smiled and ended the briefing with, "OK, team area assignments are posted. Gather up the troops and get started. I want a 3D map of the conatimination by the time the full Decon Unit arrives. Go to work."

a pair of portable generators sets down. the roar of their fans quickly slides to a relative whisper, for a moment. then the noise slowly fades as the fans wind down. a hatch pops open in the side of one of the craft. the integral ladder quickly unfolds down to the surface. colonel fitizwalis climbds down the ladder, and walks, with a slight but noticeable limp, over to the laison officer. behind him the crews of the two craft are beginning to setup. he arrives at the liason officer, but waits for the fans to wind down further so that normal speech is possible.

"i'm colonel fitizwalis. my boys will be up and running in about six hours," says fitizwalis as the fans have almost stoped.

the sound of a pair of heavy engines starting up seems to punctuate the statement. an optimized bulldozer rumbles out of each of the craft. once out of its hold the noise from the dozer seems to fade. an air car slides out of each hold, and sets down near its home craft. the engine note of the bulldozers rises as their blades bite into the earth.

"would it be possible to obtain local foods? we've got supplies for about six weeks. but, you know what rations taste like."

Anita Quejj, of the Yn Defence Army, stood still by the side of the road, but her eyes were in constant movement. The area was crawling with foreigners, and she felt tense. There had to be spies amongst them, and it was her job to make sure none went unseen due to her negligence.

Nobody had spoken to her so far, for which she was grateful. She shifted her rifle slightly, and went on watching. It was strange, to see people who were actually from other countries. She wondered briefly what their lives were like, what thoughts they thought...

Then she shook her head, and cleared her mind of such considerations.

Len Riimos stood stiffly, almost at attention, as he watched the foreigners walk up to him. He had no idea how they traditionnally saluted one another, so he merely gave a small nod in greeting.

"I'm Colonel Fitizwalis. My boys will be up and running in about six hours."

"Riimos," he said, in English. "Your liaison. It's most kind of you to come." He kept his voice carefully devoid of any intonation, saying the bare minimum. This was his first time speaking to a foreigner, after all, so he had nothing in the way of practice.

"Would it be possible to obtain local foods? We've got supplies for about six weeks. But, you know what rations taste like."

"Local foods?" Riimos echoed, and hesitated. He seemed to remember, from his briefing, that in most nations eating human meat was uncommon. Had Fitizwalis been warned by his own superiors? "Of course. I will organise delivery." Deciding on a prudent course of action, he added. "I will bring you menus as soon as possible, and you and your men can make your own selections. In the meantime, have you brought your own accomodation, or...?"

The teams had left to gather their equipment and local guides when the thunder of heavy lifters began. Dr. Winterhart finished keying in her message for the satellite uplink as the noise grew to earthquake level. She hit the 'SEND' key and stepped into the improvised airlock to watch the aircraft with the power units arrive.

Once the engines were winding down and it was possible to hear normal speech, she called her deputy, Henry Gallimbury, at the maintenance tent.

"Henry, that noise you heard is the heavy power units arriving from Industrized Serfs. Keep our portable units going until we've determined that there's enough excess capacity to run the equipment from the mains. I'm going out to talk with their OIC now.

Yes, Amaterasu Maru is inport and the locals are clearing the roads for the heavy Decon units right now. A hospital ship is also inbound with an oiler, so fuel isn't likely to be a problem after that.

Well, do the best you can. I still want you to suit up and survey the primary site before dark. Good."

She checked her personal dosimeter before leaving the tent. Thank God for military tents she muttered to herself as she stepped into the open. She walked briskly up to the officer who appeared to be in command of the Industrized Serfs contingent and waited until he finished talking with Riimos, the local liaison.

"Colonel? Dr. Carrol Winterhart." She didn't offer to shake hands, since she didn't know what IS military-civilian protocol was. "I'm the Director of the EOE Decontamination effort. I'd like to discuss your generator capacities when you have the time. I'll be in the large tent with the CP sign on the door."

The S.N.S. Arianna slowly drifted into the Yn port. Captain Illiev Sandosa strolled off the deck.

"I'm Captain Sandosa of the Sdaerijian Naval Ship Arianna," he said to no one in particular. "I've got the Sdaerijian medical contingent promised to Yn. I'd like to get this transfer over with quickly. It's my daughter's birthday in three days and I need to leave as soon as possible if I stand any chance of getting there in time."

Uvid Tiaos stood as the captain of the Sdaeriji vessel strode off his ship. At least, he assumed this was the captain. The man's uniform was very unlike those of Yn naval officers.

"I'm Captain Sandosa of the Sdaerijian Naval Ship Arianna," he said to no one in particular. "I've got the Sdaerijian medical contingent promised to Yn. I'd like to get this transfer over with quickly. It's my daughter's birthday in three days and I need to leave as soon as possible if I stand any chance of getting there in time."

Very much aware of the soldiers standing by both as a honour guard to their guests and to watch their every move, Tiaos walked forward to welcome him.

"Captain, you're most welcome to Yn. My name is Uvid Tiaos. The roads are cleared, and the transfer can begin immediately." He found himself actually smiling slightly. "You'll be home in time to wish your daughter a happy birthday. My promise."

"Well thank you Mr. Tiaos. Your consideration is most appreciated. This is my first officer, Lieutenant Andren Julis. He'll take care of the paperwork and all that other unpleasantness. You can talk to him now. Goodbye. I hope this doesn't take long." Sandosa turned around impetuously and walked back up onto the deck of the ship. "I hope I never have to come back to this god-forsaken hellhole again," he muttered quietly under his breath. "God save these poor medic bastards."

Doctor Mirona Avelas stood quietly in her quarters, looking out the port window at the captain and his ridiculous demeanor. "I sure hope these Yn folks don't think all us Sdaerijians aren't as rude as that jackass. We'll have a rough ride if they start basing us all on that prick," she thought to herself. She retreated from the window, grabbed her coat and bag, and headed to the deck. It looked like she would have to make the proper first impression, as well as patch up anything the stupid sailorboys might screw up along the way. It looked like it would be a long couple of months....

"In the meantime, have you brought your own accomodation, or...?" asked rimos.

"we'll set up camp after we get the generators dug in and setup," responds fitizwalis. to counter-point the bulldozers pushed up the first wall of the eathern berms, that would surround the generators. gusturing back towards the pits and walls that were forming behind him. "they offer a bit of protection in case a bottle ruptures. instead of blowing sideways at hitting something important, the vent gets deflected up. and only burns through air." fitizwalis turns his head slightly one side, if as listening to something only he could hear. "i'll be in touch when were ready to supply power." he turns and heads off to his craft.

he catches a yn guard, shifting her rifle. he sees the anxiety in her stance. "damn, the last thing i ever need is nervous guards," he thinks to himself as he climbs the ladder into the cockpit of his craft.

a few hours later fitizwalis walks up to the eoe tent with "cp" on the door. he walks in, and pauses for a moment to let his eyes adjust to the slightly darker light inside the tent. the sound of a generator moving inside its protective berm fills the entire area.

"i'm looking for dr. winterhart," he asks a person near the door, after the roar dies. he gestures towards her. fitizwalis walks over.

"dr. winterhart, colonel fitizwalis," he says offering his hand. "what kind of power are you looking for? we can push the generators above rating, but not by too much. and the output will be calibrated to yn standards. but i think my boys could rig up an adapter if needs must."

Carrol Winterhart stood up from behind the computer console and stepped forward to take the Colonel's hand. "Thatnk you for taking the time, Colonel." She smiled and gestured at the sound of the Industrized Serf equipment hard at work in the background. "I know setting up is a bit hectic."

She stepped back and waved the Colonel to a seat. "We brought our own portable power units. They provide enough juice to run the computers and recharge the equipment ... but not at the same time. My question to you mainly concerns how much excess power your units generate after local needs are taken care of."

She paused and called up some power requirement figures on the master console. "Right now, we're shutting down most of the secondary consoles from 0100 to 0400 to allow us to recharge the detectors and meters. If the local grid requirements drop during the night, I would like permission to recharge our gear from your units. If this will cause problems, we'll keep to our own schedule and get a larger generator sent out from the Dominion."

fitizwalis smiles. "if things are hectic, it means that nothing major has gone wrong. it's when things are smooth and quiet that problems show up." he responds. he sits down, with a bit of care, his right leg a bit stiff.

fitizwalis, looks at the data. "it looks like pretty light stuff. it should be no problem. we'll be taking the power out of the allotment for the sump pumps." he pauses as the second of the two generators shifts into position. "if the weather holds until we can figure out the power needs, i won't have to juggle demands. i can run a cable over to your recharging eqiupment, once we've got the generators up."

You can talk to him now. Goodbye. I hope this doesn't take long." Sandosa turned around impetuously and walked back up onto the deck of the ship. "I hope I never have to come back to this god-forsaken hellhole again," he muttered quietly under his breath. "God save these poor medic bastards."

Doctor Mirona Avelas stood quietly in her quarters, looking out the port window at the captain and his ridiculous demeanor. "I sure hope these Yn folks don't think all us Sdaerijians aren't as rude as that jackass. We'll have a rough ride if they start basing us all on that prick," she thought to herself. She retreated from the window, grabbed her coat and bag, and headed to the deck. It looked like she would have to make the proper first impression, as well as patch up anything the stupid sailorboys might screw up along the way. It looked like it would be a long couple of months....

Tiaos stared as the captain turned his back on him with a few harsh words and walked away. After having been told to be diplomatic at all times, Tiaos couldn't believe their guests would be so rude.

The Dictator is wise to keep us isolated from these people, he thought. They would seek to make us all as they are.

He looked at the first officer.
"Lieutenant Julis. There isn't much paperwork. We're as anxious as you are to proceed quickly and efficiently. If you'll just come with me to the office over there, read through and sign a few papers? Mostly declarations of intent, promises to abide by our laws, not bring in anything illicit..."

He paused as he noticed a woman come out of the boat and head towards them.
