So he's puppet wh0ring; big deal. It's lame and will likly get him ignored if he trys to use it to his advantage in RP.
As for 'transfering money'? Who cares; it's not like the game has any mechinism for tracking monies anyway. It won't make any difference unless he declares it, in which case he'll likly get himself ignored without a damn good IC RP reason, and people will probally only ask if they think his country can't pull something off on his own.

True, i read the thingy on what not to do and it actually says that your likely to be ignored, not that theyll take action(the MODs). Its not a rule,

Ignored means people refuse to interact with you. RPing necessitates interaction. Puppet Wh0ring often results in members of the local RPing community ignoring you, reducing the number of good RPers you can interact with.
Being ignored here doesn't mean people just turn a blind eye to your activities, it means they refuse to interact with you completly. It's like being banned from RP on a person-by-person basis.
How is that a good thing?
