Well, a new nation such as yourself would have an difficult time funding such and endavour*, however, once you are a little older I would say wait an week, than most deffinatly. I use nuclear power, but I don't use WMDs.
*Unless you are able to get another country/alliance/region to help you fund it, but remember, an situation like that is an two way street.

That's absolutely preposterous. Nuclear weapons are your business, if you want to start a weapons of mass destruction program go ahead! As long as your country's economically stable enough to maintain a weapons program, the sky is the limit!

Libya had a nuclear weapons program, and only about 5 million people or less.
Libya's program was based off of stolen Soviet technology. It takes a long time to develop nuculear weapons without outside help, so waiting a real-life month sounds reasonable.

Your nation starts off with(generally accepted) about... 1980 conventional weapons tech. You have to start your WMD programs from scratch, or make deals with other nations to jump start them. If you choose to mine uranium, that doesn't mean you automaticly have it. It means that you are begining to mine it. It will take a while before you have enough for anythging, peaceful or otherwise.
Start your programs now. When that month rolls around, you'll have a jump on the other nations your age.
Its because someone told me that because I was a welfare state I was not allowed WMDs. Is this true?.
