From the Ever Compassionate, Most Tolerant ruler of the Protectorate of Former Mordorians, to the rulers of nations throughout the world, benevolent greetings.
In anticipation of the impending celebrations of the birth date of our glorious and majestic ruler, it has been decreed that those recalcitrant elements, whose fanatical opposition to his inevitable reign led them to perform acts detrimental to society resulting in their incarceration, should be granted clemency.
Seven thousand individuals currently incarcerated for their misplaced beliefs will be freed into the care of any nation willing to take them.
All praise and glory to the supremely merciful Lord of the Protectorate, his compassion be lauded evermore!
Nations willing to offer asylum to these misguided, but potentially productive, individuals should contact us via this forum by 2nd January 2004, after which time the offer will regretfully be withdrawn.

The Everliving and Majestical potentate of the Former Mordorian Protectorate wishes to officially state for the record his revulsion at the suggestion that citizens of the protectorate could be sold - no, GIVEN - into slavery in the manner hinted at by Commorargh.
Slavery as an institution is abhorrent to the compassionate and expansive Lord of the Protectorate. The zeal and unending striving of his people is the result of loyalty and commitment to the ideals of the nation, and a genuine hunger to do his will. Slavery is unknown within our borders, yet we contend that no nations have harder working or more productive citizens.
Lessons can be learned from this, and in the fullness of time will be learned by many.

The deadline has now passed, and no offers of refuge were made for the seven thousand prisoners of conscience currently housed for the protection of society within our retraining facilities.
How compassionate, how caring you all are, to prefer to see them languish in filthy dungeons rather than walk your clean streets.
The Master of our nation expects to hear no further whining about the incarceration of dangerous terrorist elements within our nation, as this is obviously preferable to you than having them walk free in yours.
