Constitution of the Region of Sparrow as Proposed




Preamble: We the nations of The Big One wish to establish an equality under one God more or less where no one nation will have rights that outweigh another and the freedoms established in this document are never to be revoked unless a martial law is established. This is our homeland and any nation is free to come and go as they chose but at all times they must respect this document regardless of personal preference.

Constitution:

Clause I: The Regional State is herby prohibited to making laws respecting nations internal policies or the free exercise thereof.

Clause II: All active nations have the soul right to exactly one vote from their central nation and puppet states will be further ignored and are barred from participating in elections and running for office furthermore.

Clause III: Violation of Regional Law has the consequences of several variations. The most extreme punishment will be Banishment. It will be chosen otherwise by the Regional President how nations will be punished; but may the punishment fit the crime.

Clause IV: Declarations of war upon other regions or member states must have verification by the President of Sparrow as well as an affirmative vote by two thirds of the sitting Parliament. However, the President will not henceforth dictate the movement or actions of Armed personnel in fear of violation if Clause I.

Clause V: Amendments to this Constitution and this document, must be proposed to the Congressional President with two sponsorships and then it will go through the Regional Parliament and must have a two thirds support.

Clause VI: The Chief of Propaganda will not be able to exercise his powers within the region of Sparrow.

Clause VII: A recall of any elected official must be supported by 80% of the regional parliament and presented to the President and at that time the official will call for the Congressional President and propose a new election. The recalling of a President, impeachment, must be supported by 90% of the Parliament and the Founder to prevent cheating.

Clause VIII: Elections will be held by the Congressional President and will consist of all legal nations submitting a voting ballot to the Congressional President and posting it on the regional message boards.

Clause IX: At any time Presidential powers may be handed down to the Vice President and henceforth a new Vice President will be temporarily appointed until the next election when he may run for that office if the official wishes.

Clause X: New positions may be created at any time by the President with authorization with the support of five legal member states.

Clause XI: Martial Law will consist of a temporary suspension of this constitution with the Founder having dictatorship powers and will only come into act with the unanimous support of all Parliamentary member states with the exception of two nations.

Clause XII: The President of Sparrow will be elected to a one month term with a limit of three terms total served. This said, a President may serve as many inconsecutive terms as he/she likes.

Clause XIII: Elections for all offices will take place on the third Saturday of each month except for the office of President which will remain separate from other positions and will take place on the first Saturday every month.

I would eliminate Clause XI. I would probaly cause alot of coups. Martial law clauses are very bad becasue it can case disruption. When Martial law is enacted often time the citizens get agitated and will want to revolt.
