Primary Criteria includes:
A flat tax rate of 10 percent or less.
No government larger then "Medium sized."
Civil Rights must be at least "Average"
Political Freedoms must be at least "Average"
Economy must be "Strong" or better, Private Enterprise must be legal
All members must have strong beliefs in the ideals of Liberty, Personal Responsibility and Accountability, Limited Governments, and Free (but not abusive) Markets...
