If you buy a weapon (AK-47 etc) do you have the right to make them in a factory?. And when you make things do they cost money to make apart from haveing to pay your citezens?.

Well, basic things like that you can typically make after a couple days, whether or not you bought them (at least, that's how people act). As the tech gets more complicated, advanced, and developed, however, then you need to do stuff like buy production rights and/or blueprints.
