All About Enodia
Introduction
The Electorate of Enodia is a nation about which surprisingly little is known. This publication draws on official Enodian Government resources, archival information from other nations and the opinions of the most eminent experts in their respective fields in order to produce a balanced look at the nation.
Location
Located in Area 51, Enodia has a small expanse of coastline, rising towards the inland borders to form rugged mountain peaks (die Enodische Gebirge). The capital city, Traunstein, is located in the foothills of the Enodische Gebirge and experiences a mild alpine climate.
Average temperatures vary from region to region. As a guide, expect the following:
Enodischer Meer (coastal): summer maximums of 24 degrees, winter minimums of 0 degrees*.
Zentralgebieten (low-lying interior): summer maximums of 20, winter minimums of -5.
Der Hinterland: summer maximums of 15, winter minimums of -15.
Traunstein: summer maximums of 10, winter minimums of -10.
Enodische Gebirge: summer maximums of 5, winter minimums of -25.

Overview
The Head of State of Enodia is Grand Duke Grigory IX ob und zu Eisenmetz, elector of Enodia and Dependencies, Graf von Schliebel Insel, Baron den Bergenbauer, Patron of the Enodische Lutherische Kirche.
The Grand Duke is the eldest male child of the previous Grand Duke (Dmitriy VI) in a line traced directly back to the first Grand Duke of Enodia - Johan I.
Under the Laws of Succession (Jurischen den Grafheit), provision has been made for the accession of a Grand Duchess where no male heir is available.
Recent Reforms
As a result of reforms undertaken by the three most recent Grand Dukes (Friedrich II, Dmitriy VI and Grigory IX), the position of the Grand Duke has been altered from that of an absolute monarch to that more closely related to a Constitutional Monarch, albeit with wider-ranging powers than most Constitutional Monarchs.
The Grand Duke is advised by the Council of Ministers (Rat des Ministeriums), a group composed of the leaders of the Chamber of Deputies (Kammer des Deputaren) and Governmental Assembly (Staatsrat). While the Grand Duke may veto any proposal made by the Rat des Ministeriums, such action is rare.

Following the passage of the Gesetz des Politiken Lebens (Political Law) of 2003, Enodia was divided into 16 Staaten (states), each with a Provincial Capital (Regionalische Stadt). A 17th Staat, Grafreich Traunstein, is an administrative division containing the national capital only.
Division of Government
All Staaten, with the exception of Grafreich Traunstein, elect a State Parliament (Landesrat) every 4 years. The Staatsrat is responsible for the promulgation of laws with relevance to the particular Staat only.
The Governmental Assembly (Staatsrat) is elected separately every 5 years and meets in Traunstein. The Staatsrat is responsible for the promulgation of Enodia-wide laws.
A third body is the Chamber of Deputies (Kammer des Deputaren). The members of the Kammer are appointed by the Grand Duke, traditionally in consultation with the leader of the Staatsrat. The Kammer functions as a House of Review and may veto any non-supply legislation passed by the Staatsrat.
An informal Council of Ministers (Rat des Ministeriums) also exists. This body comprises the leaders of the Staatsrat and the Kammer, as well as any other "notable personages" the Grand Duke feels would be relevant at the time (such as the Chief Justice when a legal question arises). Laws passed by both Staatsrat and Kammer are taken to the Rat for discussion and the formal Assent of the Grand Duke. In theory, the Grand Duke may veto any law proposed by the Rat or alter it, however this practice is increasingly rare.
In times of National Emergency, the Rat functions as the government of the realm.
