Help on choosing planet to build colony

Several Belmorian Scientists have confirmed that they are planning to set up a Space Colony on another planet in the known Solar System (Mercury, Venus, Mars, Uranus, Neptune, Pluto) can anyone suggest the best out of these six please?
What space capabilities do you have? Do you have heat suits for example?

~Minister for meaningless nations, TBF, noticing that Der Angst apparently doesn't know why it would be impossible to build a space colony onj Jupiter or Saturn.
On another note, Commorargh-The Belmorian government will fund any project so we should be able to build very high-tech modern equipment (About the stuff you would expect to have been invented by the RL year 2035)
