Once again we have a change in laws regarding our Military, at the age of 16 each Mazakian must take a test(Written), if they score high enough, their Serial Number is recorded into a special database we are calling the Mazakian Internal Service Database, anyone who has a Serial Number in the M.I.S.D. can be conscripted into the Military whenever necessary.

Why are you sending your best and brightest to be conscrpited into the Army? No, it's not just intelligence, and they aren't conscripted right then, it's just that we want to make sure we're conscripting capable people if the time ever comes that we must use conscription for troops.
