Ministers, the Associate Premier and I have agreed to make several changes in the management of Zeronia. These changes will be effective in the new year. First on the agenda is the change of name of the capital. Since Zeronia's inception, Zeron has been the capital. Now, I feel it is necessary to change this name, in the light of the new change in Zeronia. I will plan a referendum to see if our citizens wish this change, and what name the capital will take. Secondly, I wish to look at municipal control and management. In order to help the Ministry, the Premier, and the Associate Premier to stay on task with regards to macro level affairs, we are in the process of organizing Zeronia into four provinces. These will be based on the historical provinces: a central (Vetrinya, VE), northern (Tarboda, TA), southern (Caerovia, CA), and maritime (Aegir, AE) province. Each province will be the resposibility of a commissioner. Each commissioner will have limited power, but enough to allow him or her to keep control of the province.
Duties include:

- to support and foster cooperation between cities, towns, and villages
- to act as an emissary, a medium through which the cities can communicate with the High Ministry
- to increase national unity by making personal appearances and organizing interprovincial events

The commissioners will answer to our newly appointed Social Minister, Mrs. Helena Deychek. She will overlook all provincial and municipal activities. It is important to note that these provincial divisions are meant to bring Zeronians together, and to produce an image of governmental cooperation with the populace. At the first sign of provincial rivalry, the program will be scrapped, and we will have to find an alternative. In the event of an overambitious commissioner attempting to quench the thirst for power, he or she will be immediately detained, and a replacement will be found.

[PRIVATE, I.N.H.]

Zeronia has very few trade partners. In fact, as of now, there are no active trading partners with Zeronia. Zeronia is rich with tradeable goods; raw, processed, manufactured, services, we can do it all. To instigate some economic activity within Zeronia, we are organizing a summit in the beautiful tourist city of Porifera. Security will not be an issue. We hope not to have the summit drag on. All we want is to have a civil discussion of trading opportunities that will benefit both nations.

I must warn all prospecting nations beforehand that Zeronia has a very strict policy on private enterprise.

First and foremost, it needs to be said that Zeronia is currently recovering from a massive economic depression. We’ve had to make major (but temporary) cuts to our military programs in order to keep the country running.

Our gross domestic product last year was totaled at approximately 95 082 322 500 000 ZC ($172 876 950 000 USD). Over 50% of the GDP last year stemmed from our industrial and construction sectors. Most of the economy is government-run. Due to tight restrictions on private enterprise, only small private operations and a select few larger companies (i.e. ZIMM, B&B Foodstuffs Co.) stay in business. All other “corporations” and “franchises” are owned by the government. This makes international franchising in Zeronia very difficult, but if none of our more principle laws are broken, and Zeronia clearly benefits the deal, then we may allow trial franchising in Zeronia. Trial franchising is traditionally done whenever a citizen who currently runs a small business or service wants to franchise. It can be applied to international businesses as well, however. Essentially, trial franchising involves the setting up of three or fewer places of business in Zeronia. If the business is a success and the government approves, then the owner will get franchising rights for those specific locations, and can apply for further franchising rights without any problems.

Nation-to-nation trading is very easy with Zeronia, as the government deals with everything. No middle man. Trading bulk goods can be done very easily with little or no hassle whatsoever. We currently do not have any bans on the import of any food products. Not only do we trade raw materials and manufactured goods, but we also offer services. These services can range from running training programs to aiding with construction projects.

Yet another method of trade that Zeronia is hopeful of is being contracted for the manufacture of products or processing of raw materials. Zeronia can be contracted for many different jobs. We can process your ores into pure metals, pound them into sheet metal, and make the high-quality parts you need for your industrial sector for a reasonable price. Initially, we will accept low-cost contracts to help spur greater economical output.

I cannot guarantee a place of business, but I as long as you agree not to break any of our laws (environmental and industrial, in particular) then I will put in the good word to my superior.

Zeronia is well known for its industrial technologies. Our metal resources are among our richest. Mining, metal processing, and metallurgy are some of our specialties. Not only can we strike a deal in trading metal ores, but we can process them, purify them, or make alloys. We can even take your raw metals and fabricate metal parts or ship them back as sheet metal. Zeronia:

Metal ores will do fine. Before a price is reached, however, the Dominion would like to test the quality and mineral density of any prospective ores we wish to purchase.

The Dominion can offer both monetary and non-monetary payment. If Zeronia requires anything, from staple foods to the Dominion's top-of-the-line automobiles (available in electrical and hydrogen-fueled models as well as the regular gasoline), then a trade will be possible.

The nature of the agreement is not the business of the government of Ithuania--the only purpose of the government is to open up discussions between the businesses themselves and Zeronia.
