Good Evening my dear friends. I have sent this in reguards to a new allience propsistion, the Band of Brothers, a close-nit, 3-nation allience that would make us the closest of allies. Now, I know that I am already a very good ally of both of you, but no-the-less, this is the time of alliences, plus I think that it would benifical to all three of us. It would be a attack-defend-econmic allience, one that you don't see anymore in this world. I don't have the rough draft up yet, but I soon will. It would say that we follow eachother into war, and defend eachother at all costs. Also, we would increase trade 40% with eachother, along with a elaborat tourism system. There is much more, but I'm afraid I must go now, duty calls. Farewell.

In the headquarters of Veritasean High Command, Lieutenant Commander Portus was on duty when the "Incoming Message" light flickered on. Ten seconds later he had the hard copy of the fax in his hand, a secondary copy was already being printed in a secure storage vault, and an electronic backup had been saved onto a supercomputer several miles away. His eyes skimmed over the message and immediately he realized this was above his paygrade. Portus wasn't quite sure why this message had come through military channels rather than diplomatic ones, but that was besides the point. Ten minutes later a diplomatic courier was racing down the beltway, towards Highland Castle (the residency of the High Chancellor) with the message in a locked briefcase handcuffed to his wrist.

"Your honor, a courier just arrived from High Command, he says he has a document that requires your immediate attention," an orderly told High Chancellor Sterling in his office.
"Very well, show him in at once."
A few seconds later a hassled looking man in a floorlength trenchcoat walked in, but only after being checked thoroughly by security. The man reached under his shirt and pulled a key that hung on a necklace out. He then proceeded to unlock the handcuffs on his wrist and then entered the code to open the briefcase. Inside there were several anti-tamper devices, and a single sheet of paper. The courier handed the sheet to the High Chancellor and exited the room. Sterling skimmed over the pages before quickly walking to a gold phone that sat on his desk.
"I want the Ministers of Foreign Affairs, Defence, Intelligence, and Treasury in my office in thirty minutes!" he said into the phone.

"Well, any thoughts?" Sterling asked his assembled counselors. They'd all arrived looking rather windswept and had copies of the fax shoved into their hands before being asked to sit down and comment on this new turn of events.
"I'm not sure sir," the ever-cautious Minister of Intelligence replied, "Barbarosea is in a war right now and might just want some quick help and we've never had dealings with this Golden Falcon nation."
"I disagree," the Minister of Foreign Affairs said calmly, "my colleague in intelligence is always looking for conspiracy theories, when in fact this could be exactly what it looks like: an offer of friendship from a long-trusted nation."
"Personally," began the Minister of Defence, "I would like to talk with this Stryker fellow to be sure that this is all true and to get a read on him and his situation. This could very well be an act of desperation, however I am inclined to believe otherwise. I've had dealings with Barbarosean sailors, as you know we sell them quite a large amount of warships, and they appear to be very honorable warriors. I think we should seriously consider this."
"I don't see any way in which it could hurt our economy," the Minister of the Treasury added, "it would increase our tourism industry and reduce tariffs and such from these other nations."
"So, besides this being a possible act of desperation, is there any reasons to not agree with this?" High Chancellor Sterling asked and received a collection of headshakes, "Very well then, let's see if we can trace the origin of this message and perhaps videoconference with the Barbarosean leader to get more details."

As the system's shook hands, Fredrick Barbarosea strightened his tie, and cracked his neck. The gray backdrop that was prepared so very hastly by the SYNOP guards was holding up all right. The system finally shook, and Fredrick Barbarosea, a.k.a. Stryker was looking at a pixilated verision of High Chancellor.

"Good Evening, Chancellor, let us get down to buiness..."

"Of course," the Chancellor began, "We are very interested in your proposed idea, but we just wanted to clear a few things up before taking this to our parliament."

"First, and only out of prudence I assure you, we wish to make sure this is not an act of desperation on your part. I honestly hate to even suggest such a thing, but we know you are involved in a war right now and we must double check."

"Second, what would be the exact military and economic requirements for this alliance? We are very interested in formalizing our friendship, we merely wish to have these few matters closed before we ask our senators to ratify a treaty."

"Well, I can assure that we will not be asking assistiance in our current war, as it is well underway and we need no further military backing, and we won't ask for monentary backng either. (OOC: It's a closed rp)."

"As for the exact aggrement, the military would be as follows:

I. Military
-A. Defense
--i.Unconditional, defend member's boarders like they were your own.
--ii.Involved in the defense until the nation(s) being attacked calls you off
--iii.Any means cleared by the attacke to rid the attacker (a.k.a if you want to use nuke's and the attacke cleares it, do it)

-B. Offense
--i.Just-Conditional, as long as it is a just reason (IC only), then you must deploy your armed forces, execpt for...
---a. Already involved in another war
---b. Sufficent funds not avaible
---c. Attacker requests not. (OOC: If it's closed)

--ii. Use of NBC's will not be tolorated unless...
---a. Replying to a NBC attack
---b. Attacker and Defender have ok'ed it.

--iii. All forces not being used for defense should be given to the attack effort.

-C. Peace-Time and Misc.
--i. During peace time, 2.5% of military (must be divided between all armed forces) will be given to each participating nation (1.25% each)

"I can see no reason why Unum Veritas would be unwilling to join this alliance," the High Chancellor said, "however I must meet with my advisors one more time and then begin to push it through our Senate, although I expect little resistance there. I've got a rather large majority in the Senate at this time. Thank you for your time, Mr. Barbarosea."

The connection then ended and the Chancellor stood and stretched before turning to one of his aides.

"I would like you to schedule a meeting with the Senate as soon as humanly possible. Let them know that every Chancellor (the title given to Veritasean senators) is to be present, barring grave illness or death in the family, etc. Have the general overview of the treaty leaked to the public and to the Chancellors so that they won't be completely blindsided. Also be sure and make it apparent that I want this treaty agreed upon without great event."

OOC-I'll RP the actual senate tomorrow probably.

High Chancellor Sparrow stode into the Senate chamber, resplendent in his official black and silver tunic and pants and cloak. About his waist was the sword of the High Chancellor, which had been worn at the side of every Veritasean leader since the nation had won its independence. The Veritasean Senate was considered to be quite unique when compared to similar establishments in other nations. Everything here was done according to tradition and should ritual be violated, the entire topic could very well be dismissed or ignored until the mistake was rectified. Every Chancellor in the Senate was required by custom to be a master swordsman and duels between rival Chancellors was not uncommon.

The Chamber Crier strode to the end of the marble speaker's platform and clapped twice, although it was hardly necessary to get the attention of the gathered representatives. The chamber was as silent as a tomb. In response to Sparrow's claps, the assembled Chancellors rose as one and bowed to him. The Chamber Crier returned the courtesy and the audience sat down, looking at her expectantly. But before she could speak, the Chamber Horns had to be sounded, as custom dictated, in order to call any Chancellor's who might have forgotten their duties to the assembly. As the multiple horns sounded in a chorus worthy of any victorious army on the field of battle, Sparrow stood patiently. Finally the opening formalities were finished and the Crier cleared her throat.

"Ladies and gentlemen, I give you the High Chancellor of the Imperial Republic of Unum Veritas."

Once more the multitude stood in respect before Sparrow bowed to them all and beckoned for them to sit down.

"My fellow Chancellors of the great Imperial Republic of Unum Veritas, I come to you today on a mission of friendship. The Neverending Dictatorial Land of Barbarosea has ever been a friend to this country. Business between our two states has flourished and pledges of military as well as economic assistance have been passed back and forth countless times, however this friendship has never been formalized. I hold in my hand a plan to finally do so to cement the bond of friendship that already lies between our two nations. This plan would greatly increase economic ties to Barbarosea by increasing tourism, reducing tariffs, and increasing trade. As many of you know we already do a great amount of business with this nation, mainly in the sale of warships. This agreement would increase this already profitable trade."

Sparrow paused to guage his audience's response, but the lights shining in his face, as well as journalists' flashbulbs, prevented him from seeing anything other than random spots.

"However, this would not only give us enormous economic benefits, but it would also give us a very powerful military power as a solid ally. All of you remember when, not too long ago, hostile forces lie almost within viewing distance of our shores. I do not surprise any of you by saying we were saved in that instance mainly by luck. I do not downplay the courage and honor of our warriors, however fate played a great part in that conflict as well. This agreement would help to strengthen our homeland defense even more by allying us with not only Barbarosea, but also another great nation: Golden Falcon. We have had very little interaction with Golden Falcon, however we have been assured by both Barbarosea and our own intelligence experts that this nation is just as trustworthy and honorable as Barbarosea."

"As many of you know, I rarely enter this hallowed chamber except to ask for money of some sort," Sparrow said before pausing for the appreciative chuckles of his colleagues, "however this time I ask for something far simpler. I wish only for your unanimous consent in ratifying this treaty and implementing it as soon as humanly possible. I know relenquish the chair to the honorable Chamber Crier."

At this point the High Chancellor's part in the affair ended and the Chamber Crier took over. All the Chancellors rose in respect before the crier nodded at them to take their seats once more.

"We have heard the case of the speaker and now any dissenting opinions must be expressed, are there any?" but this pronouncement was greeted only with silence, "In that case, all in favor of the proposed position?"
This time the Crier was greeted with a chorus of "aye"s.
"All opposed?" was greeted by more silence.

"In that case, as the Crier of the Chamber, I pronounce this topic approved and adjourned."

OOC-I don't know how you're working this into your war, by my customs regarding treaties require a face to face meeting of at least a representative of each government to actually sign the treaty, etc. so you might want to be thinking of how that can be incorporated.

Well, you don't have to, but you can if you like. UVC, in short is a flying aircraft carrier (www.barbarosea.tk for more info). But you don't have to get there, unless you want to. It's in a warzone, and I was planning to fly Stryker out to you.

EDIT: If you want to fly your leader out, the UVC-10 has a 5000ft. runway extended out, and it is floating on the waters outside Omz222 right now. It is reasonibly safe, as that territory is held by me, and the other 35 UVC's; + 10 of my fleets (which are mostly your ships ;))

Okay, it doesn't matter. Stryker and a Golden Falcon rep/leader can come to UV for the actual signing, or they could fly out to a ship and sign it there or whatever is most convenient.

As news of imminent reception and treaty signing ceremonies spread, preparations were undertaken throughout the capital of Unum Veritas. Reception halls and ballrooms were thoroughly cleaned, VIP sleepings accomodations and a VIP terminal at the capital's airport were set up. Meanwhile, in the inner recesses of Highland Castle two master blacksmiths went to work on a special errand from the High Chancellor.

OOC-Your people can begin arriving now. The airport is Veritas International and the capital city is Tol Amad. It is on top of the cliffs surrounding a cove on the coast, so it is at a high altitude, is right next to the sea, etc (if you need any of this info for your RP).

Below him a pair of F-14E Ultra Tomcats went to afterburner and shot off into the sky. They turned south and headed out over the open water before forming up on the UVC's wings. The two fighters escorted the craft safely onto the runway at UV International Airport, where it slowly taxied to the VIP reception terminal. Minister of Foreign Affars, Jack Rhinehurt and several other, lesser officials were waiting to greet the new arrivals

The back hatch opened and 2 Jeeps with mounted .50 calibur M2's on the back rolled out. Then, a Hawk APC rolled out. Next was 2 Hummers. Then a SOAP (Special Operations And Personal) drove out with "Stryker" and "Frog" in it. then 2 Hummers, a Hawk, and 2 more Jeeps. Inside the SOAP, 10 men were crammed in to protect the leaders. The convoy stopped, and the 10 men got out, 6 of them were Elite Jagg's, the best of the best in the BSOF. There was only 12 of them. The other 4 were Golden Falcon Strykers, there best. 5 Other men jumped out of the Jeeps and met up with the escort party. The were Elite Jaggs to, leaving only one somewhere undisclosed. The convoy rolled back into the UVC. The 17 men walked upto Jack Rhinehurt, and the front Jaggs split, leaving Fredrick Barbarosea Jr. face to face with Jack. You could see his desert eagle holdstered on the outside of his pants. He looked like a execuitioner, but his had raised out to meet Jack's. "Hello there."

Rhinehurt lead the group through the VIP Reception Terminal and to a convoy of heavily armed and guarded SUV's which, once full, spead off towards Highland Castle, the office and home of High Chancellor Sparrow.
