Fellow rulers,

My master, the supreme and exalted one, has commanded me to lay before you his intentions regarding the base accusations made against him in recent months.

The recent piratical activity in the coastal regions around and beyond the region of New Mordor is in no way sanctioned by our enlightened regime. This violent plunder and slavetaking activity against lightly defended coastal regions is abhorrent to our peace loving people, and the greatest possible efforts are being made to put an end to it.

So far these efforts have come to nothing, most likely due to the action of enemy spies operating within our regime. Internal security measures are being implemented to compensate for this threat.

Naval vessels of the Former Mordorian fleet may be seen cruising near your coastal regions, these are operating under His Exalted Benevolence's authority and should not be challenged. Challenging these vessels may be seen as an implicit confession to piracy and slaving.

Diplomatic protocol precludes us from directly identifying the wretches who have been preying upon civilian populations on the fringes of our protectorate using methods of piracy and slaving.

Rest assured however that we know who is responsible and will be taking appropriate defensive actions, strengthening naval patrols and military presence across all our border regions.

Crime of this nature will not be tolerated and those responsible will face the harshest penalties that Former Mordorian justice can inflict REGARDLESS of their national origin.
