OOC: Your military is 6% or 8% of your total population, I think. Your population grows every day, so you get more troops every day. Why spend the money?
BTW, as a bit of friendly advice, offering such a large sum from such a small nation is going to be looked apon as godmod-ish by most of the older nations. That leads to ignoring, which isn't fun, and you wind up like Xanthal, with a single nation who takes you seriously. :lol:
